Highland Village is 60!

On February 14, 1963, Highland Village incorporated as an official city with a vote of 53 “for” and seven “opposed.” Lakewood, Highland Lake, Holiday and Clearwater subdivisions made up the city at that time. History tells us many people from Highland Park built weekend getaways here and some were making it their permanent homes. When a name needed to be chosen, our founders chose “Highland” and added “Village” because there was an already established feeling of closeness and cooperation and they wanted to retain that in the future.


As we look to commemorate 60 years of Highland Village, we will have several different campaigns for your enjoyment and even participation throughout the year. First, we would like you to share any photos you have from the last 60 years that tell Highland Village’s story. We have jokingly said photos of community members with beehive hairstyles and bell-bottoms are welcome, and they are, but so are your pictures in nylon workout suits and the big hair of the 80’s. If you have photos you would like to share, please send them to info@highlandvillage.org and include your name, approximately when the photo was taken and a little something about the picture. We will share these photos throughout the year via social media and other outlets. We’re also sharing 60 facts about Highland Village throughout the year and Mayor Jaworski will post a monthly video with some historical facts and fun trivia. We are proud of the community Highland Village has grown into and believe our founders would be as well. Let’s have some fun commemorating 60 years of Highland Village and, who knows, we all might learn some things about this city we call home. 

Honor Our Veterans Info

Do you know a Highland Village veteran you would like to honor on our Veterans Monument? Whether living or deceased, all veterans are eligible to be recognized provided they received an honorable discharge and maintained Highland Village residency for at least one year. A 2 x 6 plate funded by the family (or sponsor) will be ordered by the City and placed on the stone monument. At the February 14 meeting, City Council held a public hearing and approved the first read of the Comprehensive Plan by a vote of 5 to 2. The final approval of the plan will be considered at the City Council meeting on February 28. Over a year ago, the City contracted with McAdams and began the “Our Village Our Vision” process to update the plans. Many meetings have been held with the public, property owners, focus groups, Park Board, Planning & Zoning Commission and City Council. The plan includes updates to the Comprehensive Plan; Parks, Recreation and Open Space Master Plan; Trail System Master Plan Update; Opportunity Areas; and the FM 407 Trail Corridor and Amenity Plan. The current Comprehensive Plan was adopted in 1995 with amendments adopted in 1996 and 1997. The Parks, Recreation and Open Space Master Plan was adopted in 2008 and the Comprehensive Trail System Master Plan in 2011. Many factors have changed since that time necessitating updates; it is critical to have updated park and trail plans in order to seek grant funding for future capital projects.


A large component of the plan update is the FM 407 Corridor and Amenity Plan. The intent is to expand the trail system to include the FM 407 corridor with multi-modal uses (pedestrian, bicycles, golf carts) and connectivity between residential and commercial areas. The idea behind the plan is to create more visibility and activation of existing commercial centers (create a sense of place), which would attract people to various retail areas. Enhanced streetscapes and public spaces with experiential elements would be included.

The City of Highland Village is partnering with Kidventure to offer nine unique weeks of summer day camp for children entering the 1st grade through 5th grade. Camp Highland Village will be held at Doubletree Ranch Park and is designed to create lasting memories and help build the social, emotional, and physical lives of our campers. Each camp week will be Monday through Friday, from 8 AM to 3 PM with the option for Post Camp from 3:00 p.m. to 6:00 p.m. Kidventure provides an active and purposeful camp curriculum that will include a variety of camp activities and events including athletics, art, team building, rock climbing, archery, field trips, special guests, yoga, fine and gross motor skills, and much more! Central to Kidventure’s mission is the fostering of meaningful character traits and strong values.

Registration is now open! Camp Highland Village is open to all children in the North Texas area. All registrations will take place online. The tuition cost for each week of camp is $320 for residents of Highland Village and $350 for non-residents - with discounts for two or more children in the same family.

This monthly event will provide an opportunity to share with Mayor Jaworski what is important to you and ask any questions you may have. Mark your calendar for 8:30 a.m. on the first Monday of every month.

How Can you Stay Informed?

Highland Village has specific steps that a developer must follow to build and/or request a zoning change to a development or vacant lot. You can learn about that process on the City website at the “City Development Process” link on the sliding photo carousel.


Stay informed of items under consideration by the Planning & Zoning Commission and City Council by signing up at the “Stay Notified” link at highlandvillage.org to receive Council, Planning & Zoning and Parks and Recreation Advisory Board meeting notifications which include a link to the agenda. All Council, Planning & Zoning and Park Board meetings are open to the public.

If you can’t attend in person, you can watch the meeting live or on-demand at www.highlandvillage.org/hvtv, on our YouTube channel at www.youtube.com/highlandvillagetx or live on Channel 43 if you are a Frontier customer. The City Council meets the second and fourth Tuesday of every month, Planning & Zoning meets every third Tuesday as needed and the Parks and Recreation Advisory Board meets every third Monday as needed. If you wish to address the Council, Board or Commission at one of their meetings, you must complete a Speakers Request form which can be found here and are also available at the meetings.

HVFD Wants You to Have a Severe Weather Plan

More tornadoes strike Texas than any other state. They can occur at any time of year, including winter, but are most frequent from mid-March through May. Highland Village has an Outdoor Warning System in place to notify citizens in the event of severe weather. These sirens are located throughout the City and neighboring cities and are tested the first Wednesday of each month at 1:00 p.m. These sirens are designed to notify people outdoors that severe weather is coming and to take cover. The sirens will sound for 3 minutes followed by a period of silence and then repeat if necessary. The criteria for setting off the sirens are; a tornado warning affecting the City of Highland Village, a visually confirmed tornado by trained spotters, and/or severe thunderstorms with destructive winds in excess of 70 mph or hail greater than 1.25” in diameter. You should monitor your local media sources during these times for information regarding weather situations. You can follow the Highland Village Fire Department Facebook page for a reminder of the monthly testing and/or notification when the test has been cancelled due to inclement weather. You may also sign up for routine and emergency alerts through the City’s Emergency Alert program.


Prepare your family members for the possibility of severe weather and make sure they know where to seek shelter in the event of an approaching storm. Practice your emergency plan for every type of severe weather. Show family members where the emergency supplies are stored, and make sure they know how to turn off the water, gas, and electricity in your home.
