UC Davis Draft Environmental Impact Report Available for Review 
UC Davis prepared a Draft Environmental Impact Report for the UC Davis Folsom Center for Health project and is seeking public comment. The UC Regents is the land use authority for the proposed project and the lead agency for environmental review.

The proposed development includes about 400,000 square feet of building space for wellness and healthcare services. The proposed project site is approximately 34 acres at the southwest corner of Highway 50 and Bidwell Street. The proposed project includes:

  • 110,000 square foot medical office building.
  • 114,000 square foot ambulatory surgery center.
  • 80,000 square foot hotel with approximately 100 rooms.
  • 86,000 square foot micro-hospital, including an emergency department with up to 30 beds.

The public review period for the Draft EIR ends May 16. UC Davis will also conduct a virtual public hearing during the public comment period. The public hearing will be held from 4:30 to 5:30 p.m. April 14. Review the Draft EIR and learn more.
AB 481 Community Meeting March 31
AB 481 requires that local police departments share information regarding the funding, acquisition, and use of military equipment. The Folsom Police Department is hosting a community meeting from 4 to 6 p.m. Thursday, March 31, at the Folsom Police Department, 46 Natoma Street. Officers will be available to discuss the use of the equipment and answer any questions from community members. Feedback will be included in a staff report to the City Council regarding the Folsom Police Department’s Draft Military Equipment Policy. Spring Eggstravaganza
Mark your calendar for the 26th annual Spring Eggstravaganza from 8 to 11 a.m. Saturday, April 16. The event, for ages 10 and under, takes place at Lembi Park, 1302 Riley Street. The event features a new format: pick up an Egg Passport when you arrive and visit the onsite vendors to pick up some goodies and receive a passport stamp. Completed passports can then be exchanged for a handful of eggs filled with treats and prizes. Those with fully stamped passports will also receive a golden ticket that provides a chance to draw a special egg that might contain a special prize. There’s Still Time to Register for Spring Break Camps
Folsom Parks & Recreation offers spring break camps to keep kids busy and engaged in a fun learning environment. Camp selections include science camps, mixed sports, game design and coding, baseball, and basketball. Register online or call 916-461-6601 for more information.
Registration is Open for Love My Mom Family Fitness Event
The 8th annual Love My Mom 5K and Kids’ Dash takes place Sunday, May 1. This popular event that celebrates family and community is presented by Folsom Parks & Recreation in partnership with the Palladio and Kaiser. The 5K course is flat and closed to traffic, making it an ideal route for runners, walkers, and stroller striders – leashed dogs are welcome, too. The race starts and finishes at Whole Foods; the course includes the Palladio’s interior streets and surrounding roads. The fun Kids’ Dash for ages 10 and under returns this year, with medals awarded to all registered participants.
 
Participants in the 5K will be electronically timed and special awards will be presented to top finishers in a variety of categories including single and double strollers, top mom, top female, and top male. All registered 5K participants will receive a custom dry-fit shirt and special commemorative finisher’s medal. At the finish area, all participants can explore vendor booths, enjoy DJ music, and enjoy light refreshments. Registration is open—sign up today! Placerville Road Closure
Beginning Monday, April 4, northbound and southbound Placerville Road–between Alder Creek Parkway and White Rock Road–will be temporarily closed for work on Savannah Parkway and Mangini Parkway.

The new Savannah Parkway that parallels the existing Placerville Road between Alder Creek Road and White Rock Road will be constructed as an entirely new roadway that includes a new road surface, center median area, and Class II bike lanes. The eastern section of Mangini Parkway between the current end of the road and Placerville Road will also be constructed, creating a new connection to the East portion of the Folsom Plan Area at the intersection of Savannah Parkway and Mangini Parkway.

The sections of roadway will be closed until August 2022. The city has installed message signs to alert motorists about the closure, and flaggers will direct traffic as needed. The city does not anticipate significant traffic delays. Motorists will be detoured to East Bidwell and Alder Creek Parkway.

New Hours at 48 Natoma Senior and Art Center
Beginning Monday, April 4, the Folsom Senior Center will be open from 9 a.m. to 4:30 p.m. Monday through Friday. Seniors ages 55+ are invited to join numerous free activities in the Senior Lounge, or just stop by to enjoy conversation and camaraderie. The Folsom Parks & Recreation public counter at 48 Natoma will be open from 9 a.m. to 4:30 p.m. Monday through Friday to accommodate walk-in activity registration and assist with other needs.

The Gallery at 48 Natoma will expand its hours starting April 4. The gallery will be open from 9 a.m. to 4:30 p.m. Monday through Friday, with extended hours from 6 to 8 p.m. Tuesday and Thursday. The gallery is free and open to the public.
Public Comment Opportunity: Draft Active Transportation Plan
The Active Transportation Master Plan (ATP) will combine and update the master plans for both pedestrian and bicycle facilities in the City of Folsom. The ATP will guide the planning, development, and maintenance of existing and future bicycle and pedestrian facilities within the city, including recommended citywide active transportation network improvements and Safe Routes to School.

This planning effort is made possible by funding from the SACOG 2019 State of Good Repair Planning and Project Development Grant Funding Program.

Draft Active Transportation Plan Now Available for Public Comment

The Draft ATP is open for public comment through April 24. Draft ATP comments can be submitted through the interactive Draft ATP website.

The Draft ATP public comment period includes presentations at the following public hearings:
  • Parks & Recreation Commission: 6:30 p.m. April 5, City Council Chambers
  • Planning Commission: 6:30 p.m. April 6, City Council Chambers
  • City Council: 6:30 p.m. April 12, City Council Chambers

Final adoption of the ATP will take place in June following public comment and review of the Draft version. Contact Brett Bollinger, City of Folsom Senior Trails Planner, to receive notifications for upcoming events and plan updates, and to submit questions or comments about the ATP.
Save Water Outdoors this Spring
Landscape watering is the single most significant use of water and can account for up to 60% of citywide water use. The following landscape watering restrictions for city water customers will help you save water outdoors:
  • Avoid excessive watering that runs off onto sidewalks, streets, and gutters.
  • Limit landscape watering to a maximum of two days per week. Drip irrigation may be conducted on any day.
  • Follow the city’s odd-even schedule: Customers with street addresses that end with an odd number may irrigate only on Tuesdays and Saturdays. Customers with street addresses that end with an even number may irrigate only on Wednesdays and Sundays.
  • No irrigation is permitted on Mondays, Thursdays, and Fridays. 
Fast Facts: New Organics Program
The City of Folsom is committed to providing safe, reliable, and high-quality waste and recycling services that comply with state mandates and preserve our city’s distinctive natural environment and excellent quality of life.
 
As part of this effort, the city’s new business and apartment community organics program rolled out earlier this month. The city’s residential organics recycling program starts July 1 for single-family homes.
 
The city’s rollout of this state-mandated program, known as SB 1383, was thoughtfully developed over several years and addresses the state’s broader effort to reduce greenhouse gas emissions.

Here are the answers to some frequently asked questions to help you put your waste in the proper place when the organics program starts at your home. Common questions include:
