Comment Period for State Plan is open through January 31st

The Virginia 2024-2026 CSBG State Plan is available for review by Virginia Community Action Agencies. The first comment period is currently active through January 31, 2024. Any comments, questions, or feedback can be submitted by using the form at this link: https://forms.office.com/g/fHHBq8Qmaa, the form will close on January 31st. All state plan documents can be viewed on our dedicated CSBG State Plan webpage on LearnWorlds: https://vacsbg.learnworlds.com/24-26-csbg-state-plan If you have any questions or have trouble accessing the documents please do not hesitate to reach out to csbg@dss.virginia.gov

2024 Region III Trainings Scheduled

Last year, the Community Action Association of Pennsylvania coordinated a comprehensive schedule of free webinars for community action agencies in Region III. These included expert-led workshops on a variety topics to help agencies navigate their work. In 2024, they will be offering a new slate of virtual workshops. Dates for these workshops have been set so make sure to mark your calendars now. Topics and presenters will be released soon so stay tuned!

Start Planning for the 60th Anniversary of Community Action

2024 will mark 60 years since the birth of Community Action! Begin planning now on how your agency will celebrate this major milestone in fight against poverty. The Office of Economic Opportunity will be weaving the anniversary of community action in our messaging throughout the year. There are several tools available for you as you plan your activities. New Financial Empowerment Toolkit Released

Well, it’s finally here. The Economic Empowerment Toolkit has been presented to the network. This has been both exciting and nerve-racking. This project has taken me awhile to complete (even with the magnificent help of others). To honor this accomplishment, I would like to dedicate this article to the two main themes of my toolkit, namely, interconnectedness and the meaning of economic empowerment.


First, interconnectedness is not a word you often connect to ending poverty. However, I find the term underused and underappreciated. Why? Look at the barriers that cause poverty. If you study them, you’ll realize that the lines between them blur. Take, for example, a lack of generational wealth and homelessness. The two often go hand in hand and cause each other. The good news is that our tools to defeat these problems are also interconnected. Public advocacy, 2Gen, and PDC Grants are all tools that can be used to defeat multiple barriers.


The second theme of the toolkit is the definition of economic empowerment itself. This term is most important when dealing with how to end poverty. For those who don’t know better, poverty is viewed as simply a lack of wealth. Economic empowerment, however, says that ending poverty is more than just having more money. It involves other often intangible things such as social capital, climate, education, and so on. This is why economic empowerment is such a good term. When dealing with poverty, it doesn’t simply announce, “More money!” Instead, it looks to address the root causes.


This economic empowerment toolkit has been a collaborative effort reflecting dedication and support. This journey celebrates two pivotal themes: interconnectedness and the nuanced definition of economic empowerment. The concept of interconnectedness sheds light on the intertwined nature of barriers to poverty, showcasing the importance of holistic solutions. Economic empowerment, far from a simple pursuit of wealth, embraces a comprehensive approach, addressing intangible factors like social capital and education. This toolkit goes beyond the surface, signaling a commitment to tackle the root causes of poverty, fostering a future marked by empowerment and equity.
