It’s been a month since Typhoon Mawar disrupted our lives. As of Friday, June 23rd, Guam Power Authority reported that 85% of their customers were back online; and, Guam Waterworks Authority reported that the island's water distribution is fully restored. Scroll through for additional news and updates regarding recovery and what events to look out for in the coming days and weeks.
Save the date: Friday, July 7th for the Business Recovery Summit & Expo. The event will take place at the Hyatt Regency Guam and will feature various panels throughout the day to include the state of the island's economy in light of the damages from the typhoon and updates from the telecommunications companies, and utilities, as well as industry updates. Tabletop exhibitors will feature government agencies and private businesses that can help in business recovery. Be on the lookout for details very soon!

Governor Leon Guerrero Signs
Executive Order No. 2023-08
Governor Lou Leon Guerrero signed Executive Order No. 2023-08 relative to lifting the emergency on the public water supply shortage caused by Typhoon Mawar and orders such that:
Public Water Supply Shortage Emergency Lifted. The second state of emergency due to the public water supply shortage as a result of Typhoon Mawar, declared in E.O. 2023-06, will be lifted effective 12:01 a.m. on June 24, 2023, at which time our community may resume the use of public water for all purposes.
Precautionary Boil Water Notice Lifted
The Guam Waterworks Authority (GWA), in accordance with Guam Environmental Protection Agency, has lifted its Precautionary Boil Water Notice (BWN) for all areas of the GWA system, meaning areas with adequate pressure, chlorine residual levels in the water, and water sampling and analysis are clear of any contaminants.

Disaster SNAP Program Has Launched
The Department of Public Health and Social Service reminds the community that the Disaster Supplemental Nutrition Assistance Program (D-SNAP) will launch on Thursday, June 20, 2023. D-SNAP provides financial assistance to low-income households that have experienced food loss or damage caused by a natural disaster.

Announces Renewal Applications for all Insurance Licenses
The Insurance and Banking Division of the Department of Revenue and Taxation has announced that renewal applications for all Insurance licenses will be due on Friday, June 30, 2023, without penalty. Office hours are open from 8:00 am - 5:00 pm, Monday through Friday, no appointment is necessary to file the applications. Licensees should also anticipate delays in processing.

Gas Tax Relief Act Extended Another 180 Days
Bill No. 135-37 seeks to extend the Gas Tax Relief Act, a measure first enacted in Public Law No. 36-105 and extended by Public Law No. 36-124. The purpose of the GTRA was to help stabilize the rising price of fuel gasoline on Guam by temporarily waiving the levy of excise taxes, automotive surcharges, and mass transit automotive surcharges on liquid fuel collected under Guam Law. The extension provided in P.L. 36-124 expires on June 17, 2023

Governor Leon Guerrero Addresses Price Gouging by Electricians
Governor Lou Leon Guerrero wrote a letter regarding price gouging by electricians. She has received numerous reports of price gouging by electricians preparing and certifying the repairs of weatherheads and/or electrical components damaged by Typhoon Mawar. The reports she has received indicate that numerous electricians may have been charging two to three times the rate that existed prior to Typhoon Mawar.
