Updated Public Health Emergency Roadmap Resources | |
The Centers for Medicare and Medicaid (CMS) recently updated its roadmap for the eventual end of the COVID-19 public health emergency (PHE) for health care providers. While the Department of Health and Human Services (HHS) has not announced its intention to end the PHE, it encourages providers to prepare for the end of the PHE. Many of the waivers and flexibilities that were critical to respond to the pandemic will terminate when the PHE ends. CMS continues to update its resources and materials to help providers with the transition from the PHE. For more information on COVID-19 blanket waivers, click here and for additional resources.

Medicaid/CHIP Coverage To End For Many Individuals;
Help Prevent Coverage Gaps
In anticipation of the public health emergency ending, the Centers for Medicare and Medicaid Services (CMS) is helping state governments, other partner organizations and current Medicaid/Children’s Health Insurance Program (CHIP) beneficiaries prepare for upcoming termination of coverage.

Updates to beneficiaries’ contact information should be submitted as soon as possible. Individuals do not need to wait to receive letters about being transitioned to the Health Insurance Marketplace. CMS encourages individuals who receive notices from their states’ Medicaid/CHIP agencies that they are no longer eligible for this coverage to immediately apply for new coverage. New Jersey residents would need to apply through the GetCoveredNJ website.
Once the federal government gives the 60-day notice of the public health emergency ending, states will need to start processing eligibility for their residents and then send renewal forms to individuals who continue to be eligible for coverage. For those who are no longer eligible, states will need to send them letters about being transferred to the Health Insurance Marketplace.
Individuals will have 60 days from the date of notification that their coverage will end to enroll in new insurance plans. If there is no response, coverage will be terminated.

DCA Funding Opportunity For SUD Temporary Housing | |
The NJ Department of Community Affairs (DCA), Division of Housing and Community Resources has released a Recovery Housing RFP for the development of Temporary Housing opportunities for individuals in recovery from a SUD.
The purpose of the Recovery Housing Program (RHP) is to assist units of local government and nonprofit organizations to provide safe, supportive, and stable temporary housing for individuals in recovery from a substance use disorder for 18-24 months.
The funding will create at least three new recovery houses through rehabilitation or acquisition. The housing will be in one of the following counties: Atlantic, Camden, Essex, Monmouth, or Ocean.

Four New DMHAS Funding Opportunities | |
Name of Program:
Community Peer Recovery Centers
Purpose:
This Request for Proposals (RFP) is issued by the New Jersey Department of Human Services (DHS), Division of Mental Health and Addiction Services (DMHAS) to expand regional Community Peer Recovery Centers (CPRC) to Mercer and Salem counties. The CPRC will be a place where individuals can access peer support, information about substance use disorder (SUD) treatment, recovery support services, and information about other community resources in a supportive substance free environment.
Amount of funding available:
This RFP is funded through the Substance Abuse and Mental Health Services Administration’s (SAMHSA) State Opioid Response to Grants (SOR) funding. The SOR grant funding period is through September 29, 2022, however other sources of funding may be available depending on federal appropriations. Contracts are intended to be for one-year. Total funding is $200,000 subject to federal appropriations. DMHAS anticipates making up to two (2) awards in the amount of $100,000 each. The CPRC will ensure that the services provided ensure diversity, inclusion, equity, and cultural and linguistic competence to the target population.

Prevention Services For Youth Substance Use
Purpose:
This Request for Proposals (RFP) is issued by the New Jersey Department of Human Services (DHS), Division of Mental Health and Addiction Services (DMHAS) for prevention services for youth in New Jersey and their parents using risk messaging to address alcohol, cannabis and illicit substance use/misuse. Funding for services is provided by the Federal Substance Abuse Prevention and Treatment (SAPT) Block Grant supplement and the American Rescue Plan Act of 2021 from the Substance Abuse and Mental Health Services Administration (SAMHSA). DMHAS anticipates making one award which addresses both youth/young adults and parents/caregivers in New Jersey. Approximately $1,000,000 is available for this initiative. Due to funding requirements, $500,000 needs to be expended by 2/14/23; the additional $500,000 will be expended by 9/30/24.

Special Populations
Purpose:
This Request fDepartment of Human Services (DHS), Division of Mental Health and Addiction Services (DMHAS) to provide direct services, reach specialized populations that are often underserved, help to assist those that may benefit from services, and those that may be in crisis.
Amount of funding available:
Total annualized funding is $1,800,000 for mental health and $1,650,000 for substance use disorder services subject to appropriations. DMHAS anticipates awarding up to 12 grants of up to $150,000 each for the provision of mental health services and 11 grants of up to $150,000 each for the provision of substance use disorder services. DMHAS anticipates awarding this grant for 1 year with possible additional years.
A proposal must be submitted that comports with the RFP requirements and instructions.

Close Racial Wealth Gap By Advancing Equity In Foreclosures, Sign On Letter To Gov. Murphy | |
TRENTON – In a letter signed by over 100 housing advocates and community development organizations including SHA, the Housing and Community Development Network of NJ (the Network) is urging Governor Murphy to sign the Community Wealth Preservation Program bill into law. The legislation, which passed the full NJ Legislature in June, advances equity in the foreclosure process by helping residents to be more competitive during sheriff sales, allowing wealth-generating assets to stay in the community and providing financial security for residents. Enterprise Policy Brief: Closing the Capital Gap | |
The Enterprise Policy Development & Research team published a new resource
on closing the capital gap for small-scale Black, Indigenous and other people of color (BIPOC) real estate developers. The policy brief examines some of the most significant systemic barriers to financing experienced by emerging small-scale BIPOC-led developers throughout the various stages of real estate development. These challenges include prominent investor and lender requirements, such as specific liquidity and net worth levels, as well as barriers to accessing capital stemming from perceived risk in real estate lending and investments. Promoting Housing Affordability Through Monitoring Public Land Records For Neighborhood Change | |
In a column published in Shelterforce, Enterprise’s VP for Policy Development Andrew Jakabovics explores using public land records to monitor neighborhood change and develop strategies to promote housing affordability. The column explains that public access to meaningful and updated property ownership information allows community stakeholders to identify the scale of property ownership and different types of ownership within their community, and accordingly track neighborhood trends based on property sales, a common early warning indicator of possible gentrification. While publicly accessible records of ownership are the key to being able to develop effective policies and programs, community stakeholders could face challenges in accessing this data due to accuracy and transparency issues, such as missing records of LLCs’ ownership changes. The column emphasizes the need to maintain transparency in land records through legislation and to develop accessible tools to transform the data into actionable information that can help shape affordable housing policies and programs. | |

The New Jersey Regional Family Support Planning Council’s Health and Safety Subcommittee's (HSS) mission is to create a partnership that includes families, the Department of Human Services (DHS), Division of Developmental Disabilities (DDD) providers and advocates to construct a system of services and supports with appropriate oversight, transparency and accountability designed to guide and foster quality health and safety outcomes for individuals with Intellectual and or Developmental Disabilities (I/DD) and co-occurring medical conditions.

The New Jersey Division On Civil Rights

Please note, the Division on Civil Rights has amended their poster display requirements and created new, updated, and amended posters required by the New Jersey Law Against Discrimination (NJLAD). Pursuant to N.J.A.C. 13:8 -1.3: “All persons who are engaged in the management of residential real property, including, but not limited to, landlords, property management companies, and cooperative and condominium associations, shall display the official property management housing poster of the Division in places easily visible to all residents, whether tenants or owners, and all prospective tenants and purchasers.”
In addition, “All real estate brokers and all persons who engage in the business of selling or renting their own or others’ real property shall display the official sales and rentals housing poster of the Division in places easily visible to all prospective tenants and purchasers.”
If you are engaged in both the sale and rental of real property and management of residential real property you are required to display both the official sales and rentals housing poster and the official property management housing poster, in places easily visible to all current and prospective tenants, purchasers, and residents.
Furthermore, pursuant to N.J.A.C. 13:8 -1.2 and 2.2, if you are an employer, you are required to post the new employment poster in a place that is easily accessible to all employees and prospective employees. State and local government agencies, and employers with at least 30 employees worldwide, must also post the new Family Leave Act (FLA) poster in places that are easily accessible to your employees and prospective employees.
Employers are also required to make a copy of the posters available to each employee on an annual basis by either email delivery, personal delivery or through an internet or intranet website that is used by employees.

New HCBS Community Life Video Series | |
Home and Community Based Services (HCBS) help people with developmental disabilities to live in and be active and included members of their neighborhoods and communities. The HCBS Settings Final Rule requires that people with developmental disabilities have full access to community life and receive services in the most integrated setting possible.
The Boggs Center’s Community Life Video Series highlights why community life and aspects of the Rule that support it are important to people with disabilities.
Videos currently available focus on Community Integration, including opportunities to seek employment, work in integrated settings, control their own resources, and access their communities to the same degree as people who do not receive HCBS; Privacy, Lockable Doors, and Freedom to Decorate; and Rights & Autonomy, including the ability to control their own schedules and activities, and have access to food at any time.

Protection Orders to Prevent Firearm Violence and Suicide

NJSILC is in the process of preparing the next 3-year State Plan for Independent Living (SPIL), one of its federally-mandated duties.
As part of that process, Council is seeking input from people with disabilities regarding issues that are critical to their living as independently and inclusively as possible in their communities.
Examples of such issues include:
public transit, accessible housing, work readiness and employment assistance
training and education programs (including special ed), student transitioning from school to work accessibility to community services and activities such as voting, recreation, emergency preparedness
Also learn about: Independent Living Philosophy, CIL services, SILC’s role in the IL Network
Families, service providers and other disability stakeholders also are invited.
