Ontario moving ahead with first-ever 2+1 highway in North America


The Government of Ontario announced it has issued a request for proposals (RFP) for a 2+1 highway pilot on Highway 11 north of North Bay.


A 2+1 highway is a three-lane highway with a centre passing lane that changes direction approximately every two to five kilometres. The highway model is used in other jurisdictions around the world and is more cost efficient than twinning a highway.Qualified highway design consultants can submit their proposals for design and environmental assessment work through the Ministry of Transportation’s e-tendering portal until December 2022. The province will evaluate submissions and announce the successful bidder in 2023.

Bill 23 Reaction: Intensification should not come at the expense of environmental protection — OAA


The Ontario government’s Oct. 25 announcement of the More Homes Built Faster Act, proposing the construction of 1.5 million new homes over the next 10 years, was a homebuilder’s dream come true. Bill 23 is meant to “ensure that cities, towns and rural communities grow with a mix of ownership and rental housing types that meet the needs of all Ontarians, from single family homes to townhomes and mid-rise apartments.”


At first glance, it reads as good news. Not surprisingly, the homebuilding industry gave an enthusiastic thumbs-up in support of the act’s effort to cut red tape and reduce development fees.

Procore targets payments, pre-construction and labour shortage


The latest additions to the Procore Technologies construction management platform are looking to drive efficiencies while addressing some of the industry’s most pressing challenges, namely payments, labour, pre-construction and communication.


Company founder, president and CEO, Tooey Courtemanche, and his team outlined the innovations and new solutions during the company’s Groundbreak event in New Orleans, La., this week, highlighting the use of predictive analytics and a communications solution that aims to better connect everyone on a project team.

Infrastructure Ontario and Metrolinx award contract for Ontario Line South Package


Infrastructure Ontario and Metrolinx have awarded a fixed-price contract to Ontario Transit Group for $6B ($5.5B for capital costs and $0.5B for financing and transaction costs) to design, build and finance the Ontario Line Southern Civil, Stations and Tunnel (South Civil) package. The project underwent an open, fair and competitive procurement process overseen by a third-party fairness monitor. Ontario Transit Group submitted the proposal which delivers the best value for Ontario taxpayers. The project is being delivered through IO’s Public-Private Partnership (P3) model, which transfers appropriate risks associated with design, construction and financing of the project to the private sector.

EllisDon launches mobile project support service


EllisDon Facilities Services (EDFS) has launched Tech on the Move, an innovative, in-house mobile service division with a fleet of five vans providing prompt technical and specialized support across EllisDon’s project sites. In August, the fleet, equipped with skilled trades, embarked on their inaugural service trip to Livmore residential building at High Park, Toronto, to investigate the building’s plumbing and temperature issues. The teams implemented an energy demand model which optimized the building’s output and prolonged its lifecycle.

Freeland, Fraser roll out major skills packages


The federal government has introduced a slate of policies in the past week indicating it is determined to secure enough skilled trades workers to deliver Canada’s growing pipeline of traditional construction projects as well as ensuring workers have the right skills to handle evolving technologies, construction analysts say.


On Nov. 1 federal Minister of Immigration Sean Fraser announced significantly higher annual immigration targets that will include a new stream of skilled construction workers.

WeirFoulds webinar outlines list of now mandatory changes in Construction Act


Attendees of a recent webinar entitled The Construction Act and Contracts, learned about the mandatory items now included in the act that cannot be contracted out.


“There are all kinds of obligations that come up in your contract which are different. You still have those obligations even if they’re not in the statute,” said Krista Chaytor, partner at WeirFoulds LLP, which hosted the session. “We’re just sort of trying to highlight some things that you can’t contract out of.”


The webinar was held in late October and the guest speaker was Quin Gilbert-Walters, legal counsel with Pomerleau.

Global Emissions From Buildings, Construction Climb to Record Levels


Carbon-dioxide emissions from building construction and operations hit an all-time high in 2021, according to the most recent data, a sign that the push to decarbonize the industry by 2050 may be slipping out of reach.


Energy-related emissions from the operation of buildings reached 10 gigatonnes of CO2 equivalent, 5% higher than 2020 levels and 2% more than the pre-pandemic peak in 2019, according to data compiled by the Global Alliance for Buildings and Construction. Operational energy demand in buildings for heating, cooling, lighting and equipment rose about 4% from 2020 levels, the group said.
