Cost of living is amount needed to cover expenses — food, housing,
utilities, transportation, healthcare. Average cost of living in the U.S. is 100. States with score below 100 are more affordable — cost less than average. States with score above 100 are more expensive. For example: 1) If a state has a score of 130, then it is 30% more expensive to live there than average. 2) If state has a score of 85, then it is 15% cheaper to live there than average.
