California Must Invest in Child Care for a Healthy Economy

Since the start of the pandemic until now, California’s child care businesses and work force have been devastated. During the peaks of the COVID-19 crisis where certain workers were classified as “essential” and the governor routinely declared one Executive Order after another, while the cameras were rolling access to stable child care was noted as critical. 

Now that the cameras on this issue have all but stopped, so has the attention paid to child care. Solving California’s child care crisis is not only critical to families but is also critical to supporting a growing and thriving economy.

Unfortunately, the only time that child care is even referenced, is when there is discussion surrounding that some of it be provided within the public-school system. However, for working parents that have jobs requiring care before school starts, in the evening or on weekends, they simply are out of luck. Compounding the situation is the huge gift of monies to the schools to design and recruit new teachers to begin providing the care. 

Let’s contrast Governor’s Newsom’s gift to design and recruit for care provided through the schools versus his funding for child care for working families to access; care that not too long ago was critical during COVID.

For private child care businesses, essentially, they received little. Yes, new rates were implemented in January. However, let’s be honest. Those state reimbursement rates implemented were outdated before they were implemented. California’s child care field was just so hungry to even be noticed that immediately the new rates were welcomed until we actually saw the data. 

Even now, when California has a massive revenue surplus, there is avoidance of taking action to support longer term relief for working families such as elimination of family fees for the poorest of families and fair and equitable access to subsidized child care by all income eligible families. Unfortunately, this governor has decided that there is no room in his $40 billion plus surplus to eliminate family fees and establish a fair access for families because it may cost roughly $140 million initially. Seriously? 
Seriously!

For child care businesses that are roughly comprised of over 80 percent small business owners, California unfortunately continues to experience an exodus of these businesses. The problem every one of us see daily in our communities of Help Wanted posted everywhere will worsen. Parents cannot go to work without child care. And child care businesses cannot continue to stay viable if their funding and rates are not adequate to cover the cost of providing care.

California is headed for a child care cliff. Let’s hope that our governor and legislature correct this coarse before it is too late and child care businesses are shuttered, parents are unable to access care and unemployed and California’s economy is put into a tailspin.

Question: How much in reimbursement do license-exempt providers receive?

Answer: License-exempt or Family, Friend & Neighbor (FFN) providers receive the Regional Market Rate (RMR) ceiling for that category.

Question: When will a parent that enrolls in CalWORKs begin receiving child care?

Answer: Immediately! Enrollment into CalWORKs Stage 1 means that a parent will receive immediate and consistent child care.

Question: Are Alternative Payment Programs (APPs) to provide a two-week notice to child care providers when there is a change in services?

Answer: No. According to WIC 10233.5 - (a) Commencing July 1, 2020, alternative payment programs shall provide notice to a child care provider of a change in reimbursement amounts for child care services, a change in the hours of care, rates, or schedules, an increase or decrease in parent fees, or a termination of services, including, but not limited to, a family’s change in provider. For purposes of this section, the notice shall occur either electronically, if requested by the child care provider, or via the United States Postal Service. The alternative payment program shall provide the notice, as well as the effective date of any change described above, on the same day a notice of action is issued to the family.

AB 1649 by Assemblymember Quirk-Silva will provide to each income eligible subsidized family a child care voucher with a specified dollar amount based on the family's maximum certified need and to a child care provider that accepts the voucher a fixed reimbursement for care that they can count on.

AB2517 (Bonta) - It Takes A Village Act of 2022
AB 2517 will establish a two-year California Coordinated Neighborhood and Community Services grant program to implement new, and strengthen existing, neighborhood and regional cradle to career (C2C) networks to reduce inequities and increase economic mobility in communities across California through integrated place-based support systems.
Assemblymember Mia Bonta was elected to serve California’s 18th Assembly District in a special election on August 31, 2021. The 18thAssembly District encompasses the East Bay area of Northern California. It includes a large portion of the City of Oakland and the cities of San Leandro and Alameda. Assemblymember Bonta’s priority is to make California a more affordable, inclusive, and equitable home for all.

Mia has spent her career advocating for students and working families. Mia made Alameda her home more than 20 years ago where she has worked for and led several nonprofit organizations focused on improving educational outcomes for low-income students. Prior to being elected to the State Assembly, Mia served as the CEO of Oakland Promise, a cradle-to-college and career preparation initiative across Oakland public schools. In 2018, Mia was elected to the Alameda Unified School District School Board and she served as Board President from 2018-2021.

Keeping Up: Biden says nearly 1.2 million women haven't returned to work because there's no affordable childcare
"For nearly a year, businesses have been complaining that they can't find workers as labor shortages abound, and the labor market gets tighter and tighter.

In a Wednesday speech at the North America's Building Trades Unions Legislative Conference, President Joe Biden discussed where some of those workers might be.

"There are nearly 1.2 million extremely qualified women who haven't returned to the workforce," Biden said. "There's a simple reason: There's no affordable childcare for them."

The reconciliation update is similar to the one in last week’s memo. We are hopeful that the Senate will include the child care and early learning plan as part of an economic package before Memorial Day. It is critical that we keep pressure on the Senate to ensure child care and early learning are included in the economic package currently being crafted. Child Care Ad: Parents Are Pleading With Congress to Make Child Care and Early Learning More Affordable, Available, and Accessible for Working Families
Families are facing tough choices with child care because it’s too expensive and often not even possible to find. Families across the country want Congress to take action to solve the child care crisis. Please amplify this great video featuring parents calling on Congress to #SolveChildCare by making child care more accessible, affordable, and available, and increasing educator wages. Rep. Bonamici Leads Call to Expand Access to Affordable Child Care During Week of the Young Child
During the House Education and Labor Committee’s budget hearing with HHS Secretary Becerra Wednesday morning, Congresswoman Boncamici (D-OR-1) highlighted the introduction of this resolution and asked about how Congress can continue to stabilize the care economy. She led 20 of her colleagues in calling for increased federal investments in child care. NWLC endorsed this resolution:
 
“Access to affordable, high-quality child care is a pillar in the movement for racial and gender equality,” said Fatima Goss Graves, President and CEO of the National Women’s Law Center. “But as the pandemic continues to shrink the child care sector and child care becomes increasingly unaffordable for families, this backbone of women’s working lives is too scarce and too expensive—all while the Black, brown, and immigrant workers who provide this care are paid poverty-level wages. We thank Representative Bonamici for this renewed commitment to child care for every working family and urge Congress to make good on this promise.”

Congress, Bring Down Childcare Costs for Families
The Center for Law and Social Policy’s Hannah Matthews stresses the importance of public funding to lower the costs of care. Matthews points to the positive impact ARPA funds have had on access and affordability of care for families as proof of the kind of impact public funding can have despite being a short-term solution. “They don’t address the longstanding cost burden for American families. They don’t create a sustainable path for raising wages of care workers. And they don’t address the severe gender and racial inequities that are reinforced through our woeful underinvestment. Women of color—who are more likely to be primary earners than their white counterparts—are also more likely to carry a high childcare cost burden. So, too, are women of color disproportionately represented among the underpaid and undervalued childcare workforce.” Matthews calls on Congress to act before it’s too late.

Latest RAPID Survey data
The latest fact sheet from the RAPID survey: Not Letting Up: More Families Experience Material Hardship as Cost of Living Rises  highlights these key takeaways:
 
  • In February 2022, 32% of households with young children reported material hardship (difficulty paying for at least one basic need like (food, housing, utilities, etc.). Up from 25% in January 2022.
  • The percent of households with young children experiencing hardship goes up among lower-income households (below 200% of FPL)
  • 98% of households that reported hardship also say that costs for everyday items are rising where they live.
One caregiver in Minnesota shared: “I live paycheck by paycheck...so with the increased rate of EVERYTHING somedays I have to choose if I am eating or not so I can provide for my kids.”

Trust for Learning’s New Measurement Guide on Quality Early Learning Environments
A new resource from Trust for Learning and their partners — Measuring the Quality of Early Learning Environments: A guide to evaluating ideal learning environments for young children. This resource envisions a new, equity-driven approach for assessing the quality of programs and demonstrates how the Principles of Ideal Learning framework can be used to guide decision-making. This report complements the Trust’s recently released Evidence Brief to show how the foundational elements of high-quality early learning programs can be measured. They hope that this new resource will help policymakers, early childhood leaders, funders, researchers, practitioners, and decision-makers in their efforts to measure what matters
most in early childhood settings.

This project started 14 months ago with a design team of educators, staff, and collaborators. 
 
As the Educator-led Communities of Care project continues on, the SEIU Education & Support Fund celebrates all of the home-based family child care educators and the meaningful impact they have on families and communities.

A Day Without Child Care: A Solidarity Strike and National Day of Action for Childcare in America
On May 9th, Community Change, Childcare Changemakers, and advocates and allies are hosting A Day Without Child Care: A Solidarity Strike and National Day of Action for Childcare in America. Child care providers and families from across the country have been fighting for generations for equitable access to affordable child care and better pay and working conditions for providers.
 
Demands:
1) Living wages for child care providers
2) An equitable child care system built on racial justice
3) Affordable childcare for all families
 
This plan has evolved over the last couple of months, as frustration has increased that there is uncertainty whether our federal government will pass necessary legislation for our child care system. Many providers will be striking for the day in various places across the country. Other groups are planning rallies, block parties, or digital events. 
 
They welcome all organizations to join them in solidarity and partnership! There is a link to a google folder below where you can upload your organizational logo, and they will add it to the website.

Upcoming Training Webinar: CDMIS Reporting- April 14th

The California Department of Social Services (CDSS), Child Care and Development Division (CCDD) is hosting CDMIS Reporting on Thursday, April 14, 2022 from 10:00 a.m. to 12:00 p.m. This is a reminder of training that CCDD will be hosting for childcare and development contractors. During this training CDSS will provide an overview of the CDMIS Reporting.
 
These trainings are part of CCDD’s overall goal of working collaboratively with contractors to reinforce their understanding of contract requirements, ensure their understanding of how to find program requirements and stay informed, reduce errors in documenting and certifying families, and support continuous improvement and program integrity. The topics were generated from a recently completed survey of contractors, as well as from findings of past contract monitoring reviews and the newly published regulations. These trainings are appropriate for new staff as well as for staff who need a refresher on the topics.
 
All webinar presentations are presented free via Zoom and will be recorded and made available on the CDSS’ website for continuing education purposes.

PIN 22-04-CRP: Governor’s Executive Order N-04-22 Regarding COVID-19 and the Extension & Expiration OF COVID-19 Waivers (Supersedes PIN 21-31-CRP)

PIN 22-04-CRP notifies all Children’s Residential Program (CRP) licensees and providers that pursuant to the Governor’s Executive Order N-04-22, dated February 25, 2022, the authority for COVID-19-related waivers was extended to June 30, 2022, or earlier as determined by the California Department of Social Services (CDSS). This PIN supersedes PIN 21-31-CRP that previously extended COVID-19-related waivers until March 31, 2022.

On March 30th, The California Department of Social Services (CDSS) Child Care and Development Division (CCDD) posted the following document on its Internet website: TCCB 22-08: Child Care Initiative Project (CCIP), Fiscal Year 2021-2022, One-time expansion funding via the American Rescue Act Plan (CCIP-ARPA, FY 21-23).
The CDSS, CCDD announces the availability of approximately $25 million in funding for the CCIP. This one-time funding from the federal ARPA provides funds to Resource and Referral Programs (R&Rs) for the purpose of supporting family child care home providers who have closed due to COVID-19 and would like to reopen. Additional priority will be given to new family child care home providers who serve families of infants and toddlers located in child care deserts. Providers in child care deserts must be funded before additional awards are allocated. These funds will be available from August 1, 2021, to June 30, 2023.

Universal PreKindergarten (UPK) Countywide Planning and Capacity Template

The California Department of Education (CDE) is pleased to announce the release of the Universal PreKindergarten (UPK) Countywide Planning and Capacity Template to support COEs in the development of their UPK plans. The template includes: (1) Planning questions for COE consideration in developing plans for how they will support LEAs in their county to plan and implement UPK in a way that meet community and family needs, and (2) Data that will be required for COE submission to the CDE to meet the requirements of EC Section 8281.5. This plan can be accessed at https://www.cde.ca.gov/ci/gs/em/.

Community based public and private Alternative Payment Programs (APPs) support the needs of working moms and dads with access to child care and other supports earmarked to lift families up from poverty. During the pandemic, these programs have distributed emergency essential worker child care vouchers, family child care and center stipends & PPE, diapers, food and clothing. Throughout California, these APPs may also support parental choice to CalWORKs Stages 2 & 3, preschool and center-based programs, general child care, After School Education and Safety (ASES), Child and Adult Care Food Program (CACFP), Family Child Care Home Education Networks (FCCHENs), transportation, behavioral & mental health services, respite, regional centers, health and safety, 21st Century, resource libraries, and Trustline.
