Pritzker is considering a proposal that would significantly impact Community Integrated Living Arrangements (CILAs), also known as group homes. This proposal involves the reduction of $87.7 million in funding for these vital facilities.

Here's what you need to know:

  • The Illinois Department of Human Services - Division of Developmental Disabilities plans to implement a new rate methodology for Community Integrated Living Arrangements (CILAs) on March 31, 2024.

What this means for the individuals we serve:

  • Elimination of DSP Funded Hours - This change will eliminate 2.5 million Direct Support Professional (DSP) funded hours.
  • Significant Service Hour Reduction
  • Impact on CILA Residents: Service hours for 90% of CILA residents will be reduced.
  • Financial Cutbacks will remove $87.7 million in funding for CILAs.
  • Contradiction to Oversight Committee Guidelines
  • Statewide advocacy organizations oppose this decision due to the substantial reduction in funded DSP hours from the service array.
