HISPANIC HERITAGE MONTH
My Hispanic Heritage Month Message: https://www.facebook.com/steve.s.rao/videos/1337241907163819
Hispanic Heritage Month, also known as Latino Heritage Month, is an annual observance in the United States that celebrates the culture, history, and contributions of Hispanic and Latino Americans. It typically takes place from September 15th to October 15th each year. This period was chosen because it encompasses the independence anniversaries of several Latin American countries, including Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua, which all gained independence on September 15th, as well as Mexico, which celebrates its independence on September 16th, and Chile on September 18th.
During Hispanic Heritage Month, various events, festivals, and activities are organized across the country to honor the rich heritage and diverse backgrounds of Hispanic and Latino Americans. These events often include music and dance performances, art exhibitions, lectures, and food festivals showcasing the cuisines of different Latin American countries.
The observance of Hispanic Heritage Month serves as an opportunity to recognize the significant impact that Hispanic and Latino Americans have had on the United States in various fields, including politics, education, science, business, and the arts. It also promotes cross-cultural understanding and appreciation.
It's important to note that the term "Hispanic" refers to individuals with a Spanish-speaking background or connection, while "Latino" or "Latina" refers to individuals with ties to Latin American countries. The Hispanic and Latino community in the United States is diverse, representing a wide range of countries, cultures, and traditions, making Hispanic Heritage Month a time to celebrate this rich tapestry of backgrounds and histories.

HISPANIC AMERICAN PIONEERS
Rita Moreno
Rita Moreno, 91, has been a household name for decades, ever since she captivated audiences with her fierce portrayal of Anita in 1961’s West Side Story. Moreno would go on to cement her name in history by winning the Best Supporting Actress Oscar for the role, becoming the first Hispanic American woman to win an Academy Award.

Cesar Chavez
Born in Arizona to a Mexican American family, Cesar Chavez grew up around the people he later helped through his activism. The defining moment in Chavez’s life came when his family moved to California during the Great Depression to become farm workers, inspiring his fight for farmers rights.

Alexandria Ocasio- Cortez
In just a few short years, Representative Alexandria Ocasio-Cortez of New York has become one of the major leading voices for Hispanic Americans in politics. Also known by her initials AOC, the 33-year-old was born in 1989 in the Bronx, one of New York City’s boroughs, to a Puerto Rican mother and a Bronx-born father of Puerto Rican descent. She excelled through high school after her family moved to the suburbs and was in her second year at Boston College when her dad tragically died of lung cancer in 2008.

Jennifer Lopez
The 54-year-old has remained one of the most notable Hispanic American figures in the movie and music industry, often proving her triple threat status. She also earned critical acclaim for her role in 2019’s Hustlers, which generated Oscar buzz that resulted in strong opposition to her being snubbed for the awards show. In 2020, Lopez received the career-defining opportunity to perform during the Super Bowl Halftime Show with Shakira.

Happy Ganesh Chaturthi
My Ganesh Message: https://www.facebook.com/steve.s.rao/videos/351594623961982
Ganesh Chaturthi, also known as Vinayaka Chaturthi, is a Hindu festival that celebrates the birth of Lord Ganesha, the elephant-headed god of wisdom and prosperity. This festival typically falls in the Hindu calendar month of Bhadrapada, which usually corresponds to August or September in the Gregorian calendar. The festival usually lasts for 10 days, although it can vary in duration.
During this festival which is celebrated with Festivals, Pujas and Processions, we also celebrate new beginnings and the God of Wisdom and Intelligence.

SCHOOL RE-ASSIGNMENT CONCERNS
Finally, I know there are a number of parents in Morrisville upset about the School Reassignment plan, particularly those families at Parkside Elementary. I am meeting with families across Morrisville on this issue, and will also work with the School Board to see if we can work together collaboratively through the challenges of the rapid pace of growth in Wake County.
I thank these families for being so engaged and expressing their frustrations to Council. Please email me at sr@steverao.com if you would like me to come to your community to discuss this issue.

RDU Airport announces Lufthansa as another connection to Europe.
Michael Landguth Remarks:
https://www.facebook.com/steve.s.rao/videos/828119945474977
A new airline is coming to Raleigh-Durham International Airport with a new international destination.
RDU announced that German airline Lufthansa will be the airport's newest carrier last week. I was honored to be at the announcement with many elected officials and community leaders.
The airline is offering non-stop flights to Frankfurt, which is a gateway airport.
It offers connections to destinations around the world including parts of Africa, the Middle East, and India making global travel much easier from RDU.
Last year, I was working to mobilize support for a Direct Flight to India, and this flight, is the first step in the right direction to provide quicker access to India. I am in the process of continuing to work with Michael Landguth, RDU Airport CEO, and other business leaders to make the case to other Indian and Asian Airlines for RDU to be considered for a direct flight to India and the Middle East.
Those flights are set to take off next summer, in June.

Cary Leader Anthony Blackmun passes away. He will be missed. May he Rest in Peace.
Remembering Anthony:
Today, is a very sad day for our community and entire State as we have lost our dear friend Anthony Blackmun, who owned Atlantic Tire and also spearheaded the 75K Mens Challenger event in Cary.
The finals is today and he would have been so proud that a college player from a North Carolina university, Rinky Hinjikata (UNC) played the finals. Anthony was so proud of these players, and was so welcoming to all who came and played from around the county and world. Of course, he would prefer an NC State player but he would have settled for Rinky. He was so happy our son, Rayan was going to NC State.
On a personal note, I have never met a kinder, sweeter person than Anthony, whose charm, grace, personality were infectious and he was a friend to everyone, no matter what. He was a mentor and friend, and we became very close over the years.
Governor Cooper presented him with the Order of the Long Leaf Pine, and was also a leader for the Cary Chamber and also worked with many of us in Morrisville.
I have often heard a quote that it is not the years in your life but the life in your years. Anthony certainly lived up to that and lived so much life in the 69 years he spent in this world.
I never had a chance to thank him for being such a great friend.
Thanks for everything Anthony. I love you and know you will be watching the match from Heaven.
We pray for Beth and all of the family.
Rest In Peace, and we will do our best to honor your legacy every day by being kind, and loving to every person we meet every day.

NC Budget allows lawmakers to deny Public Record Requests
Republican state lawmakers in North Carolina are attempting to exempt themselves from public records laws meant to safeguard transparency with a budget provision allowing them to keep any legislative document private — even after they leave office.
Tucked into the 625-page state budget that legislators have begun voting on fewer than 24 hours after its release is a section that First Amendment experts say would enable the General Assembly to conduct much of the public’s work in secret.
Current and former state legislators would no longer be required to reveal any document, drafting request or information request they make or receive while in office. They would also have broad discretion to determine whether a record should be made public, archived, destroyed or sold.
NC House Votes on Budget without Casinos
The North Carolina legislature has voted to pass a long-delayed $30 billion spending plan. The final vote was 70-40 in the House after midnight with about five Democrats joining Republicans in support of the bill, while the Senate voted along party lines Thursday in a 28-19 vote.
The budget includes raises of 4% this year for most state employees, with an additional 3% next year. Starting pay for teachers would increase by $2,000 to $39,000, and teacher pay overall would rise by an average of 7%. It would decrease the personal income tax rate to just under 4% by 2026, but only if revenue targets are met.
Republicans touted hundreds of millions allocated for mental healthcare, and grants of $2 billion for water and sewer infrastructure in rural communities.
Democrats also voiced objections to a major expansion of private school vouchers that would make them available to everyone regardless of income level. And they challenged provisions in the budget that would make the legislative branch more powerful: more legislative appointments to the Judicial Standards Commission, more legislative control over oversight of the community college system and a public records change that could allow lawmakers to decide which documents should be available to the public.
House Democratic Leader Robert Reives said the overall effect is to make North Carolina “the most powerful legislature in the entire country.”
A final vote on Friday morning in the Senate will send the bill to Gov. Roy Cooper, who’s said he might veto. The House opted to do its final Friday vote at 12:29 a.m. Republicans likely have enough votes to override any veto.
House Speaker Tim Moore says that would delay the bill and Medicaid expansion for several weeks because an override would likely take place in October. "I'm hopeful the governor will sign it," he said. I mean, this activates the expansion, the health care access. There's a lot more reasons for him to sign it than to veto it."
Moore said the House doesn't plan to hold further votes until the week of Oct. 9.
Other notable provisions in the budget include:
Millions of dollars for what are known as "crisis pregnancy centers," organizations that counsel women not to get an abortion
$700 million for highway maintenance projects
New “citizen review panels” to provide oversight to child protective services agencies, along with a new state office of child fatality prevention
Restrictions on COVID-19 vaccine mandates for state workers
Funding to plan a new business school at N.C. State University
$1.2 million for child care grants.
$20 million for research on PFAS contamination through the N.C. Policy Collaboratory
Free school lunches for children who qualify for reduced-price lunches
Wake County Schools Roll out Student Reassignment Plan for 2024-2025
The Wake County School District presented its first draft of the 2024-25 enrollment plan to the school board Tuesday.
The district is proposing reassignments at 21 schools – 13 elementary schools, six middle schools and two high schools.
Pleasant Grove Elementary in Morrisville would be the focal point of several changes. A portion of its attendance zone would be reassigned into Brier Creek, Leesville Road or York elementary schools in Raleigh. Then, parts of Alston Ridge and Parkside elementary schools, in Cary and Morrisville, would be reassigned to Pleasant Grove Elementary.
The changes would reduce some overcrowding at the schools, although they would require some calendar changes for families to or from multi-track or traditional calendars.
Families of children who will be in fourth or fifth grade next year could apply to stay at their school instead of moving to Pleasant Grove, and they could apply for any younger siblings who will be in kindergarten or older to stay, as well. They would not have busing.

Durham Sanitation Workers Return to Work without Pay Raises
Sanitation workers, returned to work Tuesday after a four-day work stoppage to protest for higher wages.
Union worker reps said that despite their return their demands for higher pay still have not been met, but the Durham city manager has released a new bonus proposal for full-time city workers.
Anyone earning less than $57,000 would get a $3,000 bonus.
Workers who make from $57,000 to $90,000 would receive a $2,500 bonus.
Those with salaries above $90,000 would get a $2,000 bonus.
Part-time employees would receive a $1,000 bonus.
The City of Durham said it is planning to do the bonuses as long as the council approves; It got a windfall of sales tax money and $6.5 million is going toward these bonuses for all city employees
Sanitation workers said they still want $5,000 and potentially will walk off the job if demands aren't met.

NYC Migrant Crisis Looms over Biden at UN
The migrant crisis that has vexed New York officials has been particularly problematic for Biden. More than 110,000 migrants have poured into the city over the past year, at times sleeping on cardboard boxes in the street when shelters have run out of room to accommodate them.
Biden did not mention this problem in his adress and Mayor Eric Adams is blaming the Administration in failing to address the issue.
Volodymyr Zelensky, Ukraine’s president, emphasised the need for ongoing Western support in his country’s fight against Russia while visiting the Canadian Parliament. Justin Trudeau, Canada’s prime minister, announced a new military-aid package worth around $500m over three years. He said his country had provided some $6.7bn in aid to Ukraine since Russia’s invasion began. Meanwhile, Ukrainian military intelligence claimed that two Russian generals were injured in Ukraine’s missile strikes on the headquarters of Russia’s Black Sea fleet in Crimea on Friday.
Justin Trudeau, Canada’s prime minister, said there were “credible allegations” that Indian government agents were involved in the fatal shooting of Hardeep Singh Nijjar, a Sikh leader and Canadian citizen, in British Columbia in June. Mr Trudeau reportedly raised the issue with Narendra Modi, India’s prime minister, at the recent G20 summit . India called the accusations “absurd”. Both countries retaliated by expelling diplomats. Mr Nijjar had supported the establishment of a Sikh separatist state in northern India, and was labelled a “terrorist” by India.
Russian drones attacked Lviv, setting an industrial warehouse in the western Ukrainian city on fire. Saying more attacks were expected, officials urged residents to stay at home. On Monday Rustem Umerov, Ukraine’s new defence minister, sacked six deputy ministers as part of an anti-corruption campaign. Ukraine hopes to show America that the billions of dollars it has sent in aid will not be squandered.
Wang Yi, China’s foreign minister, began four days of security talks in Moscow with Sergei Lavrov, his Russian counterpart, by hailing the countries’ commitment to a “more just world order”. Officials said that they shared similar positions on America’s “anti-Russian and anti-Chinese” stance. They agreed that any attempt to resolve the war in Ukraine must reflect Russia’s interests.
Instacart, a grocery-delivery firm, priced its shares at $30 ahead of an IPO on Tuesday, valuing the startup at around $10bn. The listing, on the Nasdaq exchange, will be another boost to America’s IPO market, which has been moribund for much of the year. Last week Arm, a British chip designer, enjoyed a blockbuster debut on Nasdaq.
Iran released five Americans in a prisoner swap mediated by Qatar. In exchange for the hostages, all of whom are American-Iranian dual nationals, the Biden administration unblocked $6bn of Iran’s oil revenue, which had been held in South Korea since sanctions were tightened in 2018. America will also free five imprisoned Iranians. A senior American official said the deal “has not changed” the Biden administration’s stance on Iran.
Hunter Biden, President Joe Biden’s son, sued the Internal Revenue Service, alleging that the tax agency had violated his privacy. The suit claims that IRS agents leaked his tax returns to the media. Last week federal prosecutors charged Hunter with lying about his drug use when buying a gun. He is also expected to be charged with not paying taxes.
America’s army found the debris of an F-35 fighter jet that went missing on Sunday. Officials had appealed to the public for help after they lost track of the plane when a “mishap” caused its pilot to eject above South Carolina. The debris was discovered north-east of the city of North Charleston, the jet’s last known location. F-35s are known for their stealth capabilities.
