If you aren't following along on twitter, the first called special session has started and almost ended over the last three days.
Here is what happened since the last update:
The Governor called the first special session at 9pm the last night of the regular session. The House and Senate reconvened the next day (May 30th) at 12pm:
The Senate passed SB 1 and SJR 1 - which included tax compression and extension of the Homestead Exemption to $100k.
Speaker Phelan said the Senate's bill was not germane to the special session call and would not refer the bill which killed it. You can watch the exchange between Rep Geren and Speaker Phelan killing the bill here (starts- 1:05:00).
Rep Meyer made a motion to pass HB 1/HJR1 in one day (HB 1/HJR 1 provides for an automatic 10 cent compression with an optional 16 cent tax compression should voter approve the measure in November 2023) after which the Speaker Sine Die'd.
Since the House Sine Die'd, the Senate is forced to either take and pass the House Bill OR pass no bills and Sine Die as well. While we do not know exactly what the Senate will do, the Lt Governor tweeted the following:
"If the House thinks after abandoning the Capitol, and walking out on the Special Session, the Senate is going to pass their "take it or leave it" property tax bill without a homestead exemption, they are mistaken."
