SOMB Adult and Juvenile Standards Update
September 2021
This is an update regarding the Colorado Sex Offender Management Board’s work on the Standards and Guidelines for the Assessment, Evaluation, Treatment, and Behavioral Monitoring of Adult Sex Offenders and the Assessment, Treatment, and Supervision of Juveniles Who Have Committed Sexual Offenses.

REVIEWS, RATIFICATIONS, OR APPROVALS:
On September 17, 2021, the following items were ratified by the board:
  •  Approval for the Use of Tele-Mental Health as a modality for Offense Specific Treatment.
  • Specific criteria will be created, and the Executive Committee will determine which Committee will be tasked with its creation.
  • Treatment providers will be required to meet with clients face to face at a minimum to be determined. It was determined the CST can waive this requirement when extenuating circumstancing exists.
  • Treatment providers will be required to notify the Application Review Committee when the face-to-face requirement is waived with a justification for the purpose of collecting data. This data will be presented back to the Board after a period of time.
 
  •  The Sex Offender Surcharge Spending Allocation was reviewed approved for 2023.
 
  • The Juvenile Revisions Committee Charter was reviewed and approved.

AUGUST BOARD MEETING AGENDA ITEMS:
 
  • Presentation by DCJ Staff Linda Harrison and SOMB Statistical Analyst, Yuanting Zhang on Community Corrections Data regarding Individuals Sentenced for a Sex Crime, including Lifetime Supervision.    
  • Presentation by Dr. Colton McNutt regarding the SONICS Workgroup and its work on the Integrated Risk Categorization Classification System. The Workgroup has completed the majority of the work and the next steps are to work on the creation of the training curriculum.
  • SOMB Staff and Board members provided updates and information regarding the Application Review Committee and Best Practices Committee. Roberta Ponis, Co-Chair of the Family Engagement Work Group, provided an overview and update regarding their work on a guide for family members. 
 
ANNOUNCEMENTS, CHANGES, OR IMPORTANT UPDATES:
  • APPLICATIONS FOR APPROVED PROVIDERS:
  • Applications were due AUGUST 31, 2021 if you are due for renewal this year! Please use the most updated applications online and ensure they are complete! Incomplete or old applications will not be processed.
 
  • STANDARDS IMPLEMENTATION ASSISTANCE:
  • The Adult Standards Coordinator, Erin Austin is holding technical assistance hours the second and fourth FRIDAY of every month from 12 pm-1 pm. The second Friday is ONLY for approved providers. The fourth Friday, all other stakeholders are welcome to attend who are needing assistance with implementation of the Adult Standards and Guidelines. Meetings will be held virtually via Webex.   • There is a current opening for an Adult Provider on the SOMB Best Practices Committee. If interested, please apply by clicking here. If you have questions, please contact Raechel Alderete.

  • SOMB Provider Data Management Systems Changes and Updates. Providers can now update their own demographic information, which includes:
  • Indicate that you provide direct client services for data entry button
  • Address
  • Counties you provide services
  • Language spoken
  • Ethnicity: there is a tip on how to do it ( Select one or more ethnicity choices. If you select 'Not listed' you will be prompted to enter in a value for your ethnicity)
  • Supervisor: A link to remind the providers to update the Supervision Agreements for Associate level Provider/Polygraph Examiner; the provider can update your supervisor info. or add info. on a supervisor 
  • Licenses: You can update your  License/Credential, Credential Number, Expiration Date; You can add a new credential if needed.
