CMS Posts Additional Medicare Program Integrity Manual Updates 

Changes Affect SNF Ownership Disclosures and Payment Accounts Beginning December 2022

The Centers for Medicare and Medicaid Services (CMS) provided a summary of updated provider enrollment instructions for Medicare providers, including SNFs. Specifically, it summarizes changes in Chapter 10 of the Medicare Program Integrity Manual instructions pertaining to: 

  • Ownership disclosures 
  • Electronic funds transfers (EFTs) 
  • Special payment addresses 

The Effective Date and Implementation for these additional changes is December 5, 2022, and are detailed in CMS Transmittal R11682PI Change Request 12880 issued on November 4, 2022. These changes affect SNF ownership disclosures and payment accounts. 

AHCA recommends that SNF administrative and billing staff review the changes in a summary developed by AHCA. 

For your convenience, AHCA has merged this new information for the December 5, 2022 effective date to the changes effective January 6, 2023 contained in Transmittal R11701PI Change Request (CR) 12865 that the association announced earlier this week.

Today concludes our four day DON Boot Camp. We've had a full house at the K-State Olathe Campus this week with our Annual DON Boot Camp. With Linda Farrar facilitating and our beyond amazing panel of speakers, we hope our attendees have a wealth of knowledge to take back to their communities.

Parkinson Discusses AHCA’s Efforts To Improve Seniors’ Lives

Provider Magazine (11/16, Zargar, 151K) reports AHCA/NCAL President and CEO Mark Parkinson "recently joined the LTC Heroes podcast to discuss the work that he and his team are doing to improve the lives of seniors." Parkinson said, "We want to create great experiences and a great setting for our residents while they’re alive." Parkinson shared "the innovative measures AHCA has taken to help make care more accessible," and discussed "how AHCA is advocating for fairer wages for long term care employees." Parkinson said, "We’re advocating against negative regulatory proposals, like the idea of requiring 4.1 hours of direct care per resident, whether the money is provided or not." Because "there is much to be done in terms of filling out long term care teams," Parkinson "embraced an innovative idea that came from" AHCA Director of Clinical and Regulatory Services Pamela Truscott, who "proposed developing a temporary nursing aide program in which individuals could be trained in eight to twelve hours."

Biden Administration Plans To Implement Minimum Staffing Requirement For Nursing Homes

The Washington Post (11/15, Rowland, 10.52M) reports that following "decades of accumulated evidence that residents suffer more complications, such as bed sores and falls, in nursing homes with inadequate numbers of front-line nurses and nursing assistants," the Biden Administration "has set in motion plans for a federal minimum staffing requirement for the nation’s 15,500 nursing homes." The nursing home "industry contends minimum staff mandates of 4.1 hours per resident per day would cost up to $10 billion per year and are unworkable because of a shortage of workers willing to do the job." AHCA President and CEO Mark Parkinson said, "It’s one thing to announce we are going to get all these workers in all these buildings, but are we as a society willing to pay for it? So far the answer has been no." Imposing such "a broad mandate does not make sense, he said." Parkinson added, "The administration can propose it and may require it to be done...but the workers are not there and it will not happen." 
Member Spotlight: Sharon Lane Health and Rehabilitation -Shawnee, KS

Sharon Lane Health and Rehabilitation is located at 10315 Johnson Dr. in Shawnee and is a 78-bed nursing home facility, founded over 60 years ago. The owners are Harry and Connie Baum and they have been in the Long-Term Care Business for more than twenty-eight years. Angela Moore is the Administrator, Angela is also on the KHCA Board as the Facility Standards Vice President.

Their mission is focused around a resident-centered concept that attempts to accommodate the resident’s individual needs and gives them the freedom to continue to, as much as possible, make their own choices and decisions in life.
