Days to Sine Die - 48


Hello All,


We are getting close to the days of session where if a bill has not received a hearing it is more likely than not dead (zombie bills are rare but possible).


Here is this week's run down :


  • Select Committee on Youth Health & Safety is meeting now on 15 bills, 10 bills of which are related to education. BCEC registered in support of three of them - HB 3800 by Representative King, HB 3833 by Representative Lopez and HB 4777 by Representative Plesa.


  • The House Committee of Public Education will meet on Tuesday to hear six bills related to vouchers/education savings accounts. BCEC will be testifying against HB 4340 by Representative Frank and registering against HB 619 by Representative Shaheen, HB 3781 by Representative Jetton, HB 4807 by Representative Harrison, and Representative HJR 182 by Representative Harris. We will also be submitting written testimony, similar to the letter we submitted on the Senate side. I will send that letter out via email later today for your review.


  • As of 4:49pm on April 10th, The Senate Education Hearing has not posted the bills they are hearing this week, I will send out summaries as soon as possible.

A couple of quick updates:


  • The Senate passed Senate Bill 8 - the "parent rights" bill last Thursday after accepting 21 total amendments. You can review that full list of amendments here. A brief summary of two captured below as well.


  • The House passed the budget last Thursday, during which a fairly tense exchange about the amendment that would prohibit the use of public funds on vouchers/ESAs occurred. Chairman Buckley made a motion to table the amendment (thereby taking it out of consideration by the members), that motion failed, and then spoke in opposition of the amendment. More on this here.


  • The House may pass out a committee substitute for House Bill 100 this week. I will send out a copy of the committee substitute via email.

Senate Bill 8 Amendments


A total of 21 amendments were accepted to Senate Bill 8 out of 32 offered. While many of them were correcting amendments (clarification of language), several amendments changed the bill fairly significantly:


  • Amendment by Senator Creighton allows for 10% of the children receiving the ESA to be from a private school so long as their family lives at or 200% above the poverty line. According to Senator Creighton that would be around 62,000 students.


  • Amendment by Senator Perry with an amendment to the amendment by Senator Huffman extended the amount of years a district with enrollment under 20,000 students would receive $10,000 for losing a student to a private school from 2 years to 5 year.

  • Saturday, April 15, 2023 - First day that a senator may place up to five bills or resolutions on the Senate Notice of Intent Calendar, also Julia's Birthday :)
  • Monday, May 8, 2023 - Last day for House committees to report House bills and House joint resolutions 
  • Tuesday, May 9, 2023 - Deadline for the House to distribute its last House daily calendar with House bills and House joint resolutions
  • Thursday, May 25, 2023, before midnight - Deadline for the House to distribute Senate amendments
  • Friday, May 26, 2023 - Last day for the House to act on Senate amendments (concur or request a conference committee), Before midnight: deadline for the House to print and distribute House copies of a conference committee report on the general appropriations bill, Before midnight: deadline for the Senate to print and distribute Senate copies of conference committee reports on tax, general appropriations, and reapportionment bills
  • Saturday, May 27, 2023, before midnight - Deadline for the House to print and distribute House copies of all conference committee reports on joint resolutions and on bills other than the general appropriations bill, Deadline for the Senate to print and distribute Senate copies of all conference committee reports on joint resolutions and on bills other than tax, general appropriations, and reapportionment bills
  • Sunday, May 28, 2023 - Last day for the House to adopt conference committee reports or discharge House conferees and concur in Senate amendments
  • Monday, May 29, 2023 - Last day of 88th Regular Session (sine die).
