Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the USGS's Central Energy Resources Science Center issuing a statement of need for seismic data brokers to provide access to a library of 2-D multichannel seismic reflection data.

  • Department of the Interior, Geological Survey (USGS) — Seismic Data - The Central Energy Resources Science Center conducts geologic investigations into the geologic framework and energy potential in various areas of the continental United States, including Alaska. Projects carried out as part of this Program rely heavily on subsurface information that is supplied mainly through the use of well log and multichannel reflection seismic data. These data sources are used to determine geologic structure, stratigraphic relationships, tectonics, and geologic history as it relates to the assessment of energy resources in sedimentary basins of the nation. To this end, the USGS currently requires seismic data brokers to furnish and deliver two dimensional (2-D) multichannel seismic reflection data.

In other data news, on January 3rd, The Verge published an article entitled How crowded are the oceans? New maps show what flew under the radar until now. In this story, Justine Calma describes how advances in AI and satellite imagery enabled researchers to create the most detailed global map of human activity at sea. The study, led by the Google-backed nonprofit Global Fishing Watch, unveiled previously unnoticed industrial activity, including secretive fishing operations and a surge in offshore energy development, emphasizing the critical need for accurate data to inform global conservation efforts.

  • When asked whether this type of study would have been possible without artificial intelligence, 'The short answer is no, I don’t think so,' says Fernando Paolo, lead author of the study and machine learning engineer at Global Fishing Watch. 'Deep learning excels at finding patterns in large amounts of data.'”

Marine Corps’ new information command needs a common operational picture for digital landscape

“If information is a domain … you have to be able to see it, assess it, measure it, understand it, and where necessary shape and push it,” Maj. Gen. Ryan Heritage, commander of Marine Corps Forces Cyberspace and Marine Corps Forces Space Command, said in a December interview.

AI enforcement in health care: Unpacking the DEA's approach to the opioid epidemic

The AI also uses claims, encounters, pharmacy invoices, beneficiary and provider enrollment files, state licensing board information, property records of targeted health care physicians, ownership/asset and financial filings of targeted health care physicians, and court records, as well as other custom data in its decision-making algorithm.

Automated public-benefit fraud detection used by states subject of new FTC complaint

The software named in the complaint, Thomson Reuters’s “Fraud Detect,” advertises itself as a tool that detects fraud against public benefits, like unemployment insurance and the Supplemental Nutrition Assistance Program. The complaint alleges the software uses sensitive personal data to power an algorithm that alert benefits administrators of potentially fraudulent activity and contains an “opaque, proprietary algorithm.” EPIC also claimed the adoption of the Thomson Reuters tool by government agencies has led to millions of legitimate claimants going without access to public benefits.

Agencies eye synthetic data to help train and test AI

The Department of Homeland Security’s Science and Technology Directorate released a solicitation Dec. 15 for synthetic data solutions that can “generate synthetic data that models and replicates the shape and patterns of real data, while safeguarding privacy.” The technique has the potential to help the department train machine learning models in instances where there is no real-world data available or when using that data would be a privacy, civil rights and liberties or security risk.

Employees need drastic reskilling to deal with generative AI’s data needs

Data analysts are just one part of the picture, observers said. Governments will also need data architects and business analysts, as well as ethicists to help with its responsible use.

California 'AI Accountability Act' would watch state government, urge private regulations

The bill’s language acknowledges the potentially beneficial uses of generative AI and risks in areas such as “democratic and legal processes, biases and equity, public health and safety and the economy.” It also proposes periodic evaluations to revise AI guidelines when necessary and would direct the California Government Operations Agency, the Department of Technology and the Office of Data and Innovation to produce reports on the risks and benefits of AI in the state.

Federal chief data officers seek information on synthetic data generation

The National Institute of Standards and Technology defines synthetic data generation as a “process in which seed data are used to create artificial data that have some of the statistical characteristics of the seed data.” That data can be used for things like creating “larger and more diverse datasets,” improving model performance, and protecting privacy, the solicitation said.

How often does ChatGPT push misinformation?

A recently published paper reveals that tools based on large language models can perpetuate and even validate misinformation, a finding that complicates the Pentagon's plans to harness generative AI and U.S. efforts to counter harmful lies.

Digital Tools See Major Uptake in Justice and Public Safety

Digital tools are increasingly permeating justice and public safety. Systems promise to give emergency responders and police more detailed insights and help short-staffed courts prepare records and keep defendants informed. Any high-stakes tech must be used carefully, of course, and those adopting the tools may need to address concerns about how the technology works or is being put to use.

AI Will Transform the Credit Industry by Putting the Customer First

We’re at an inflection point in the personal credit continuum: the next phase for the industry will be to leverage AI to find the key areas that a customer should understand and solve right away and get real time, bespoke advice on various kinds of actions to help improve their score.

Generative AI, automation to boost delivery of public services

AI-powered automation uses AI to tackle complex processes, reducing manual effort and human errors. It is particularly beneficial in a complex technological environment, where it can launch immediately and scale infinitely, allowing powerful automation to be created right from workers’ browsers. Such automation can also securely pull relevant data from structured and unstructured documents, allowing agencies to process and generate reports efficiently, and curate new datasets for emerging analysis needs.

AI watermarking could be exploited by bad actors to spread misinformation. But experts say the tech still must be adopted quickly

By and large, government and private-sector technologists agree that the use of digital watermarking to verify AI-generated content should be a key component for tackling deepfakes and other forms of malicious misinformation and disinformation. But there is no clear consensus regarding what a digital watermark is, or what common standards and policies around it should be, leading many AI experts and policymakers to fear that the technology could fall short of its potential and even empower bad actors.

Space-domain Wide Area Tracking and Characterization (Space-WATCH) Industry Day Technical Area 2 (TA2): Real-Time Automated Data Fusion & Exploitation

The goal of the Space-WATCH program is to provide real-time persistent tracking of all objects in Low-Earth Orbit (LEO) so that when an anomalous action occurs, operators can be notified in a timely fashion, allowing them to plan and execute appropriate actions. To accomplish this, Space-WATCH aims to capitalize on the enormous volume of low-cost in-situ sensors in LEO on commercial satellites that can contribute to continuous detection and tracking of nearby objects, identify when an anomaly or unexpected event/movement occurs, and then provide relevant details in a timely fashion to ground-based operators who can then direct appropriate action.
