In a world where advocacy can shape opportunities, the ability to stand up for oneself is essential, especially for individuals with developmental disabilities. PESA, in collaboration with consultants and funded by the State Council on Developmental Disabilities (SCDD), has launched a Self-Advocacy Training Program aimed at equipping youth, aged 16-22, with the tools to advocate for their rights and independence.
“Self-advocacy isn’t something often taught to people with developmental disabilities. Without these skills, they are forced to rely on others for their own needs. Our goal is to help them stand up for themselves and understand their rights,” says Ella Cavlan, PESA’s Director of Government Relations.
This program, available to youth with an Individualized Education Program (IEP), 504 plan, or those receiving services from a regional center, is designed to create a more inclusive future. With a hybrid structure combining online modules and in-person workshops, participants will learn how to assert their needs, communicate effectively, and understand their legal rights.
The curriculum caters to diverse comprehension levels, offering advanced, basic, and modified tracks. Modules cover vital topics like communication skills, rights advocacy, and negotiation techniques, with additional focus areas on cyberbullying and assistive technology. "The curriculum is tailored to meet the needs of participants at different levels, allowing each person to gain confidence in advocating for themselves," says Cavlan.
Workshops are led by paraprofessionals—individuals with developmental disabilities or those who have personal and professional experience with this community. These leaders create a peer-to-peer learning environment that fosters comfort and relatability. "Having paraprofessionals lead the workshops creates a comfortable, relatable environment where participants feel understood,” Cavlan adds.
