Fiscal year 2023-2024 Mayor’s March Budget Message

This week, the City Council unanimously approved the Mayor’s Budget Message.


In addition, the council asked for city staff to evaluate the costs of a number of additional proposals suggested by other members of the Council. The Mayor’s Budget Message represents the beginning of the budget process. The Budget Message itself, along with all memos submitted by council, will direct the City Manager’s office as she crafts the actual budget for the city. The City Manager will work with her staff to balance the budget while also estimating the costs for all requests made through May. The final City budget will be adopted in June by the City Council. Between now and June, we will hold public budget hearings to get additions input on your priorities. 


During the meeting, we listened to robust public comment and read letters of advocacy from residents. We heard numerous residents speak up about childcare, libraries, climate change, public safety, wage theft, Measure E funds, homelessness, and housing. Our office also read the letters that came to our office for this item and took note that many support the rezoning of mobile homes, increasing arts funding, and building affordable housing.


In the Budget Message, the Mayor focused on public safety, homelessness, and attracting investments in jobs and housing. I was happy to work with him as he crafted the message and made sure that many of my priorities were included. He highlighted filling city staff, increasing police staffing to decrease emergency response times, providing garbage services to our unhoused neighbors, and making it easier to build affordable housing. I wrote a memo calling for the city to continue expanding library hours and focusing on climate resiliency. 


Our office also has the ability to make specific budget requests to the Mayor’s office. These budget requests are for one-time funds on items such as road safety improvements, park activations, and other local priorities. My goal is to continue serving you, the residents of District 4, by addressing our community’s basic needs. Please email our office with your suggestions for the city budget. Planning Commission Seeking Applicants

Flea Market Vendor Update 


Your voice is important! The City is still accepting applications for Flea Market Advisory Group members. Apply for one of the initial four (4) general vendor seats on the Advisory Group by Monday, March 27, 2023 5:00 pm. The selection process includes the following steps:


·     Fill out the application form:

·     English: Online version / Print version

·     Spanish: Online version / Print version

·     Vietnamese: Online version / Print version


·     Return the application form to the City via the online form, email or paper form in person. 

·     In-person applications can be submitted at Work2Future's office at 1608 Las Plumas Avenue in San José during business hours, Monday - Friday, 8 a.m. - 5 p.m. 

·     Email completed forms to fleamarketsj@sanjoseca.gov.


·     Contact staff at (408) 535-8181 or by email at fleamarketsj@sanjoseca.gov if you need application assistance.


After the application deadline, a City panel will evaluate the applications against the eligibility and membership criteria and recommend a slate of 11 individuals (including nominations from the Berryessa Flea Market Vendor Association and the property owner) and one (1) property owner alternate. Then the City Manager will appoint the Advisory Group members, who will be listed in a memo posted to the website and sent to the people who signed up for email updates from the City.

Paint the CitySJ is a series of free events in our parks that feature a live painting instructor who teaches up to 50 guests how to paint a particular design. The event is free for those who RSVP ahead of time via our Eventbrite page Participants will receive a complimentary canvas and necessary painting supplies to complete the painting. Beverages will be available for purchase (e.g. wine for those 21+ and non-alcoholic beverages as well).

The City of San José Department of Parks, Recreation and Neighborhood Services is now accepting applications for the 2023-2026 Bringing Everyone’s Strengths Together (BEST) Grant Program. The mission of this program is to provide funding for San José youth to build on their strengths and reduce their risk of gang involvement and youth violence.


Qualified non-profit organizations serving San José youth may apply through Thursday, March 23,2023 by 4 p.m. Applicants are required to attend one of the two identical pre-proposal workshops. More information on workshop dates and the virtual links can be found here

The name “URJGENT” is an acronym connected to our District 3 policy priorities [link] that are concerns for our community:

  ☆  Transparency

Applications for this grant will only be considered if they fall under one of these six categories. Additionally, proposals submitted for this grant must be project-based or supply a material need for technology or equipment. If project-based, the project must have already been in existence or on-going, or be initiated in calendar year 2023. This includes projects or programs that occur on an annual basis, such as annual creek clean-ups or summer youth programs. One-time projects should be completed before March 2024, but will not be disqualified from applying. If material or technology based, the request must be for one-time purchases. Specific requests for salaries, rent, or other ongoing expenses may be included in the application so long as they are related to the provision of services or support that benefits our residents. One-time events will not be considered through this process and will be referred to our event sponsorship process for consideration.

Local businesses have a new opportunity to reinvigorate their business, save money, and support community-wide energy conservation efforts through a new program from San José Clean Energy, the local clean electricity provider operated by the City of San José.


The San José Energy Efficient Business Program has unlocked several rebates to San José business owners for qualifying HVAC, refrigeration, or water heating projects. These rebates, totaling up to 80–90% off the project cost, will make renovations to your small business more affordable and kickstarting these upgrades so much easier! All business customers with an active San José Clean Energy account are invited to participate.
