CDCR News: High Desert Investigating

Inmate Death as Homicide

California Department of Corrections and Rehabilitation officials are investigating the November 26th, death of an incarcerated person at High Desert State Prison as a homicide.

According to details provided by the CDCR, shortly after 6:00p.m. HDSP staff observed one inmate, identified as Zachary Barron, attacking another inmate, Juan Linares.

Barron used an improvised weapon, to stab Linares multiple times. Officers responded and quelled the attack.

Linares was immediately transported to the institution’s Correctional Treatment Center for advanced medical care. However, his condition worsened, requiring life-saving measures, including CPR and wound care, by Correctional Officers and medical staff.

Despite their efforts, Linares was pronounced dead at 7:09p.m. by a physician at an outside hospital.

Linares, 44, was received by CDCR from Alameda County in 2009, to serve 36 years to life for second-degree murder.

Barron, 32, was received by CDCR from San Bernardino County in 2019, to serve 14 years to life for first-degree murder. He has been placed in restricted housing while the incident is under investigation.

The HDSP Investigative Services Unit and the Lassen County District Attorney’s Office are conducting investigations into this incident. The Office of the Inspector General has been notified, and the Lassen County Coroner will determine Linares’s official cause of death.

$6.1M CHP Campaign Aims to Reduce Impaired Driving in California

The California Highway Patrol, in collaboration with the California Office of Traffic Safety, has launched a year-long $6.1 million campaign focused on reducing impaired driving incidents across the state.

The “Bring Impairment Down” campaign, funded by an OTS grant, runs through September 30, 2025, and combines education and enforcement to make California’s roads safer.

The OTS grant will fund enhanced DUI saturation patrols, sobriety checkpoints, and public education campaigns throughout the state.

chpfocusdui image

These efforts aim to remove impaired drivers from the road and increase awareness about the dangers of driving under the influence.

Driving under the influence continues to be a significant threat to public safety. In 2023, 1,089 people were killed, and 27,306 were injured in alcohol-involved crashes in California. These statistics underscore the urgent need to address impaired driving, and this grant reinforces CHP’s dedication to preventing these preventable tragedies.

“The CHP’s primary mission is to ensure the safety of California’s roadways. This significant grant will allow us to focus not only on enforcement but also on education, helping to prevent impaired driving before it happens,” said CHP Commissioner Sean Duryee. “By combining these two approaches, we are confident that we can make our roads safer, reduce tragedies, and save lives.”

The CHP will also participate in the national “Drive Sober or Get Pulled Over” initiative and increase enforcement efforts during the Winter and Summer mobilization periods, further supporting the goal of reducing DUI crashes in California.

The CHP reminds everyone that “DUI Doesn’t Just Mean Alcohol.” Driving under the influence of cannabis, prescription medications, illegal drugs, or any combination of substances impairs a driver’s abilities and can lead to an arrest. Designating a sober driver, using public transportation, or taking a taxi or ride-share is always important—there is no excuse for driving while impaired.

The public is also encouraged to report suspected DUI drivers by calling 9-1-1. When making a report, provide the dispatcher with the vehicle’s location, direction of travel, and a description of the vehicle. For more information about impaired driving, contact your local CHP Area office.

Miniature Truck 8 Years in the making

December 5, 1971

The Susanville Fire Department designed and fabricated this little truck entirely with their own skills, time and money. The little truck is a 2-5 scaled down model of its mother: 1964 model, American La France, 750 gallon pumper unit.

Its drive train consists of a 1,000 c.c. 4 cylinder Austin Healey Spirit engine and transmission with Morris Minor differential and brakes. Its dimensions are 11 feet long, 41 inches high and 44 inches wide.

The wheelbase is 67 inches on which the total vehicle weight of 1,175 pounds is supported.

This truck will actually put out fires too! It is equipped with a 5 gpm pump and a 50 gallon water tank. There is 1,000 feet of 1 inch cotton jacket hose and 50 feet of ¾ inch high pressure rubber hose; other accessories include all chrome fittings, an extension ladder, roof ladder, siren, bell and rotating red beacon.

The unit was constructed primarily to be used in parades and exhibits that the department participates in each year. However, it still serves as a pumper unit for extinguishing the barbecue.
