New Streeterville Development Approved for 465 N. Park  

Alderman Reilly is pleased to have once again partnered with SOAR in the review of another upcoming development in the Streeterville Community.  After over a year of design revisions and project negotiations with developer, Jupiter Realty, the proposal at 465 N. Park Drive now conforms to the planning principles the Alderman and neighbors look for in a new Streeterville development:
 
A maximum amount of open space (either on site or adjacent): Although Jupiter did not require any additional FAR via our density bonus menu for this project, they have agreed to help fund the reconstruction and redesign of Ogden Park as an unofficial "off-site improvement bonus". 

This block-long park situated atop a parking garage has been an eyesore and source of neighborho od complaints for decades.  This has been the case because unfortunately, the entities responsible for the maintenance and upkeep of the garage, and to an extent, elements above grade, have shirked their obligations year after year---creating an unsafe, unsightly, and unacceptable condition. 
The overall project cost for the Ogden Park makeover is just over $3M. With the Planned Development proposal as the vehicle, approximately half the cost of the park has been leveraged from Jupiter.  The remainder will be provided by adjacent properties including: the Loews Hotel, its residential component, and the Sheraton.

Alderman Reilly is grateful for Jupiter's enthusiasm and dedication to improvements to Ogden Park, a very costly but critical beautification effort and public safety initiative.

A tall or multi-story ground floor to enliven and provide extra security for the street: The project includes a double-height ground floor entry that will be lit and staffed 24/7.  This tall ground floor also better camouflages the parking base at the pedestrian level. 
A design that is tall and slender to maximize light and air between existing structures: In response to community concerns, the developer narrowed the overall footprint of the tower to minimize the building site coverage.  The footprint of the top 11 floors occupies less than 20% of the project site area.
A reduction of new on-site parking spaces: Alderman Reilly requests this reduction not only to press down on large, multi-story parking bases, but also for practical reasons - the profile of renters downtown does not generally include car ownership.  Understanding that the code requires .55 per unit, this unit mix does not demand that high number, and  Alderman Reilly believes the design of the building base benefits as well.

The Chicago Plan Commission, comprised of 22 mayoral appointees, is responsible for the review of proposals that involve Planned Developments (PDs), the Lakefront Protection Ordinance, Planned Manufacturing Districts (PMDs), Industrial Corridors and Tax Increment Financing (TIF) Districts.  They met yesterday to review a full agenda of items, including the project at 465 North Park Drive in the 42nd Ward.

LSDresurfacingLane Closures Required for Lake Shore Drive Resurfacing Project

The Chicago Department of Transportation (CDOT) will begin a four-week resurfacing project for North Lake Shore Drive between Grand and North Avenues starting Monday, October 19.  Preparatory work by the Department of Water Management has already started.
 
All of the resurfacing will take place overnight and on weekdays (Monday through Thursday). Phase One of the project will close two lanes of northbound traffic between Grand and North Avenues. Work will be coordinated to minimize impacts during Cubs home playoff games.
 
In order to ensure the safety of work crews and motorists, the portion of Lake Shore Drive between Walton and Michigan Avenue (the S curve) will be paved during two separate overnight closures. During these closures, which will be announced in advance, motorists will be advised to avoid the affected direction of Lake Shore Drive and traffic will be detoured via Michigan Avenue and Chicago Avenue.  However, there are several alternate routes. The timing of these full road closures is dependent on weather and other factors.
 
Motorists should also expect single-lane closures during this project for work on the curb, shoulders and ramps and for pavement striping. This work will take place during off-peak times, from 9:30am to 3:30pm, and overnight from 9:00pm to 6:00am, weather permitting. Single lane closures will not be scheduled during Cubs home playoff games or the Thanksgiving holiday weekend.

CircleInterchangeFinal Weekend of Jane Byrne Closures Begins Today

The Illinois Department of Transportation is reminding motorists that the fourth and final weekend of lane closures on the expressway system surrounding the Jane Byrne Interchange in Chicago begins this Friday evening, October 16. The public is advised to expect delays and plan accordingly.

The closures are necessary for the installation of steel beams that will support the deck of the new flyover bridge linking the inbound Dan Ryan Expressway (westbound Interstate 90/94) to the outbound Eisenhower Expressway (westbound Interstate 290), part of the larger overhaul of the Jane Byrne Interchange.

The following ramps and lanes will be closed, weather permitting:
  • The outbound Eisenhower (I-290) at the Byrne Interchange will close at 10:00pm Friday.
    Traffic can still access the I-90/94 exit ramps. A detour will direct traffic to the outbound Dan Ryan and the 18th Street interchange to access the outbound Eisenhower via the inbound Dan Ryan.
  • The inbound Kennedy Expressway (I-90/94) between Ohio Street and Harrison Street will be reduced to one lane at 8:00pm Saturday.
    Unlike the previous three weekends of closures, no full stops will be required during the overnight hours. All inbound Kennedy lanes will reopen by 10:00am Sunday.
     
  • All lanes will reopen and the previous traffic configuration restored by 5:00am Monday.
Drivers are urged to pay close attention to flaggers and signs in the work zones, obey the posted speed limits and be on the alert for workers and equipment. The IDOT's Emergency Traffic Patrol (Minutemen) and Illinois State Police (ISP) will have extra patrols in the work zone.

The new flyover will replace an existing single-lane, winding ramp with a two-lane ramp and bridge that begins just south of Roosevelt Road and arches over Harrison Street, the rest of the Jane Byrne Interchange and Halsted Street before connecting to the outbound Eisenhower near Morgan Street.

The Chicago Department of Public Health (CDPH) encourages residents to get their yearly flu shot. In the US, up to 20 percent of the population is infected with flu every year and approximately 200,000 people are hospitalized for it. The Centers for Disease Control and Prevention (CDC) recommends that every individual six months of age or older get a yearly flu shot, which protects against several strains of the virus.
 
The CDPH has re-launched its Flu Clinic Finder, a web-based   app residents can use to find a location nearby where they can get their flu shot. CDPH has also collaborated with Aldermanic offices and various partners to host community events where residents can get their flu shot.   Residents can attend any of the walk-in clinic events and should bring their Medicare or insurance card if they have one.

Breast cancer is the second leading cause of cancer death, and, excluding skin cancers, the most frequently diagnosed cancer among women in the United States.
 
When it comes to breast cancer survival rates, early detection is critical. The five-year survival rate for breast cancer detected and diagnosed before it is able to be felt is 99 percent. It is important to educate both men and women about the importance of early detection, and encourage them to have critical conversations about appropriate screenings with their healthcare provider.

SmartThermostatRebate Available for New Smart Thermostat

People across Northern Illinois are now eligible for rebates on smart thermostats that can cut the cost of the devices in half, making the convenience and increased control of energy use more affordable.
 
Last week ComEd announced a program designed to get 1 million "smart" thermostats into homes in its service area by 2020. The utility will accomplish this by discounting the cost of Nest and Ecobee thermostats dramatically, providing rebates up to $120 on devices that typically cost $249. The smart thermostat initiative, a partnership between the utilities and advocacy groups, is the largest effort of its kind in the nation. The program includes the participation of gas utilities Nicor Gas, North Shore Gas and Peoples Gas.
 
Smart thermostats are Wi-Fi-enabled devices that allow residents to easily control the heating and air conditioning settings in a home through their smartphones, tablets, and computers. The technology is smart because it learns or adapts to user behavior over time and can generate energy savings automatically. Residents remain comfortable when at home and reduce wasted money on heating and cooling energy while away at work or on vacation.

Helicopter Lift at 320 E. Superior, 9:00am, October 17th, 2015
Please be advised that a helicopter will be hoisting materials to the roof of 320 E. Superior Street on the morning of Saturday, October 17th, 2015. Ten (10) lifts will occur between the hours of 9:00am and 10:30am.

During this time period, a "full street closure" will be in effect for Superior at Fairbanks Court, and Huron and McClurg Court. 

City of Chicago police officers will be present to help direct vehicular and pedestrian traffic and maintain public safety in the impacted areas.

CDOT TRAFFIC ADVISORY: Upcoming Overnight Bridge Closure of Lake Street Bridge for Rehabilitation Work
The Chicago Department of Transportation (CDOT) announced that the Lake Street Bridge will be closed:
  • Saturday, October 17, 5am-10am
  • Saturday, October 24, 2015 beginning at 2am until October 26, 2015 at 4am
  • November 22, beginning at 2am until November 23, 2015 at 4am
Both sidewalks and the roadway will be completely closed to traffic. Pedestrian traffic will be re-directed to Randolph St.
  • Eastbound traffic will be re-routed via Clinton, Washington and Wacker.
  • Westbound traffic will be re-routed via Wacker, Randolph, Canal & Lake.
CDOT INFRASTRUCTURE IMPROVEMENT: MEDIAN PLANTER REPAIRS MICHIGAN BETWEEN CHICAGO AND ONTARIO
CDOT construction crews are currently repairing the median planter cap-stone. This work is expected to last through mid-October 2015.

Traffic Impact: Lane closures on Michigan between Chicago and Ontario will be set up during off peak hours during the day-after morning rush and removed prior to the afternoon rush-to accommodate the work.

CDOT TRAFFIC ADVISORY: RAMP CLOSURE FROM EASTBOUND LOWER WACKER TO UPPER WACKER FOR REHABILITATION WORK
The Chicago Department of Transportation (CDOT) announced that the ramp from EASTBOUND Lower Wacker Drive to SOUTHBOUND Lake Shore Drive Ramp will be closed until approximately October 23for rehabilitation work.
 
A marked detour will take traffic from eastbound Lower Wacker via southbound Columbus Drive to eastbound Randolph to Lake Shore Drive. From Upper Wacker, the detour will be south on Columbus, westbound down the ramp on East South Water Street to southbound North Stetson Avenue, east on Lower Lake Street, south on Columbus and east on Randolph to Lake Shore Drive.
 
During the closure, CDOT advises motorists to take alternate routes to access southbound Lake Shore Drive if possible to avoid delays.
 
NAVY PIER FLYOVER TRAFFIC ADVISORY: Intermittent nighttime closures
Intermittent 15 minute nighttime full closures on Illinois Street at Northbound Lake Shore Drive will occur Monday evening, October 12th through Thursday, October 15th between the hours of 10:00pm and 6:00am each night. It is anticipated that the nighttime intermittent full closures will occur for at least a week as crews work to install steel spine sections.

Fall 2015 Bridge Lift Schedule
The City of Chicago has begun lifting the movable bridges over the Chicago River to allow for recreational boat traffic to make the annual trip from Lake Michigan over the next three months to their winter storage.
 
Each year, in the spring and fall, the Chicago Department of Transportation (CDOT) raises the movable bridges along the Main and South Branches of the Chicago River on a twice weekly schedule of Saturdays and Wednesdays to accommodate recreational boats traveling to and from their storage yards.
 
During these "boat runs," the bridges are raised sequentially, typically one at a time. Each bridge lift takes an average of 8-12 minutes. A total of 27 bridges will be lifted in succession from the Ashland Avenue Bridge on the South Branch to Lake Shore Drive.
 
The Fall 2015 bridge lift schedule is as follows:

Lane Closures for Navy Pier Flyover
The installation of shoring towers for the steel erection over Grand Avenue for the Flyover project will continue through September 29. Traffic impacts include: 
  • The eastbound lane for Lake Point Tower garage access and the southernmost westbound lane will be closed (detour for Lake Point Tower garage access to be posted for EB Illinois, NB Streeter and WB Grand).  
  • The island at the northeast corner of Grand and lower LSD will be closed and pedestrians will be routed to the south sidewalk of Grand.  
  • Closure of the east sidewalk of lower Lake Shore Drive between Illinois and Grand. 
  • Closure of one eastbound lane of lower Lake Shore Drive between Illinois and Grand. 
  • Intermittent 15-minute night-time closures of all lanes of Grand from 10:00pm to 5:00am. Pedestrians will be routed to north sidewalk of Grand during night-time work.  These closures are expected to be lifted by the end of September.
September 21 through November 11, the southernmost lane of Illinois Street, near the intersection of Illinois and lower Lake Shore Drive will be closed for the installation of a shoring tower, reducing Illinois down to two lanes. There will be intermittent nighttime full closures for both vehicular and pedestrian traffic from 10:00pm to 6:00am

Dearborn and Lake People's Gas Upgrade Project
Locations: Dearborn Street from Wacker Drive to Madison Street and Lake Street from LaSalle street to State Street.
Work to be performed:People's Gas is currently installing upgrades to the natural gas infrastructure along these streets as part of the Northern Loop Infrastructure Upgrades.

Franklin and Illinois Water Project
The Department of Water Management will be installing a new water main to replace the old pipes which date back to 1904.
Locations: Franklin Street, from Ohio Street to Kinzie and Illinois Street, from Orleans to Franklin
Date and Time: The new water main work will begin shortly and will be completed mid-October of 2015.
Traffic Impacts: Traffic will flow on one lane, on Franklin Street and Illinois Street outside of the working hours of 7am-4pm for local traffic only. During the working hours, access will always be allowed to residences and businesses. Parking will be allowed from 4pm-7am; however the car must be moved no later than 7am to allow crew to begin work.

Water Main Work: Replacement of Water Main Pipes in the Central Business District
Date and Time: Tuesday, July 28, 2015 for three months.
Work Hours are 9:00am to 3:30/4:00pm.
Locations: Dearborn Street, from Superior to Huron. Then work will begin on Erie Street,from LaSalle to Michigan.
 
Chicago Riverwalk Lane Closures
Phase 3 of the Riverwalk is underway. Access to the Riverwalk between LaSalle and Lake Street will be closed to the public.   
  • Construction of the Wells Street Underbridge structure will continue during the weekend of October 16-18.
  • Both leafs of the Wells Street Bridge will be raised and locked on Saturday, November 14 beginning at 2am and will reopen Monday, November 16 at 4am.
  • During that weekend, the west bound curb lane of Lower Wacker Drive between La Salle Street and State Street will have daily temporary closures between 7:00 AM and 4:00 PM. Additionally, the west bound curb lane of Upper Wacker Drive between La Salle Street and State Street may have daily temporary closures between 9:30 AM and 3:30 PM.
  • The steel sheeting installation between LaSalle Street and Franklin Street will continue for at least two more weeks. 
  • Caisson installation will begin next week between Wells Street and Franklin Street.
  • Some demolition work will continue as well as installation of sewer lines and backfilling behind the new steel sheet pile wall.
This project is anticipated to be completed in late fall of 2016.
 
Public Way Closures:
  • The west bound curb lane of Lower Wacker Drive between State Street and LaSalle Street will have daily temporary closures between 7:00 AM and 4:00 PM.
  • The west bound curb lane of Upper Wacker Drive between State Street and LaSalle Street may have daily temporary closures between 9:30 AM and 3:30 PM until fall 2016.
Lane Closure for Union Station Transit Center Project
Date and Time: May through October, 2015
Traffic Impacts:
  • Sidewalk closed on south side of Jackson between Clinton and Canal
  • Sidewalk closed on west side of Canal between Jackson and Van Buren
  • Two lanes of Jackson closed between Clinton and Canal - two east bound traffic lanes will remain open at all times
  • One south bound Canal contraflow lane and one north bound Canal street traffic lane closed - two northbound traffic lanes maintained at all times
Lane Closures for Chicago Loop Link
Date and Time:  
Now until further notice. Substantial project completion anticipated by end of 2015
Location:   
Washington Street from Clark to Lake  
Madison Street from State to Wells
Traffic Impacts:
Streets under construction will be reduced to two lanes during weekday business hours.   Two lanes will remain open for traffic. Additional lane closures may be needed overnight and on weekends. Expect delays in areas where lanes are reduced. No detours are planned and all garages and alleys will remain accessible. Allow extra time when traveling through the construction zone and consider using alternate routes through the Loop.
 
Resurfacing operations are underway on multiple streets affected by the project please follow all posted signage.   Peoples Gas continues with their pavement milling and resurfacing operations on LaSalle and Wabash.  The work at the new Union Station Transportation Center continues with lane closures on Jackson, Clinton, and Canal.

Street Closure for Washington / Wabash El Station 
Date and Time:  From March 9, 2015 for approximately 18 months 
Location and Traffic Impact:  Wabash between Washington and Madison Street will be closed to vehicular traffic to accommodate construction of the Washington/Wabash Elevated CTA Station.  All business frontage and sidewalk will remain accessible.  Valet and delivery drop-off zones remain open on Madison and Wabash.  
 
CTA #56 Bus Southbound Terminal/Layover location change effective Friday, September 25 until project completion
Due to construction on Madison/Wabash, the #56 Milwaukee southbound terminal/layover location for trips ending at Michigan Avenue will be temporary relocated to the far side layover location on Washington between Michigan and Garland.

Lane Closure on W. Randolph
Date and Time: Beginning immediately and lasting until 2016
Location and Traffic Impact: The southern curb lane on Randolph (between State and Dearborn) will be closed.
 
Partial Lane Closure for 200 N Michigan Project
Date and Time: Now through March 2016
Location: Garland Court (between Lake and Haddock) and Lake (between Michigan and Wabash)
Traffic Impacts: Both streets will experience a partial lane closure for the duration of the project
