Regular April City Council Meeting Recap
The regular City Council meeting for April was held on Monday, April 18 at City Hall. Here is a brief recap from that meeting:

MOMENT OF SILENCE:
Mayor Kilgore led a moment of silence for three Lakeway residents who passed away earlier this year. Dr. Lewis Carlson was the author of the popular local history book "Lakeway: A Hill Country Community," Robert "Bob" Neighbors formerly served the City of Lakeway as a city councilmember and mayor pro tem, and David Benson served as the City of Lakeway's first official city manager. They were honored with a moment of silence at the beginning of Monday's meeting.

NEW STAFF:
Chief Koen introduced Lakeway's newest police officer to the public. We are happy to welcome Officer Leyna Saucedo to the Lakeway Police Department! Parks and Recreation Director Andra Bennett also introduced the City's new forester to the team. We are pleased to welcome City Forester Richard Leon to the parks and recreation team!

FINANCIALS:
City Manager Julie Oakley gave an update on the financials so far this fiscal year. The budget is currently showing a positive variance of $409,127 (surplus) in revenue, and a positive variance $43,667 (savings) on the expenditures portion of the budget.

CENTRAL TEXAS WATER COALITION:
City Council approved (7-0) a continued interlocal agreement with the Central Texas Water Coalition (CTWC) to advance and promote the City's economic and public safety interest in matters relating to the sale and use of water from lakes Travis and Buchanan. CTWC President Jo Karr Tedder gave a presentation to council that evening. The approval Monday night provides a $5,000 payment to CTWC for services pursuant to the agreement.

WICKED WASH CAR WASH:
City Council approved (7-0) a special use permit for the operation of an automated car wash located at 813 RR 620 S., which would be located across from the Lakeway Commons.

SQUARE AT LOHMANS DEVELOPMENT:
City Council approved (7-0) the Phase 1 Preliminary Plan for the Enclave at Lohmans, which is the residential portion of the Square at Lohmans development located along Lohmans Crossing Road across from The Hills entrance. The construction of the western portion of Main Street is also a part of this phase of the plan. City Council also discussed the proposed emergency access that would connect to Guyan Drive on the northeast portion of the property, and would only be accessible to emergency vehicles. City council included an addition to the approval that the large access gate be placed on the developer side of the property and tied into the fence or wall at the back of the property.

POLITICAL SIGN ORDINANCE:
City Council approved (7-0) an amendment to an ordinance pertaining to political signs, which will now allow political signage to remain on city property between early voting dates and the election date if the polling location for early voting and election day are the same.

COVID-19 FUNDING:
The City of Lakeway received $1,979,933 in August of last year from the State and Local Fiscal Recovery Funds (SLFRF) program as it relates to the American Rescue Plan Act of 2021, which was created to provide resources for communities impacted by the COVID-19 pandemic. The City of Lakeway will receive payment in the same amount in August of this year to total $3,959,867. City Manager Julie Oakley presented a list to City Council Monday night of items that could be eligible for reimbursement from that funding for this fiscal year. City Council approved (7-0) to allow for $124,650 in reimbursements for this fiscal year based on that recommendation. A list of potential future projects that could be used by the additional funding was also presented, and will be visited more in upcoming budget planning sessions.

EMERGENCY MANAGEMENT PLAN:
Emergency Management Coordinator Paul Harvey presented the City's 2022 Updated Emergency Management Plan Monday evening, which was approved by City Council (7-0).

Weekend Outdoor Events
FRIENDS OF THE PARK HIKE:
The Lakeway Friends of the Park will host a group hike tomorrow (Saturday, April 23) starting at 9 a.m. at the Hamilton Greenbelt main trailhead (across from the Justice Complex on Lohmans Crossing Road). This event is free and open to the public. It's an opportunity to meet other community members while enjoying one of Lakeway's prettiest hiking areas. The route will go from the trailhead to the bird blind (about one mile), and then to the overlook area (about another half mile) and back to the start. CLICK HERE for more details.

DUATHLON SUNDAY:
Expect lots of activity at Lakeway City Park this weekend for the PinkStrong Women's Duathlon. The event will take place Sunday (April 24, 2022) morning at Lakeway City Park. Expect the park to be closed that morning to the general public. Around 100 athletes are expected to participate in the run and bicycle portions of the duathlon. Part of the course will take place on Hurst Creek Road and Explorer, and even though those roads will not be completely shut down, expect some minor traffic delays that morning during the race hours. Boat Storage Information
Summer is just around the corner, and with the warmer weather lately, boaters have already started to get out on Lake Travis. The Lakeway Code Compliance team would like to remind residents who own watercraft of the City ordinance pertaining to boat storage and parking. Overall, the parking or standing of boats, watercraft, houseboats, personal watercraft, or other waterborne vehicles is prohibited on any public right-of-way or lot outside of a building. However, waterborne vehicles can be parked on a residential lot for the purposes of loading and unloading, but for no more than two days out of any seven day period. Please be mindful of your neighbors and others when prepping your watercraft for boating season. We want everyone to have a fun, safe boating experience both on and off the water. Early Voting Begins Monday

Early Voting for the upcoming May 7 local election will begin on Monday, April 25 and runs through Tuesday, May 3. Early Voting locations for the Lakeway area includes the Lakeway Activity Center (105 Cross Creek) and the Lake Travis ISD Educational Development Center (607 RR 620 N). Voting times are 7 a.m. to 7 p.m. Monday through Saturday, and noon to 6 p.m. on Sunday. CLICK HERE to view a sample ballot and CLICK HERE for more information on the local election. Lakeway Players Performance

Lakeway Players will bring their spring show "Rough Crossing" by Tom Stoppard to the Lakeway Activity Center, with performances May 5 through May 7 starting at 7:30 p.m. The play is a rollicking comedy set on a 1930s ocean liner with two playwrights working to write a play, while herding their feuding actors and traveling across the ocean aided by an unusual ship steward by the name of Dvornichek.
