Notes from the Director


It is my great honor and privilege to be appointed as the Director for FSPCA. In this role, I will work very closely with the FSPCA management team, the FSPCA Executive Advisory Board, Committee and Work Group members, volunteers, Trainer–of-Trainers, Lead Instructors, and other stakeholders to further advance FSPCA to the next level. 


In the last three months, the Preventive Controls for Human Food (PCHF) Curriculum Team conducted a final walkthrough on the V2.0 curriculum, with two pilots scheduled for August, and Lead Instructor refresher courses planned later in the year. The Preventive Controls for Animal Food (PCAF) Instructor Guide and Participants Manual are available now in Chinese. A video on Foreign Supplier Verification Program (FSVP) awareness module for foreign suppliers is now available on the FSPCA website. Additional Lead Instructors courses have been scheduled for 2023. The monthly FSPCA webinar series with Subject-Matter-Experts as speakers and panelists have attracted great audiences from all over the world. We are expecting another great informative and interactive FSPCA Annual Conference, scheduled for October 17-18, at Marriott Chicago Southwest in Burr Ridge, IL.

FSPCA Human Food: PCHF Curriculum Update

The PCHF curriculum update continues to proceed toward completion. After a successful walkthrough in early June, the curriculum update is currently scheduled for two pilots in August. Also under development is a lead instructor refresher course that will be required for all PCHF Lead Instructors interested in continuing to teach the PCHF Version 2.0 curriculum after V1.2 is retired. This refresher will be primarily conducted through an online format. More information to come.

The FSPCA Preventive Controls for Animal Food v1.1 is NOW available in Chinese

Animal Food Lead Instructors can download the Chinese versions of the Lead Instructor Slides (PPT), Instructor Guide (PDF), Participant Manual (PDF), and Exercise Workbook (PDF) from the Animal Food Lead Instructor Resource Portal. Note! Please be patient as the file size is quite big and takes some time to download from the Lead Instructor Portal.


A water-marked public version of the Participant Manual is also available on the FSPCA Animal Food webpage.


Does Your Company Understand the FDA’s Preventive Control for Animal Food Regulations Requirements?

FDA’s Preventive Controls for Animal Food regulation is intended to ensure safe manufacturing/processing, packing and holding of food products for animal consumption in the United States. The regulation requires that certain activities must be completed by a “preventive controls qualified individual” who has “successfully completed training in the development and application of risk-based preventive controls, or is otherwise qualified through job experience to develop and apply a food safety system”. The course developed by the FSPCA is the “standardized curriculum” recognized by FDA; successfully completing this course is one way to meet the requirements for a “preventive controls qualified individual.”


Looking for a course is easy, the FSPCA Community Course List provides a list of time and dates when these courses are being held. Look for one close to you or if your company has multiple individuals that you would like to receive a certificate of successful completion, contact a Lead Instructor to come to your company. There are many options when looking for ways your company employees can become PCQI’s.

FSVP Awareness Module for Foreign Suppliers Video

The FSPCA has posted the Foreign Supplier Verification Programs Awareness Module for Foreign Suppliers VIDEO on its website. The video reviews the FSVP requirements imposed on U.S.-based FSVP importers, but also discusses how importers may make requests of foreign suppliers to assist in meeting the FSVP importers obligations. If you are a foreign supplier who manufactures, processes, packs, or holds food intended for human or animal consumption in the U.S. you won’t want to miss watching this important video.

Food Traceability Rule Supplemental Slides

The FSPCA has developed Supplemental Slides for FSPCA Lead Instructors outlining FDA’s Traceability Rule Requirements as they apply to processed foods. The supplemental slides will be available on the FSPCA Lead Instructor Resource Portals soon.

FDA FSMA Related Announcements

The American Chamber in Madagascar capacity building program named POWER (Providing Opportunities for Women Economic Rise) sponsored workshops titled “Facilitating US market access to women entrepreneurs operating in the food sector in three regions of Madagascar”. Nearly fifty women-owned and/or led businesses in each region were made aware of the FSMA core concepts, shared experience, and networked with peers to promote their capability. 


For example, the first workshop in the Analamanga region took place on April 11-13 where U.S. speakers and local experts participated. The second workshop in the Atsinanana region, was held May 23-25. A third was held June 20-22, in the Vakinankaratra region. 


Dr. Clarisse Y.M. Maharavo, FSPCA PCHF Lead Instructor, a locally based resource, presented the PCHF, PCAF, FSVP, and Produce Safety Rule requirements, as well as covered the basics of the WTO/SPS Agreement. FDA’s Kelly McCormick, co-chair of the FSPCA International Committee, presented informational materials on the primary principles of FSMA along with background on the New Era for Smarter Food Safety Initiative, the remaining FSMA foundational final rules (3rd Part Certification, Intentional Adulteration, and Sanitary Transportation), and as well as FSPCA training resources to the women participants. These speakers presented at a third workshop on June 20-22, in the Vakinankaratra region.


FDA’s Guidance Document titledTemporary Policy Regarding Preventive Controls and FSVP Food Supplier Verification Onsite Audit Requirements During the COVID-19 Public Health Emergency” will continue in effect until November 7, 2023, unless superseded by a revised final guidance before that date. FDA has stated they plan to make further revisions to the guidance.


FDA Releases Draft Compliance Policy Guide on Major Food Allergen Labeling and Cross-Contact

FDA released the draft Compliance Policy Guide (CPG) on May 16, 2023 to provide guidance for FDA staff on the FDA’s enforcement policy regarding major food allergen labeling and cross-contact. The draft CPG more accurately reflects FDA’s thinking on major food allergen enforcement policy based on the current regulatory framework and latest science. When finalized, it will replace the existing CPG 555.250 for FDA staff.


FDA Publishes New FAQs and Additional Tools for the Food Traceability Rule

On June 26th, 2023 the FDA posted new frequently asked questions and additional tools to provide industry with more information about the FDA Food Safety Modernization Act (FSMA) Food Traceability Rule.


The new FAQs address questions to help clarify how the rule applies to specific situations and are largely based on questions received during the FDA’s regular interactions with industry and on questions sent via the Technical Assistance Network, a central source of information for questions related to the FSMA rules, programs, and implementation strategies. 


Along with the FAQs, additional tools developed to help further educate and inform industry subject to the Food Traceability Rule are accessible from the FDA’s traceability website.


The compliance date for all persons subject to the Food Traceability Rule is January 20, 2026.
