Healthy Opportunities Housing and Transportation Services Available
Effective Sunday, May 1, 2022, qualifying Medicaid Standard Plan members in 33 North Carolina counties may receive housing and transportation services in addition to food services which became available March 15.
 
Examples of housing services include:
  • Navigation support and sustaining services
  • Inspection for housing safety and quality
  • Move-in support
  • Essential utility setup
  • Home remediation services
  • Accessibility and safety modifications
Examples of transportation services include:
  • Reimbursement for health-related public or private transportation
  • Transportation for case management services
 
To be eligible for and receive Pilot services, NC Medicaid Managed Care members must live in a Pilot region and have at least one qualifying physical or behavioral health condition and one qualifying social risk factor, as defined by the Department. Waiver Slots Process
CMS approved the 1,000 Innovations slots that were included in the NC State Budget. The budget included 400 slots for spring 2022 and 600 for July 2022. 

The amount of slots each LME/MCO received was determined in consultation with NC Medicaid’s actuary and was based on language in the budget. The LME/MCOs will allocate the slots based on the language in the NC Budget which includes allocation based on their county date waiting and geographic equity. 

The LME/MCOs are in process of awarding the 400 spring slots and they have the numbers for the July 600 slots. LME/MCOs are working on contacting individuals who will receive a slot as well as getting updated paperwork and SIS completed and working to ensure their provider networks have capacity for the additional slots.

Joint Communication Bulletins
JCB #413-State-Funded (Non-Medicaid) Provider Credentialing During LME/MCO to Behavioral Health and Intellectual/Developmental Disability (I/DD) Tailored Plan Transition
State-funded only providers (non-Medicaid) will begin using the Medicaid credentialing process beginning at Behavioral Health I/DD Tailored Plan implementation. State-funded only providers will need to enroll in Medicaid via NCTRACKS to be credentialed as a State-funded only provider with a Tailored Plan.

Existing State-funded only providers can enroll in Medicaid at the time of their regularly scheduled recredentialing, even if it occurs after Tailored Plan implementation. The LME/MCOs (and subsequent Tailored Plans) will need to maintain State-funded only provider credentialing data during the transition period in order to ensure timely recredentialing is occurring. LME/MCOs may work with State-funded only providers to enroll in Medicaid prior to their regularly scheduled enrollment date.

State-funded only providers will not appear in the Provider Enrollment File (PEF) until they are enrolled in Medicaid via NCTRACKS. LME/MCOs and Tailored Plans will need an alternate way to monitor recredentialing timeframes until all State-funded only providers are enrolled.

NC Medicaid is moving towards centralized credentialing, and this change will also apply to state-funded only provider credentialing, as the DMH/DD/SAS contracts incorporate Medicaid credentialing requirements by reference. Additionally, this change will require an amendment to the LME/MCO and Tailored Plan contracts and will be addressed through the standard contract amendment process.

Effective Feb. 1, 2022, provider site visits required for certain moderate and high-risk providers* are valid for five years. Providers must have another site visit conducted after the five-year expiration to maintain enrollment requirements. Public Consulting Group (PCG) will reach out to the provider when a site visit is required. 
 
*Providers are identified as moderate and high risk as outlined in 42 CFR 424.518(c) and NC General Statute 108C-3g. Refer to the Provider Permission Matrix on the Provider Enrollment page of NCTracks for more details.

The NCTracks Annual Provider Survey for 2022 is now available! This survey focuses on the aspects of NCTracks* that involve direct customer interaction, such as the call center, provider relations, training and communications, as well as functional areas such as pharmacy prior approval and provider enrollment.
 
*Please note that this survey is regarding Medicaid Direct via NCTracks only (NOT related to Managed Care/PHPs); please only answer questions in relation to NCTracks. 
 
Unless otherwise noted, the time period for which this survey applies is from July 1, 2021 to present. The survey is anonymous unless you choose to identify yourself.
 
The survey is open to all NCTracks providers and should only take about 10 minutes to complete. This survey is authorized by the NC Department of Health and Human Services (DHHS) and will be open for responses until May 10, 2022.

Training Enrollment Instructions
Providers can register for these courses in SkillPort, the NCTracks Learning Management System. Log onto the secure NCTracks Provider Portal and click Provider Training to access SkillPort. Open the folder labeled Provider Computer-Based Training (CBT) and Instructor Led Training (ILT). The courses can be found in the sub-folder labeled ILTs: Remote via WebEx (although this is the sub-folder name, please note that, as previously mentioned, courses will now be conducted via Zoom and not WebEx).
 
Refer to the Provider User Guides & Training page of the public provider portal for specific instructions on how to use SkillPort. The Provider Training Tool Kits page also includes a quick reference regarding Java, which is required for the use of SkillPort.
Preserve Culture and Families with Relative and Kinship Care 
Culture is a source of strength, a source of resilience and a source of pride and it should be preserved1.

Kinship care helps maintain familial and cultural connections and must be prioritized more frequently, especially for Black and Native families and other communities in the child welfare system that have experienced racial inequality and discrimination.
Research has proven that placing children in the care of relatives or kin reduces the trauma of family separation and helps children maintain a sense of family, belonging, and identity.

Kinship care and establishing protective factors in communities promotes stability, permanency, and well-being for children in need of out-of-home placement. Kinship care has historically been used in many communities of color to sustain family relationships, and to protect and preserve the culture and history of these communities. Child welfare agencies can value and support kinship care placements, allowing Black and Native communities to continue to care for each other, recognizing and respecting families to build on the strengths of these communities and their culture.

Supporting kinship care promotes a system that provides racial equity and family reunification to children of color in the system.
There are several resources featured on the National Foster Care Month website that emphasize the importance of preserving cultural and family bonds through kinship care. Make sure to explore these resources and share them with your colleagues and communities:

Simultaneous Alcohol and Marijuana Use Among Young Adults: A Scoping Review of Prevalence, Patterns, Psychosocial Correlates, and Consequences
Christine M. Lee, Brian H. Calhoun, Devon Alisa Abdallah, Jessica A. Blayney, Nicole R. Schultz, Meg Brunner, and Megan E. Patrick
Using alcohol and marijuana simultaneously—taking them at the same time to generate overlapping effects—produces greater negative consequences than use of either substance separately or on the same day but at different times. This ARCR scoping review compares research protocols and findings from studies that examine simultaneous or same-day co-use of alcohol and marijuana to better understand usage prevalence, motives, patterns, and consequences. The authors also discuss utility of alcohol-focused prevention and treatment interventions in reducing simultaneous use of alcohol and marijuana.
This published review marks a milestone for ARCR—publication of its first scoping review. ARCR currently accepts narrative reviews or scoping reviews from invited authors.
