Black History Month Forum
FHTA (National Fair Housing Training Academy) Forum | Housing Segregation Is Not an Accident: A Black History Month Event

Wednesday, February 16 11am-1pm PST

Black History Month is an opportunity to remind ourselves of the importance of fair housing work and for fair housing professionals to commit to leadership roles in establishing and implementing an equity agenda for all people.

During Black History Month, this forum panel reviews the historical actions that created segregated neighborhoods, current manifestations of housing-related discrimination, the costs of segregation for families and communities, and some of the solutions that can be achieved through effective enforcement of fair housing laws and affirmatively furthering fair housing. There will be remarks by Demetria McCain, Principal Deputy Assistant Secretary of the Office of Fair Housing and Equal Opportunity, HUD. Panelists include Lisa Rice, President and CEO of the National Fair Housing Alliance (NFHA), Richard Rothstein, from the Economic Policy Institute, and many more.

Housing Element Implementation
Several jurisdictions in the Sacramento region are seeking HCD authorization of their adopted housing elements. SHA has been reviewing proposed amendments and providing comments to urge jurisdictions to take meaningful actions to ensure regional housing needs are met for households who are paid a low income.

SHA will continue to track implementation and progress on programs identified in local housing elements to ensure cities and counties are doing all they can to construct housing for all
SHRA is Pausing Receipt of Applications for Rental Assistance
SHRA is pausing the receipt of new applications for the Sacramento Emergency Rental Assistance (SERA) Program effective Friday, February 11, 2022 at 11:59 p.m. until further notice to focus on processing the 30,000 applications that are currently in process.

Priority is being given to applicants in the City and the County who have received an eviction notice that has been filed with the court.

SHA will be urging our local officials to take local action to protect vulnerable renters. SHRA has applied for additional emergency rental assistance from the U.S. Department of the Treasury; however, it is not known if additional funding will be awarded to Sacramento or how much.
2022 City of Sacramento Racial Equity Committee
On January 25th, Discuss the multi-year Sacramento Centered On Racial Equity (SCORE) initiative and workplan.
On January 11, 2021, Council approved the Racial Equity Committee as a
standing committee of the Council with the purpose to help the council align its advancement of racial equity in city decision making with the impacts resulting from city policy, budget, and service-delivery decisions.
SHA will be advocating for the City of Sacramento to take a comprehensive approach to furthering equity in housing, addressing ongoing obligations to affirmatively further fair housing through the City Budget, Housing Element, and other policies.
Governor's Budget
The Governor's proposed budget was released on January 10, and includes important investments (listed below) but lacks the ongoing commitments need to affordable housing and homelessness needed throughout our state.

Affordable Housing Resources include: 

$500 million to the Infill Infrastructure Grant Program (IIG), to build affordable housing and infrastructure for infill development.  
$500 million to the state Low Income Housing Tax Credit (LIHTC).  
$300 million in the Affordable Housing and Sustainable Communities Program (AHSC), which funds land-use, housing, transportation, and land preservation projects to support infill and compact development that reduce greenhouse gas (GHG) emissions.  
 
$200 million to the California Housing Finance Agency’s (CalHFA) Mixed-Income Program, which provides loans to develop mixed income rental housing, for households with incomes between 30% and 120% of the Area Median Income (AMI).  
$200 million to the Portfolio Reinvestment Program, for preservation in downtown-oriented areas. 
$100 million for the Development of Excess State Land.  
$100 million for Adaptive Reuse of unused commercial properties.  
$100 million to the Mobile Home Park Rehabilitation and Resident Ownership Program.  
Homelessness Resources: 
$1.5 billion to create “Behavioral Health Bridge Housing,” interim housing for people experiencing homelessness with serious behavioral health conditions  
$500 million to expand the Encampment Resolution Grant Program. 
The Sacramento Housing Alliance is a member-based organization that works to increase the supply of affordable housing and support the efforts of affordable housing developers.
