988 Adds ASL Services

The U.S. Department of Health and Human Services has announced the 988 Suicide & Crisis Lifeline’s addition of nationwide American Sign Language (ASL) services for people who are Deaf and Hard of Hearing.

 

To connect directly to a trained 988 Lifeline counselor in ASL, callers who are Deaf, DeafBlind, DeafDisabled, Hard of Hearing, and Late-Deafened can click the "ASL Now" button on 988lifeline.org and follow the prompts.

Operations Updates

Request for Information (RFI) for Financial Management and Counseling Services (FMCS)

The DDA is issuing this Request for Information (RFI), which is not a solicitation to procure, to gain familiarity with currently marketed services for Financial Management and Counseling Services to include billing and claims; electronic visit verification (EVV) for personal support services, personal assistance services, respite care services; consulting and training for individuals self-directing their services (SDS); and counseling services that will be provided under the Community First Choice (CFC) and Community Personal Assistance Services (CPAS) programs operated by the Office of Long Term Services and Supports (OLTSS).

Isolation Day Claims Audits

From November 6-10, the DDA will be conducting a sample audit of Isolation Day Claims that occurred during the COVID Public Health Emergency. Providers may receive a request for documentation that supports the use of this enhanced payment for a selected claim. If selected, please provide documentation as directed in the communication you receive.

Release of the Journey Towards Person-Centered Excellence Quarterly Newsletter             

Liberty Healthcare Corporation on behalf of the DDA will be providing quarterly updates rather than monthly. We believe the change will contain the most valuable updates and information related to the joint work of the DDA, The Council for Quality and Leadership and Liberty as we continue on our journey towards person-centered excellence within the DD system.

Revised National Core Indicator (NCI) Survey Standard Operating Procedure 

Liberty Healthcare Corporation has updated the National Core Indicator In-Person Survey and Family Survey Standard Operating Procedures to include 2023-2024 survey administration details. National Core Indicator Surveys collect participant and family satisfaction feedback about DDA’s programs.


Please review the updated National Core Indicator In-Person Survey and Family Survey Standard Operating Procedures (SOP) guidance on the DDA website and linked to this communication. The updated NCI SOPs went into effect September 15, 2023 and will be utilized for the current survey period that runs through June 30, 2024.

Updates to the Targeted Case Management (TCM) Reviews Standard Operating Procedure & FAQs

Liberty Healthcare Corporation has updated the Targeted Case Management (TCM) Reviews Standard Operating Procedure to include several clarifications related to the corrective action plan section of the SOP. Please review the updated TCM Standard Operating Procedures (SOP) guidance on the DDA website and linked to this communication. 



The updated TCM SOP went into effect October 1, 2023 and will be utilized for the current review period that covers:

  • Randomly selected paid claims from April 2023 through June 2023.  
  • Case files of participants whose annual PCP dates fell between the April 2023 through June 2023 timeframe.

Updates to the Utilization and Qualified Provider (UR/QP) Reviews Standard Operating Procedure

Liberty Healthcare Corporation has updated the Utilization and Qualified Provider Reviews (UR/QP) Standard Operating Procedure to include several clarifications related to the corrective action plan section of the SOP. The updated UR/QP SOP went into effect October 25, 2023 and will be utilized for the current review period.

Federal Program Updates

Medicaid Check-In > Redeterminations

Over 4000 DDA waiver participants will need to complete the Medicaid Check-In Redetermination process. Redeterminations are being completed by both the Maryland Department of Human Services (DHS) and the MDH’s Eligibility Determination Division (EDD).

  • It is important to wait for a letter from DHS or EDD before submitting redetermination information. Information submitted prior to the DHS or EDD request letter will not be processed as they are not due at that time.
  • It is important for you to look for communication related to redeterminations and respond directly to either the DHS or EDD caseworker as noted in the letter within the required timeframe. 


People will receive several letters or notifications about their redetermination.

1st Letter - The 1st letter will be sent 90 days before the redetermination due date. The letter is to alert people that their redetermination is coming up. This 90-day alert letter can help people to start to prepare and gather information.


2nd Letter - The 2nd letter that is sent includes information about the actual redetermination due date. The letter includes a link to the MDThink system where people can complete their redetermination process online. The letter will also include a person-specific dedicated access “pin” number to use when completing the process in the MDThink system.


3rd Letter - If the Redetermination has not been completed in the MDThink system, another letter is sent, again noting the due date and also including a paper Redetermination application. The redetermination application can still be completed in MDThink OR the person can complete the paper application. When completing the paper application, it is important for the paper application to be sent to the DHS or EDD caseworker noted in the letter.


4th Letter - If the Redetermination has not been completed, then a 10-day closing letter alert is sent. The letter provides a warning that the Medicaid (including DDA Waiver) eligibility is ending soon if not submitted by the due date.


5th Letter - If the Redetermination is not completed by the due date, then a Denial/Closure Letter with appeal rights is sent. Once the person’s waiver eligibility is closed, people can not access Medicaid services, including seeing their doctors, accessing medication, seeing specialists, and accessing waiver services paid with Medicaid funding.


Tardy Redeterminations

  • If people do not complete the redetermination process by the due date, they can still send in the application and submit all supporting documents up to 120 days after the due date. These cases are considered as a Tardy Redetermination.   
  • If the process and all supporting documents are submitted in this timeframe, the waiver enrollment will be reinstated.  
  • If the process and all supporting documents are NOT submitted in this timeframe, then the person will have to reapply and go through the DDA Waiver application process again in order to receive services.


Currently, Coordinators of Community Services are following up with people with overdue redetermination that were not completed. For some people, the information is due today. These individuals will lose their waiver eligibility if immediate actions are not taken.
