The regular City Council meeting for April was held on Monday, April 18 at City Hall. Here is a brief recap from that meeting:
MOMENT OF SILENCE:
Mayor Kilgore led a moment of silence for three Lakeway residents who passed away earlier this year. Dr. Lewis Carlson was the author of the popular local history book "Lakeway: A Hill Country Community," Robert "Bob" Neighbors formerly served the City of Lakeway as a city councilmember and mayor pro tem, and David Benson served as the City of Lakeway's first official city manager. They were honored with a moment of silence at the beginning of Monday's meeting.
NEW STAFF:
Chief Koen introduced Lakeway's newest police officer to the public. We are happy to welcome Officer Leyna Saucedo to the Lakeway Police Department! Parks and Recreation Director Andra Bennett also introduced the City's new forester to the team. We are pleased to welcome City Forester Richard Leon to the parks and recreation team!
FINANCIALS:
City Manager Julie Oakley gave an update on the financials so far this fiscal year. The budget is currently showing a positive variance of $409,127 (surplus) in revenue, and a positive variance $43,667 (savings) on the expenditures portion of the budget.
CENTRAL TEXAS WATER COALITION:
City Council approved (7-0) a continued interlocal agreement with the Central Texas Water Coalition (CTWC) to advance and promote the City's economic and public safety interest in matters relating to the sale and use of water from lakes Travis and Buchanan. CTWC President Jo Karr Tedder gave a presentation to council that evening. The approval Monday night provides a $5,000 payment to CTWC for services pursuant to the agreement.
WICKED WASH CAR WASH:
City Council approved (7-0) a special use permit for the operation of an automated car wash located at 813 RR 620 S., which would be located across from the Lakeway Commons.
SQUARE AT LOHMANS DEVELOPMENT:
City Council approved (7-0) the Phase 1 Preliminary Plan for the Enclave at Lohmans, which is the residential portion of the Square at Lohmans development located along Lohmans Crossing Road across from The Hills entrance. The construction of the western portion of Main Street is also a part of this phase of the plan. City Council also discussed the proposed emergency access that would connect to Guyan Drive on the northeast portion of the property, and would only be accessible to emergency vehicles. City council included an addition to the approval that the large access gate be placed on the developer side of the property and tied into the fence or wall at the back of the property.
POLITICAL SIGN ORDINANCE:
City Council approved (7-0) an amendment to an ordinance pertaining to political signs, which will now allow political signage to remain on city property between early voting dates and the election date if the polling location for early voting and election day are the same.
COVID-19 FUNDING:
The City of Lakeway received $1,979,933 in August of last year from the State and Local Fiscal Recovery Funds (SLFRF) program as it relates to the American Rescue Plan Act of 2021, which was created to provide resources for communities impacted by the COVID-19 pandemic. The City of Lakeway will receive payment in the same amount in August of this year to total $3,959,867. City Manager Julie Oakley presented a list to City Council Monday night of items that could be eligible for reimbursement from that funding for this fiscal year. City Council approved (7-0) to allow for $124,650 in reimbursements for this fiscal year based on that recommendation. A list of potential future projects that could be used by the additional funding was also presented, and will be visited more in upcoming budget planning sessions.
EMERGENCY MANAGEMENT PLAN:
Emergency Management Coordinator Paul Harvey presented the City's 2022 Updated Emergency Management Plan Monday evening, which was approved by City Council (7-0).
