June Board Meeting Cancelled

The ASBCS June Board Meeting scheduled for Monday, June 10, 2024 has been cancelled.

1st Opportunity for Public Comment - Revisions to “Special Education” Section of Compliance Questionnaires

Arizona Administrative Code R7-5-504(A) requires that the Board make available on its website written requirements regarding the audit each charter school is required to submit annually under A.R.S. §§ 15-183(E)(6) and 15-914. The written requirements, which are also referred to as the audit documents, include the Board’s Legal Compliance Questionnaire (LCQ) and Uniform System of Financial Records for Charter Schools Compliance Questionnaire (USFRCSCQ).


To ensure consistency among audit firms and to improve transparency, Board staff is proposing revisions to the “Special Education” section of the LCQ and USFRCSCQ. Board staff anticipates the Board will implement these changes beginning with the fiscal year 2025 audits.

The window for the first opportunity for public comment will be open June 7, 2024 – June 27, 2024.


All public comment received by June 27, 2024 using this Google form will be presented to the Board and members of the public will have an additional opportunity to provide comment to the Board at the meeting during which the Board considers the proposed revisions.

News from the Arizona State Board for Education

May 22, 2024

 

Below are highlights from the State Board of Education’s May 20th meeting. A recording of this meeting is available on YouTube.

 

The Board recognized Owen Towle from Paseo Pointe Dual Language Academy and Billal Abulfotuh from Paragon Science Academy as the Arizona State Board of Education’s Students of the Month for May 2024.

 

The Board is currently accepting nominations for the Arizona State Board of Education Student of the Month. Nominations may be submitted by an adult involved in the student’s education using the form here: https://forms.gle/hXFy6gkARc6CUVXk7. The nomination window will close on June 28th.

 

The Board is also currently accepting applications for students interested in serving on the Board’s Student Advisory Panel. Students who will be in 11th or 12th grade in the 2024-2025 school year are invited to apply using the form here: https://forms.gle/ybPV7U6DdvV8445aA. The application will close on June 28th.

 

 

Consent Agenda Items

The Board discussed and voted to approve items on the consent agenda.

 

 

State Board Student Advisory Panel

The Board received a presentation from members of the Student Advisory Panel on the completion of its first year and the group’s work to create civics literacy and personal finance resources for teachers and students.

 

 

Social Studies Standards

The Board received information about potential options to open the process to make changes to the Social Studies Standards. The Board did not open the Social Studies Standards.

 

 

State and Federal Guidance for Graduation for Students with Disabilities

The Board received a presentation from Arizona Department of Education staff on federal regulations (IDEA), state law, and guidance related to high school graduation for students with disabilities.

 

 

Free and Reduced-Price Lunch

The Board received a presentation from Arizona Department of Education staff on how Free and Reduced-Price Lunch is calculated and applied by the Arizona Department of Education.

 

 

Elementary and Early Childhood Certificates

The Board received an update on rulemaking procedures for A.A.C. R7-2-608 and A.A.C. R7-2-609, Elementary and Early Childhood Certificates.

 

 

Seizure Management Training

The Board received an update on rulemaking procedures for A.A.C. R7-2-811, Seizure Management Training.

 

 

Legislative Affairs

The Board received a presentation on Legislative Affairs Updates from Board Staff.

 

 

Empowerment Scholarship Account Appeals

The Board took action to deny the Parent/Guardian’s, J.T.’s appeal and approve the Arizona Department of Education’s denial of eligibility for Empowerment Scholarship Account (ESA) for Appeal Case No. 00060.

 

The Board took action to table the decision for the Parent/Guardian’s L.V.A.’s Empowerment Scholarship Account appeal until the June Board meeting to give the Parent/Guardian and the Arizona Department of Education additional time to arrive at an agreed-upon reimbursement amount.

 

 

Certification Actions

The Board voted to take all of the following disciplinary actions on relevant educators.

  • Approve the voluntary surrender of certificates
  • Approve the permanent revocation of certificates pursuant to A.R.S. § 15-550(A)
  • Approve the permanent revocation of the right to work in an Arizona district or charter school pursuant to A.R.S. §15-550(C).
  • Approve the non-issuance and/or revocation of certificates pursuant to A.A.C. R7-2-1307
  • Approve Negotiated Settlement Agreements
  • Remand the case back to the Professional Practices Advisory Committee (PPAC)
  • Approve the revocation of certificates pursuant to A.R.S. § 15-203(A)(20)

 

 

Educator Discipline Lookup

Prior to hiring both certified and non-certified educators, schools are required to check the Arizona Department of Education’s (ADE) public-facing and internal systems for possible discipline or open investigations for immoral or unprofessional conduct.


To assist schools, the Board is providing a list of many of the educators who were disciplined at the most recent meeting. Please note that this information is only a snapshot of most educators who were disciplined at the most recent Board meeting and does not, in and of itself, satisfy the requirement for schools to check ADE’s systems described above prior to hiring. Because educators have the right to appeal their disciplinary action, there may be an approximately 30-day lag in reporting some disciplinary action. FY 2025 Preliminary Charter School Budget Forms

A message from the Arizona Auditor General:


We have issued the fiscal year (FY) 2025 preliminary charter school budget forms in conjunction with the Arizona Department of Education (ADE). We have incorporated legislation enacted to date in the preliminary forms. The Fifty-sixth Legislature, Second Regular Session, has not yet concluded. We will include any additional enacted legislation impacting FY 2025 school funding calculations, such as the base support level and charter additional assistance, in the final budget forms. In accordance with Arizona Revised Statutes (A.R.S.) §15-901.05, any changes to State law that modifies or impacts school funding calculations apply to the entire fiscal year in which the change becomes effective.


We will notify schools by email when we issue final budget forms. A.R.S. §15-905(Q) allows schools to revise their budgets by September 15 for changes in law that impact budget calculations in their adopted budget.


The preliminary budget forms include the instructions for completing the FY 2025 Charter School Annual Budget forms and Budget Summary. We have also posted the Submission and Publication instructions and Budget Adoption and Hearing Notification form.



Changes from the previous year’s budget forms have been highlighted light yellow. In addition, the instructions page includes a column “Summary of significant changes” to explain changes from the previous year’s budget forms.

Significant changes incorporated into the preliminary budget forms include:

  • Added a Project balances tab to increase transparency and provide decision-makers, other stakeholders, and the public more complete financial information regarding schools’ estimated FY 2024 ending project balances and planned uses in FY 2025.
  • Added a table on the charter contacts tab to report charter management information that was previously reported in the AFR.
  • On Page 2, removed the table for reporting estimated FTE for teachers. Laws 2023, Ch. 170.
  • On the Data Entry and Calculations tabs, removed calculations for onetime state aid supplement monies.
  • Updated the Classroom Site Project allocation amount.
