Summer School
Last Days to Register 

Friday, April 29, is the last day to register your child for summer school or Kindergarten Jumpstart! Summer school is filled with hands-on activities, learning, and time spent outdoors. Summer school will be held Monday through Friday from June 6 through June 24. Kindergarten jumpstart will be held June 14 through June 24. Registration information can be found here
New & Returning Student Registration
2022-2023 School Year

Online registration for the 2022-2023 school year is now open! Registration for current students and families involves updating parent and student information in the parent portal, Tyler SIS. Registration for new families to the district involves creating a parent portal account for your family and uploading required residency verification forms. All registration must be completed by Friday, May 7.

Congratulations Ashlyn Hough
2022 Missouri Scholars 100

Hallsville High School senior Ashlyn Hough has been selected for the 2022 Missouri Scholars 100, a statewide program that honors 100 of Missouri's top academic students in the graduating class of 2022.

The Missouri Scholars 100 program is sponsored by the Missouri Association of Secondary School Principals (MoASSP). Schools across Missouri were invited to nominate candidates for this statewide recognition. The selection is based primarily on a formula using the student’s grade point average and ACT or SAT score. Each student nominated had to meet the criteria of an “Academic Decathlon,” which included ten “events” designed to assure the student's academic strength. To meet the decathlon requirements, the student must have a minimum GPA of 3.750, a minimum ACT score of 29 or a minimum SAT score of 1,900, be ranked in the upper ten percent of the class and have taken upper-level courses in mathematics, science, English, and foreign language. The student must also have excellent attendance, be an exemplary school citizen, and be involved in the school activity program.

Ashlyn plans on attending the University of Missouri - Columbia (Honors College) when she graduates in May.
Hallsville FFA Plant Sale
April 25-29

The Hallsville FFA annual plant sale started this week! Students have been busy in the greenhouse all semester tending to the plants, transplanting seedlings or plugs. This year, Hallsville FFA is excited to offer the Hallsville Community hanging baskets, geraniums, vegetables, bedding plants, and more. The plant sale will take place in the greenhouse and the Ag parking lot on the following dates/times:

3:30 p.m. - 7:00 p.m.

Congratulations, Billy Roberts
Head of Operations

Please join us in congratulating Billy Roberts on his new role as Head of Operations within the district. Billy has been our facilities lead since January 2021, bringing with him over 18 years of experience working in construction. Billy is also a veteran, having spent four years in the Army. 
The Head of Operations helps oversee, organize, and direct the District's transportation, maintenance, and custodial departments. In addition, Billy will help oversee the construction associated with the approval of Prop B. 
Arbor Day
Class of 2022

When Hallsville Primary School opened in 2005, very few trees were planted around the building. To change this, members of the US Forest Service, Northern Research Station, partnered with the preschool (class of 2023), kindergarten (class of 2022), and first-grade (class of 2021) students to plant trees inside the playground, on the south side of the building, and along the south edge of the parking lot. The trees were planted in celebration of Arbor Day in April of 2010.  
Twenty-four trees were planted on that day, and the scientists helped students from each class plant them. The scientists also taught them about trees, soils, bats, and other wildlife. A bat house was also given to the school and was erected by the entrance to the driveway from Hwy 124.    

It is amazing to see how much the trees and our students have grown over the past 12 years! We appreciate the help of our maintenance department and many of these former kindergarten students that now help take care of the trees through service hours with National Honor Society!  
Graduation Information
Class of 2022

Please join us in congratulating the Hallsville High School Class of 2022! Graduation is scheduled for Friday, May 20, at 7:30 p.m. in the HHS parking lot. Gates will open at 5:30 p.m., and parking will be available across the entire campus, including at the primary school and football field parking lots. Several shuttle options will be available for families. In the event of inclement weather, graduation will be moved indoors. The graduation ceremony will also be live-streamed on the district’s Facebook page for those unable to attend.
Teacher & Staff Appreciation Week
May 2 - May 6 

As part of Staff Appreciation Week, the first week of May, we're asking all families and community members to participate in Thankful Thursday on May 5.

We are encouraging you to send emails, write notes, call & leave a message, post on Facebook, or whatever you'd like to do to thank our staff for their work this year. Our staff directory with email addresses can be found at this link - https://www.hallsville.org/staff_directory.

We will also have a dropbox outside each school's main door all week - May 2-5 - for you to drop off notes to specific staff members or to the building staff as a whole. Notes to the whole building staff will be posted in workrooms, and individual notes will be delivered to staff members on May 5.

If you'd like to express your overall appreciation for all our district staff, we have a form on which you can submit your note here. Some of these notes will be posted on our district Facebook page with attribution on May 5, and all will be shared with our staff throughout the week.
Proposition B
Building our Tribe

Thank you to the Hallsville community for supporting our schools with the passing of Proposition B on April 5. The district has started the necessary steps to make the bond issuance paperwork available for the regular May board meeting. In addition, preparations are underway to amend the district’s current agreement with Klingner and Associates for architectural and engineering design work for the upcoming construction projects. Qualifications for the Construction Manager At-Risk were due on Wednesday, April 13, and three firms submitted qualifications: Little Dixie Construction, SM Wilson, and PARIC. The board will select at least two firms to interview on May 11.

Teacher Appreciation Week

Teacher Appreciation week is next week, May 2-May 6! The Hallsville PTO is asking families to show our Hallsville teachers how amazing they are by signing up to donate snacks or drinks. Below are sign-up sheets for each building. If families would rather donate funds for the PTO to use to purchase snacks, please use the Venmo link below.

Hallsville Athletic Boosters
Softball Dugouts

The Hallsville Athletic Boosters are heading up the replacement of the softball dugouts, but they can’t do it without community support! Our middle and high school students and our community youth softball/baseball programs use our school's dugouts throughout the year. HAB is asking for monetary donations to help make this project possible. April Highlights

The next regular session meeting is scheduled for Wednesday, May 18, at 6:00 p.m. in the Hallsville Primary School cafeteria. When available, an agenda can be found here

RECOGNITIONS
Hallsville Intermediate and Middle School Quiz Bowl were recognized for their effort and achievements. Fourth-grade teacher Stephanie Jenkins leads the intermediate program and GATE teacher Erin Gunter leads the middle school program. 

Ashlyn Hough was recognized for being selected for the 2022 Missouri Scholars 100, a statewide program that honors 100 of Missouri's top academic students in the graduating class of 2022.

2022-2023 AMENDED CALENDAR
The Board approved an amended calendar for the 2022-2023 school year. The amended calendar delays the start for kindergarten students by two days to allow kindergarten teachers to complete grade-level assessments and meet with families before the year starts. This delay also allows teachers to begin curriculum and forming intervention groups immediately after school begins. In addition, the amended calendar also corrects two dates that were erroneously marked as district holidays on the previously adopted version.  

CURRICULUM CAMP
Curriculum camp is scheduled for Tuesday, May 31, through Thursday, June 2. Curriculum camp consists of professional development sessions and collaborative work on improving instructional content, resources, and delivery methods. Some anticipated tasks for this year’s camp include adjustments to curriculum pacing to accommodate the four‐day school week, continued realignment of our district’s Essential Learning Outcomes (ELOs) with the state’s Priority Standards, and planning for next year as the district continues to address academic impacts of the pandemic.

ASSESSMENTS
Over the coming weeks, students will complete MAP testing in grades 3‐8, high school EOCs, and other standardized assessments. There is continued uncertainty regarding the impact of the pandemic and associated disruptions to learning (due to both illness and quarantines) on student learning and the expected assessment results.

RECRUITMENT & RETENTION 
In December, the district surveyed staff for feedback on strategies that may most effectively recruit and retain teachers and other employees. The strategies consistently described as potentially most effective across all levels of staff were:
  • Proposing an operating levy increase to support an increase in staff pay
  • Restructuring the teacher salary schedule
  • Exploring alternative school calendars
The next tier of strategies that were perceived as slightly less but still potentially effective included:
  • Offering a tuition reimbursement program
  • Continuing to budget for full‐time substitute teachers
  • Providing expanded support for new teachers (e.g., multiple years, increased mentor support)
  • Increasing opportunities for teachers to receive stipends for additional duties
  • Hiring hourly staff to support teacher duties
The district initiated focus groups with staff (represented by levels of career experience) to discuss the survey results and have deeper conversations on what factors pose the greatest challenges to teachers as they continue through their careers and what additional support the district might provide to them.  

FOUR-DAY TRANSITION UPDATES
The board requested the district provide a monthly update on the transition to a four-day school week. The administrative team has identified six areas to be reviewed each month and an expected timeline for completion. The six areas are curricular adjustments, instructional schedules/calendar implementation, remediation options, staff work schedules and hours, childcare, and food insecurity. You can view the April update here

FY23 PRELIMINARY BUDGET
District budget and finance consultant Mr. Hoffman and Mr. Downs prepared the preliminary budget information for the ‘22-’23 school year. Mr. Downs presented the preliminary budget at the meeting. You can view his presentation here. The district is healthy financially, with state and local revenues exceeding operating expenditures. A document outlining the impacts of federal ESSER III funding can be found here. It demonstrates an expected FY22 budget surplus of roughly $440,000 after subtracting both federal revenues and the larger associated expenditures for the school year. For FY23, the district expects modest increases in state aid due to growing enrollment, sales tax collections, and local property taxes due to new construction, increasing state and local revenues by approximately $260,000. The surplus local and state revenues will support increased wages and benefits in our continuing efforts to recruit and retain quality staff across all classifications. The preliminary budget proposal includes the following:
  • Continuing to provide and cover the 4.9% rate increase in medical insurance for faculty and staff
  • Allocating at least an additional $400,000 toward salaries and the associated benefits. 
  • Filling the assistant superintendent and the new postsecondary advisor positions

Mr. Downs also spoke briefly on Governor Parson’s proposed minimum teacher salary of $38,000 a year and the potential fiscal impact on the district. The state budget deadline is May 6, and once finalized, Mr. Hoffman and Mr. Downs will review any potential changes and the fiscal impact on the district if the board elects to participate in the program.

FACULTY TUITION REIMBURSEMENT PLAN
Having the district offer a tuition reimbursement program was seen as a possible teacher recruitment and retainment strategy. Through the Missouri Department of Elementary and Secondary Education’s (DESE) Teacher Retention Grant, the district applied to use $22,000 in grant funds to support faculty tuition reimbursement. DESE approved this use on March 18, 2022. The grant funds may be expended through September 30, 2024. Per the terms of the approved grant application, up to 30 certified teachers (who are not on leave) per school year may receive up to $300 in tuition reimbursement for graduate credit hours in the subject(s) taught, a related academic area, or to obtain an additional area of state teacher certification. 

DONATION FOR NEW SCOREBOARDS 
The board approved an anonymous donation to the district to purchase new scoreboards for the baseball and softball fields. The district will assume responsibility for the installation of the equipment. The new scoreboards would be installed during the summer break.

MISSOURI CAPITAL ASSET ADVANTAGE TREASURY (MOCAAT) RESOLUTION AND INSTRUMENT OF ADOPTION 
The board approved the MOCAAT program resolution and instrument of adoption. MOCAAT is a new option for the investment of district funds, and participation in MOCAAT would provide an additional option for the investment of bond proceeds.

On Sunday, May 1, from 1:30 p.m. to 4:30 p.m., the Hallsville Optimist Club will be hosting a sports equipment swap and giveaway. If your student has outgrown pants, mitts, cleats, or other items, please stop by the Hallsville Fairgrounds to find a bigger size! 

The Columbia STEM alliance is a local organization offering 3-hour courses this summer for children in grades K-8. These STEM-focused courses run through June and July and are a wonderful opportunity for your student to try something new.

Community Events & Resources

The Twisters Hockey League is hosting a lasagna dinner on April 30 from 4:00-7:00 p.m. at the Bob Lemone building. Please click the flyer link above for more information and to preorder dinner tickets. 

In partnership with the Youth Community Coalition and law enforcement agencies throughout Boone County, the Boone County Sheriff's Office will be conducting a Prescription Drug Take Back event at multiple locations on Saturday, April 29th and Sunday, April 30th. This event coincides with the National Drug Take Back event sponsored by the Drug Enforcement Agency. This effort is undertaken to provide the community with appropriate disposal of their expired, unused, or unwanted prescription medications. All medications will be turned over to the DEA for proper disposal following the collection.

The Hallsville Police Department will be at the collection site on Saturday, April 30, from 10:00 a.m. to 1:00 p.m.  

Join Hallsville 4-H on Monday, May 2, from 5:00 p.m. - 7:00 p.m. at the Hallsville Fairgrounds for their annual Burger & Fry Night! The $5 meal includes a burger or hot dog, fries, and bottled water.  

Join the Hallsville Park Board for a Movie Night in the Park on Saturday, May 14. Clifford, the Big Red Dog, will begin at approximately 8:15 p.m. Bring your blanket and chairs, and enjoy another great event from the city! 


FACE is a single point of entry for families with youth ages 0-19 who are seeking services for social, emotional, or behavioral concerns. The April newsletter focuses on risk factors of suicide and support that is available for students and families.
