Dear residents and friends,



From historic neighborhoods to the sweeping bay, river, and ocean views, I've been so lucky to represent the best Miami-Dade has to offer as your District 5 Commissioner. My team and I work extremely hard to serve all District residents and visitors and focus on enhancing our neighborhoods and creating a stronger, safer, and more resilient community for all.

That's why in 2021, the District 5 team and I launched the Safer, Cleaner Streets (SCS) initiative, a campaign that engages community members and local government to proactively address the cleanliness and safety of District 5's neighborhoods, tackling issues such as recycling, litter, illegal dumping, storm drains, potholes, crosswalks, and signalizations.

The multi-faceted initiative includes monthly neighborhood assessments by District 5 staff, connecting residents to 311, community involvement through meet-ups, stakeholder one-on-ones, cleanups, and ongoing beautification projects. It's on all of us to work together to keep our neighborhoods clean and most importantly, safe.

For me, a key to keeping neighborhoods safe is prioritizing pedestrians and cyclists. Just this week, we finalized a project on SE 8th street and Brickell called the Scramble. A Scramble is a pedestrian crosswalk that allows pedestrians to cross an intersection in every direction at one time, including diagonally, while all vehicles have a red light. The Scramble has actually been in Brickell for a few years, but residents didn't feel comfortable crossing the street diagonally since there was no painting on the ground. Happy to say the scramble is officially painted, keeping pedestrians safe and saving time! Watch this video to learn more.


This bi-weekly newsletter includes many neighborhood projects that we've implemented throughout the District. It's my hope they've made your lives better and safer.

Miami-Dade County is more committed than ever to make sure we have the tools to protect hard-to-reach neighborhoods against COVID-19.

PEDESTRIAN AND CYCLIST SAFETY

SW 22nd Avenue Project

Beautification, safety, and connectivity are the goals of the SW 22nd Avenue project. Commissioner Higgins provided additional funding to the project to add 12 beautifully landscaped medians between SW 8th Street and US 1. By converting the outside lane of traffic both northbound and southbound into protected bike lanes, the project increases safety and connectivity. Cars are driving more slowly and residents feel safer walking and biking in their neighborhood.

Venetian Causeway Bike Lanes

Commissioner Higgins believes in the safety of all bicyclists, which is why she supported the enhancement of security armadillos on the Venetian Causeway Bike Lanes. These "armadillo" bumpers allow bikes to go in and out of the lane while still being protected from traffic. Commissioner Higgins is happy to see the bumpers are installed along the causeway, improving the safety and mobility of all road users. Learn more in this video by Transit Alliance Miami.

Downtown Micromobility Network

In May 2021, the County broke ground on the Downtown Micromobility Bike Network -- a project that's bringing bike lanes to Downtown Miami's busiest streets. Commissioner Higgins secured an additional $500,000 in County funds to ensure the bike lanes are protected. The final system will include a variety of protection elements including concrete curbs, planters, and other unique barriers to keep residents safe. The project's final stage is underway and includes painting the bike network green. We look forward to the project's completion by mid-2022.

Crosswalk Improvements (8th Street & Brickell Bay Drive)

The District 5 office received calls and complaints about the intersection on 8th Street and Brickell Bay Drive from so many neighbors and residents. Commissioner Higgins and the D5 teams' advocacy led to a traffic analysis and a proposal to improve this highly-trafficked and dangerous intersection and make it safe for pedestrians and cyclists, and cars.

BEAUTIFICATION

Shenandoah Neighborhood Signs

One of Miami's best-kept secrets, our beautiful Shenandoah neighborhood, is charming, historic, and architecturally distinct. But the reason it’s so special for me is because of the people who live there. In May 2021, Commissioner Higgins, City Commissioner Manolo Reyes, and residents unveiled the new beautiful monuments that have been installed in ten roundabouts to welcome people as they enter the neighborhood. Commissioner Higgins is happy that the District 5 office was able to support this project and make Shenandoah stand out even more in our community.

Coral Way K-8 Mural

Commissioner Higgins was happy to support a very special project with the Coloring the World Foundation! The students in the ISP program at Coral Way K-8 participated with renowned Spanish surrealist pop artist, Okuda San Miguel for a once-in-a-lifetime experience. Spray cans, masking tape, and a kaleidoscope of colors and imagination created an amazing large-scale mural at the school’s library. How do you bring color to the world?

Community Garden

It takes a village to start a garden! Debris was cleared, weeds were pulled, and friends came together to plant a seed and see what happens. Stay tuned for exciting updates on the Little Havana Community Garden at Riverside United Methodist Church -- A space that will reflect the personality of our neighborhood and strengthen community ties in District 5.

Decorated Crosswalks

Commissioner Higgins is working to create safer streets for pedestrians in a variety of ways, including bringing decorated crosswalks to our neighborhood. The pilot project, including a complex permitting process, has been progressing, and we hope to soon see the beautiful crosswalk co-designed by community members and amazing local artist Didi Contreras at the intersection of NW 2nd Street and NW 9th Avenue by Henderson Park in Little Havana. 

Garden giveaway

Find the Commissioner where all the trees are! Thanks to the partnership with Neat Streets Miami, Million trees Miami, and TD Bank, Commissioner Higgins hosted a Garden Giveaway at the Miami-Dade County Auditorium on November 15, 2021. Together, we gave away over 650 plants and trees to all our County's plant lovers. A special shout-out to the Community Resilience Pod for educating the public on extreme heat, rising seas, and resilience solutions for our community.

Million Orchids Miami

Commissioner Higgins kicked off the Million Orchid Project in the Historic Silver Bluff Neighborhood! Together with Fairchild Botanical Garden, D5 supported Silver Bluff neighbors in bringing hundreds of baby orchids to Silver Bluff Park and roadways. Volunteers had fun strapping the tiny plants to host trees and learning about these native plants, and Commissioner Higgins was honored to plant the first Botanic Orchid in Silver Bluff Park.

Seaweed

Commissioner Higgins secured 2.9 million dollars in the County budget for seaweed removal. From March through October, Sargassum is removed from the hot-spot areas daily during the mornings (high season), and from November through February, Sargassum is removed from the hot-spots areas four times a week (slower season). The remaining three days of the week the Sargassum is cut and turned (bladed), along the high tide line, also how the remainder of the beach area is maintained. The Hot spots in Miami Beach within District 5 are 26-32 Streets in Miami Beach and North of Government Cut jetty.

RECREATION

Sabrina Cohen Adaptive Park

With nearly $600,000 from District 5 funds, Commissioner Higgins is working with the Sabrina Cohen Foundation to build the Adaptive Oceanside Park on Miami Beach which will include a permanent wheelchair access bridge and viewing platform. This will be the first-ever permanent ADA accessibility to the beach in South Florida. Learn more here.

Micro Playground

Get excited neighbors! Changes are coming to the space next to the 5th street Metromover station. Together with Miami-Dade Parks, Recreation and Open Spaces (PROS), and the Department of Transportation and Public Works (DTPW), Commissioner Higgins and the District 5 team have started the preparations to create a children’s playground.


The area from the Fifth Street Metromover station to the Miami Riverwalk is already a beautiful natural space but with some good planning and design, we will be able to convert it into a natural playspace for Brickell residents and their children to safely enjoy. Stay tuned for updates on the Brickell Micro Playground, the nature-based playground is set to break ground next year.

Downtown Dog Spot

With the support of Miami-Dade Parks, Recreation and Open Spaces (PROS), the Department of Transportation and Public Works (DTPW), and the Miami Downtown Development Authority (DDA), Commissioner Eileen Higgins obtained the funding to design and create the long-envisioned Downtown Dog Spot. The goal of the project is to activate the space under the First Street Metromover to help enhance the quality of life of Downtown residents and create a much-needed pet-friendly space in the neighborhood.

Gold Star Mini Park

In June 2021, Commissioner Higgins celebrated the groundbreaking for a new mini-park – the Gold Star Family Memorial Mini Park! Commissioner Higgins is happy to bring a beautiful green space to our Silver Bluff Neighborhood where people can gather, children can play, and more importantly which serves a deep and meaningful purpose. The name of this park is a reminder of all the families who have sacrificed to keep us safe and our country free. Thank you to City of Miami Commissioner District 4, Manolo Reyes, and the City of Miami for making this park a reality, and letting Commissioner Higgins be a part of it.

The Underline

After years in the making - the first phase of The Underline - Brickell Backyard located in District 5, opened in 2021. Now, the second phase is underway! We’re transforming the land under Miami’s Metrorail into a 10-mile linear park, urban trail, and public art destination. Thanks to Founder Meg Daly, The Underline team, and the Miami-Dade County Department of Transportation and Public Works for bringing this vision to life.

Desde vecindarios históricos hasta vistas panorámicas de la bahía, el río y el océano, tengo la suerte de representar lo mejor que Miami-Dade tiene para ofrecer como su Comisionada del Distrito 5. Mi equipo y yo trabajamos muy duro para servir a todos los residentes y visitantes del Distrito, y nos enfocamos en mejorar nuestros vecindarios y crear una comunidad más fuerte, segura y resiliente para todos.

Es por eso que en el 2021, el equipo del Distrito 5 y yo lanzamos la iniciativa Safer, Cleaner Streets (SCS), una campaña que involucra a los miembros de la comunidad y al gobierno local para abordar de manera proactiva la limpieza y la seguridad de los vecindarios del Distrito 5, abordando problemas como el reciclaje, la basura, vertidos ilegales, desagües pluviales, baches, cruces peatonales y señalización.

La iniciativa multifacética incluye evaluaciones mensuales del vecindario por parte del equipo del Distrito 5, conectando a los residentes con el 311, participación comunitaria a través de reuniones, reuniones individuales con las partes interesadas, limpiezas y proyectos de embellecimiento en curso. Depende de todos nosotros trabajar juntos para mantener nuestros vecindarios limpios y, lo que es más importante, seguros.

Para mí, una clave para mantener los vecindarios seguros es priorizar a los peatones y ciclistas. Esta misma semana, finalizamos un proyecto en SE 8 calle y Brickell llamado Scramble. Un Scramble es un paso de peatones que permite a los peatones cruzar una intersección en todas las direcciones al mismo tiempo, incluso en diagonal, mientras todos los vehículos tienen una luz roja. El Scramble ha estado en Brickell durante algunos años, pero los residentes no se sentían cómodos cruzando la calle en diagonal ya que no había pintura en el pavimento. ¡Feliz de decir que el scramble está oficialmente pintado, manteniendo a los peatones seguros y ahorrando tiempo! SEGURIDAD DE PEATONES Y CICLISTAS

Proyecto de la SW 22 Avenida

El embellecimiento, la seguridad y la conectividad son los objetivos del proyecto de la SW 22 avenida. La Comisionada Higgins brindó fondos adicionales al proyecto para agregar 12 medianas bellamente diseñadas entre la calle 8 y la US 1. Al convertir el carril exterior de tráfico, tanto hacia el norte como hacia el sur, en carriles para bicicletas protegidos, el proyecto aumenta la seguridad y la conectividad. Los automóviles circulan más despacio y los residentes se sienten más seguros al caminar y andar en bicicleta en su vecindario.

Carriles para Bicicletas en Venetian Causeway

Downtown Micromobility Network

Mural en Coral Way K-8

¡La Comisionada Higgins estaba feliz de apoyar un proyecto muy especial con la Fundación Coloring the World! Los estudiantes del programa ISP en Coral Way K-8 participaron con el renombrado artista pop surrealista español, Okuda San Miguel, en una experiencia única. Cruces Peatonales Decorados

La Comisionada Higgins está trabajando para crear calles más seguras para los peatones en una variedad de formas, incluso trayendo cruces peatonales decorados a nuestro vecindario. El proyecto piloto, incluyendo un complejo proceso de obtención de permisos, ha ido progresando y esperamos ver pronto el hermoso cruce peatonal codiseñado por miembros de la comunidad y la increíble artista local Didi Contreras en la intersección de NW 2 calle y NW 9 Avenida por Henderson Park en la Pequeña Habana.

Sorteo de Jardín

Millón de Orquídeas Miami

¡La Comisionada Higgins inició el Proyecto Millón de Orquídeas en el vecindario histórico de Silver Bluff! Junto con el Jardín Botánico Fairchild, D5 apoyó a los vecinos de Silver Bluff para traer cientos de orquídeas bebés al Parque Silver Bluff y las calles. Algas Marinas

La Comisionada Higgins aseguró $2.9 millones en el presupuesto del Condado para la eliminación de algas marinas. De marzo a octubre, el sargazo se extrae de las áreas de puntos críticos diariamente durante las mañanas (temporada alta) y de noviembre a febrero, el sargazo se retira de las áreas de puntos críticos cuatro veces por semana (temporada más lenta). RECREACIÓN

Parque Adaptable Sabrina Cohen

Con casi $600,000 de los fondos del Distrito 5, la Comisionada Higgins está trabajando con la Fundación Sabrina Cohen para construir el Adaptive Oceanside Park en Miami Beach, que incluirá un puente de acceso permanente para sillas de ruedas y una plataforma de observación. La Comisionada Higgins se complace en traer un hermoso espacio verde a nuestro vecindario de Silver Bluff donde la gente puede reunirse, los niños pueden jugar y, lo que es más importante, tiene un propósito profundo y significativo. El nombre de este parque es un recordatorio de todas las familias que se han sacrificado para mantenernos seguro y nuestro país libre. Gracias al Comisionado del Distrito 4 de la Ciudad de Miami, Manolo Reyes, y a la Ciudad de Miami por hacer realidad este parque y permitir que la Comisionada Higgins sea parte de él.

The Underline

Después de años de preparación, la primera fase de The Underline, Brickell Backyard, ubicado en el Distrito 5, abrió en el 2021. Ahora, ¡la segunda fase está en marcha! Estamos transformando el terreno debajo del Metrorail de Miami en un parque lineal de 10 millas, un sendero urbano y un destino de arte público. Gracias a la fundadora Meg Daly, al equipo de The Underline y al Departamento de Transporte y Obras Públicas del Condado Miami-Dade por hacer realidad esta visión.
