The WTS Charlotte Metro Chapter is pleased to host Andrea Foard, Transit Division Manager at the Cobb County Department of Transportation (DOT), on Tuesday, March 22, 2022. In her current role, Andrea oversees the County's public transportation system, manages the contracted daily operations and maintenance of transit service, and plans for systemwide enhancements and expansion.

Grab your lunch with WTS Charlotte Metro to learn more about Andrea's career path to the executive level and the key transportation initiatives that she is leading at Cobb DOT. Andrea will also discuss Cobb County's plans to put forth a transportation sales tax referendum for voters on the November 2022 ballot.

A one hour Certification Maintenance (CM) credit from APA will be provided for this program.

Ms. Foard joined the Cobb County Department of Transportation as Transit Division Manager in May 2017.  In her role, she oversees the county’s public transportation system, CobbLinc, which includes local/fixed route, commuter express, and paratransit bus services.  She manages the contracted daily operations and maintenance of the system and plans for system-wide enhancements and expansion.

As an AICP-certified planner and civil engineer with nearly 15 years of experience in the transportation industry, Andrea has worked on delivering major projects related to transit operations, transit expansion, and transit-oriented development for public transit and transportation agencies in the Atlanta region, including MARTA, the State Road and Tollway Authority (SRTA), the Atlanta BeltLine, the Atlanta Regional Commission (ARC), and the Georgia Department of Transportation (GDOT).

Ms. Foard received her Bachelor of Science in Civil Engineering from the University of Alabama-Birmingham, Master’s in City and Regional Planning from Georgia Tech, and Master’s in Real Estate Development from Georgetown University.  Andrea is certified as a professional planner by the American Institute of Certified Planners (AICP) and credentialed by the USGBC as a LEED Accredited Professional with specialty in Building Design and Construction (LEED AP BD+C).  She is a Board member of the Georgia Chapter of the American Planning Association, Past President of the Atlanta Chapter of the Conference of Minority Transportation Officials (COMTO), Board Member for Rebuilding Together Atlanta, a member of Alpha Kappa Alpha Sorority, Inc., and is active in various other professional and community organizations.  She was featured in 2018, 2019, 2020, and 2021 as one of the “100 Influential Women to Know” in Engineering Georgia magazine, a member of the Leadership Cobb Class of 2019, a member of the Atlanta Regional Commission’s 2019 Regional Leadership Institute (RLI) Class, and a 2020 LiveSAFE Resources Tribute to Achievement Honoree.
