Leading the way on public safety
Over the past week, I've had to call 9-1-1 three times to report a crime in my neighborhood. Like many people in Colorado, I've become increasingly worried about public safety. According to new statewide data, crime in almost all categories has gone up. While Colorado is not unique in this regard, I am still disturbed by this trend. People deserve to feel safe in their community. That is why I was pleased to support a number of bills focussed on improving public safety this session.
The legislature passed a number of bills to address public safety concerns, including bills to cut down on catalytic converter thefts, increase support and resources for law enforcement, and help local governments make improvements to their neighborhoods to help prevent crime and build safer communities. Here is a short list of some of the more notable bills this session:

SB22-001 Crime Prevention Through Safer Streets: The Safer Streets Act creates a grant program in the Colorado Department of Public Safety to help communities make critical improvements to cut down on crime and improve public safety through neighborhood upgrades.

SB22-145 Resources To Increase Community Safety: The Community Safety Investment Act implements three new grant programs to improve community safety and law enforcement: The Multidisciplinary Crime Prevention and Intervention Grant Program, The Law Enforcement Workforce Recruitment, Retention, and Tuition Grant Program, and The State's Mission for Assistance in Recruitment and Training Policing Grant Program.

HB22-1326 Fentanyl Accountability And Prevention: This bill increases criminal penalties for individuals distributing, manufacturing, dispensing or selling a substance that contains fentanyl, and for possessing, importing, and distribution of fentanyl leading to death. The bill also increases access to treatment and withdrawal management programs and harm reduction efforts.

SB22-049 Victim Rights Act: This bill updates and modernizes the Victim Rights Act, including changes that make it easier for a victim to meaningfully participate in the criminal justice system. It requires the defendant be present at sentencing to hear the Victim Impact Statement, and adds two new crimes to the Act: first degree arson and criminal invasion of privacy.

SB22-009 Recertification And Theft Of Catalytic Converters: This bill makes changes to catalytic converter regulation to give state regulators more oversight of aftermarket sales of catalytic converters, and requires owners of certain businesses (e.g. salvage yards) to keep a record of all transactions involving catalytic converters.

HB22-1217 Catalytic Converter Records And Grant Program: This bill requires owners and operators of junk shops and other applicable facilities to keep records of all transactions involving catalytic converters. It also creates the Catalytic Converter Identification and Theft Prevention Grant Program to assist victims of catalytic converter theft, and boosts catalytic converter ID and tracking efforts.
These bipartisan pieces of legislation will provide critical resources to help communities cut down on crime, address law enforcement workforce shortages, and get folks in crisis the help they need to prevent crime from occurring in the first place. Even though we are no longer meeting down at the Capitol every day, we continue our legislative work during the interim by participating on various committees. Here is an update on the meetings that I have attended so far this interim:
Early Childhood & School Readiness Legislative Commission: I am pleased to announce that I received a new appointment to the Early Childhood Commission. The commission studies issues concerning early childhood and school readiness, including health care, mental health, parental involvement, family support, child care, and early learning. Our group met last week and we had an opportunity to visit with a variety of folks who updated us on the transition to the new Department of Early Childhood, which officially kicked off on July 1. Young Invincibles Colorado seeking applicants: YI Colorado is now accepting applications for the Young Advocates Program, a paid opportunity for Colorado youth to gain professional experience and skills relating to advocacy, policy research, event planning, networking (with both community leaders and state legislators), and community outreach. This year, their four-month program meets every Friday from 9:00am-1:00pm MT, and pays $16/hr. Interested applicants should apply by Wednesday, July 20. To learn more, click HERE.

Rachel Zenzinger (D-Arvada) was re-elected to a second term in the Colorado State Senate, representing District 19 (Arvada & Westminster) in November 2020. Previously she served on the Arvada City Council. Midway through the 2022 legislative session, Senator Zenzinger was elected to fill a vacancy on the Joint Budget Committee. She is also Vice Chair of the Senate Appropriations Committee and a member of the Education Committee and Statutory Revision Committee.
