Hospital Discounted Care Newsletter

This newsletter provides information and updates on the implementation of House Bill (HB) 21-1198, Health Care Billing Requirements for Indigent Patients, otherwise known as Hospital Discounted Care. Low-income patients who aren't enrolled in Health First Colorado or Child Health Plan Plus (CHP+) will have the opportunity to apply for financial assistance or charity care programs at the health care facility where they receive care.

Hospital Discounted Care Updates

Data Template and New Training


The finalized data template has been uploaded to the Hospital Discounted Care website. HCPF will be holding another training to go over the template and answer questions on July 19 from 11 a.m. to 12:30 p.m. Registration is required. 


New Rates and Maximum Payment Calculator Now Available


Fiscal Year (FY) 2023-24 rates for Hospital Discounted Care are now online. While new rates for FY 2023-24 are now available, rates for FY 2022-23 will still remain accessible on the website. The appropriate rate should be applied based on date of service. Rates are divided into inpatient, outpatient, and professional service rates and apply to patients at or below 250% of the Federal Poverty Guidelines.


In addition to the new rates that are being made available, we have updated the Hospital Discounted Care Maximum Payment Calculator. This calculator is effective as of the first of April each year following any updates to federal poverty guidelines. The Hospital Discounted Care Maximum Payment Calculator can be used to determine eligibility and the maximum payment a patient is responsible to pay for hospital services.

No Office Hours July 5


Due to the holiday, HCPF will not be holding office hours on July 5. Office hours will resume as normal on July 12.


Training Recordings


Recordings of training sessions are on the Hospital Discounted Care website for providers to reference as needed.


Physicians Renting Space


HCPF has reviewed the statute language and determined that uninsured patients who are seen within the hospital must be screened for HDC, even if they are only being seen by a physician renting space. Hospitals will need to work with the physicians to ensure patients are being screened as mandated by Hospital Discounted Care.


Limits on Payment Plans


HCPF has determined that the guidance related to payment plans is correct based on the statute language, and that bills from a hospital may only carry a 4% payment plan regardless of whether the bill includes only facility charges or includes licensed health care professional charges as well. Bills that come from a licensed health care professional who bills separately from the hospital are limited to a 2% payment plan for each licensed health care professional who provided services to the patient during the episode of care.
