I wish I could say the legislature is done with their business and the session is closed but at the time of this writing our state elected officials are still in session!
Saying this, I wanted to remind you that The Carefree Cave Creek Chamber partners with the Apache Junction Area Chamber, Gilbert Chamber, Mesa Chamber, Queen Creek Chamber, Scottsdale Chamber, and the Tempe Chamber to form The East Valley Chamber of Commerce Alliance. Together we advocate for 5000+ businesses at the state and federal levels since 1999. The EVCCA is the voice of business in the east valley.

Cave Creek Mayor Ernie Bunch
May is upon us. The Fall colors of out of State license plates have severely diminished. It's hot and getting hotter as the Month goes on. April and "Bike Week" is in the rear view mirror.
Speaking of which I am in receipt of correspondence complaining about the activities and congestion in Cave Creek during this event. Arizona Bike Week started out as a Proclamation by the Governor. I don't remember which Arizona Governor started it but it is here to stay. The majority of the festivities are at WestWorld in Scottsdale which draws in the neighborhood of 75,000 people from around North America. When the economy began to tank in 2007 and went really bad in 2008 I'm told that our former long term Town Manager encouraged the owner of The Hideaway to make this an event in Cave Creek as well. This was to help replenish Town revenues that were going to be lost because of the economic downturn. Since that time "Bike Week" has continued to contribute to the Towns Revenues through Sales Tax. While Individual sales tax numbers are protected from prying eyes by State Law and I am not privy to actual individual businesses numbers, I am told that there is a bump in revenue to the Town of somewhere between 30K and 50K that had not been realized prior to the local businesses taking advantage of the event. I know it is an inconvenience to our residents and some of the behavior is not what we would wish for our Town but, as long as nothing illegal is taking place the broadness of the First Amendment takes precedence.
The Deputies and Traffic Control costs are not borne by the Town but are covered by the businesses which benefit from the event. If you look closely at your Property Tax Statement you will not find a line item that goes directly to your Town. That is because there isn't a Property Tax that supports Cave Creek. A huge amount of the Towns Revenue comes from Sales Tax so the continued success of our Town hinges on the success of the businesses. This is simply one more example of Cave Creek becoming a victim of it's own success. Imagine if you will just exactly what would happen if we did not allow the advance preparations of Traffic Control and Security with this event. Conditions would be completely out of control and I believe some of the celebrants would show up with a chip on their shoulders.
If you haven't already done so, now is the time to clear the weeds and brush as things are drying out quickly and one spark can destroy the desert.
PLEASE, PLEASE, PLEASE be careful with any activities that could possibly start a fire!
As May comes upon us those businesses that have behaved like the Ant and not the Grasshopper will still be here when the Fall colors of license plates begin to once again change.

The town of Carefree was the innovative dream of Stanford University graduate Thomas “Tom” D. Darlington and University of Arizona law-school graduate Kenyon Turner “K.T.” Palmer. In 1946, Tom and K.T. met while attending a Kiwanis luncheon in downtown Phoenix when the topic of creating a desert-sensitive town was conceptualized. By 1959, when the first homes began selling a third team member came on board, Mr. Leslie “Les” Hoelscher Rhuart.
Born in 1917, Leslie was a Phoenix native. His parents moved to Phoenix in 1896 from California; Les’ father was a prominent attorney in the Arizona territory. Mr. Rhuart graduated from the University of Arizona and became an accomplished and coveted engineer.
Later, Les and his wife Marian, lived in opulent Bel Air, California. He was instrumental in the initial development of aircraft cabin pressurization for Garrett Corporation’s AiResearch. When the Phoenix AiResearch division was developing gas-turbine engines, Leslie’s engineering skills were needed. The Rhuart family relocated to Phoenix for this challenging new opportunity. It was through this opportunity Leslie met and developed a long-term friendship with a creative-visionary, Phoenix AiResearch manager, Tom Darlington.
Leslie Rhuart always had an interest in real estate development. He eventually left the engineering business and ultimately became a director for the Arizona-Rochester Corporation which developed the retirement community called Youngtown in the Phoenix west valley. With the planning and development of Carefree underway and an established relationship with Tom Darlington, Les was invited to become part of the Carefree Development Corporation’s team.
Les’ job descriptions were numerous and important as the desert-sensitive town developed. Mr. Rhuart was initially welcomed as vice-president, Tom Darlington was president and K.T. Palmer was secretary-treasurer of the Carefree Development Corporation. When the Robert “Red” Lawrence designed Desert Forest Golf Club developed, Les was vice-president and later president, same with the Desert Forest Inn (later, the Carefree Inn; eventually, CIVANNA Wellness Resort).
Other activities included heading the committee to extend Scottsdale Road from Pinnacle Peak Road to Cave Creek Road; facilitating the first Carefree post office; working with the Federal Aviation Administration for procuring the first fly-in-neighborhood airport; locating a drugstore and grocery store operator for Carefree; he was involved with the development of the Chamber of Commerce; and finally, he was in charge of the “Scenic Drive” committee. Clearly, Mr. Rhuart was a very important part of Carefree’s development.
When Tom Darlington died in 1969 (heart attack) while having dinner at the Spanish Galleon (today’s Keeler’s Neighborhood Steakhouse) in Carefree’s Spanish Village, Les Rhuart became president of the Carefree Development Corporation. Mr. Rhuart died in 1995 at the age of seventy-eight.
