Pennsylvania’s corporate tax rate begins years-long descent

Lauren Jessop, The Center Square
January 16, 2023

(The Center Square) – Pennsylvania’s corporate net income tax rate decreased 1 percentage point on Jan. 1 as the state begins a decade-long campaign to stimulate business growth within its borders. The state’s 9.99% CNIT, one the highest in the nation, decreased to 8.99% in the new year. The policy change comes six months after a Republican-majority General Assembly brokered a deal – as part of a larger $45.2 billion budget agreement – with outgoing Democratic Gov. Tom Wolf to gradually lower the rate by half a percentage point each year until it reaches 4.99% in 2031. Wolf’s support for the plan constituted a stark departure from the rest of his party, who have historically advocated for robust taxes on registered corporations. When he expressed support last year, he acknowledged the rate “holds the commonwealth back.” “Businesses are asked to pay more than their fair share,” he said in April. “It’s a barrier to new business growth and limiting opportunities for our workers and new student graduates.” The reforms in the bipartisan bill, according to the Tax Foundation, “can help the state’s economy respond to inflationary demand” and “will continue to yield economic benefits after the inflationary period has waned.”

2023 will see push for financial wellness

Soaring inflationary pressures and mounting recession fears have combined with pandemic and employment concerns to create a heightened level of financial stress among employees. For employers, this represents both a dilemma and an opportunity. The employee benefit portfolio that may have worked well in the past may not adequately address these needs going forward. By investing in planning and some resources, however, business owners can both demonstrate their concern for employees and solidify if not increase worker morale and productivity at the same time.

Our Next Great Workforce Begins at
Pennsylvania Free Enterprise Week!

“PFEW is unique in that it gave me a glimpse into the business world in a way that I don't think I could have experienced otherwise. There have also been incredible speakers with powerful messages that will change my life. The lessons in business and in life that I have learned here will be unmatched in any other event that I attend. Students need to experience this hands-on learning that will prepare future generations to become the next community leaders and understand what employers want and need.”

This quote from PFEW 2022 graduate Julia Bianchin from Butler Area Senior High School in Butler County describes why we support Pennsylvania Free Enterprise Week. PFEW prepares students like Julia to assume roles as our next great employees, employers, and community leaders. Because workforce development remains the top priority of Pennsylvania businesses, this program is needed more than ever.
Julia is pictured here, front row, second from left, with her team, Chewnines, a

Offered by the Foundation for Free Enterprise Education (FFEE), PFEW holds multiple week-long summer sessions for rising high school juniors and seniors on the campuses of Lycoming College and the Pennsylvania College of Technology in Williamsport. PFEW was created in 1979, and this year they will graduate their 50,000th young Pennsylvania leader.

PFEW is a hands-on program entirely funded and taught by practitioners from the PA business community, and that’s why it is so effective. Students form teams and run a modern manufacturing company using a powerful college-level simulation. They make the same decisions you make every day. Volunteer mentors provide guidance and insight into modern business operations. Teams are responsible for two judged presentations – a stockholders annual meeting and an advertising presentation - where they must demonstrate in-depth knowledge of all facets of business, finance, marketing and more. The week is highlighted by Speakers delivering life-changing messages directed at the students’ personal and professional development. An ethics case study, other business-related activities and a full immersion in the college experience round out this incredible week of learning.

UC Fraud and UC-1099G Tax Forms

Victim of unemployment fraud?
Criminals using stolen identities filed claims for unemployment compensation in other people's names. Because unemployment compensation is taxable, state unemployment agencies submit Forms 1099-G to individuals in whose names and Social Security numbers the unemployment compensation was paid and to the IRS. Victims of fraud who receive Forms 1099-G with inaccurate amounts of unemployment compensation in Box 1 should notify the state agencies of the inaccuracies and request corrected Forms 1099-G. The Department of Labor details www.dol.gov/agencies/eta/UIIDtheft.

Taxpayers should only report income they actually received on their tax returns. Do not report income you did not receive. The IRS offers tax guidance to victims at https://www.irs.gov/identity-theft-fraud-scams/identity-theft-and-unemployment-benefits.

Did you know........

Small businesses represent the largest segment by number of most local chamber membership rolls. Results in the research study by The Shapiro Group, Inc. and Market Street indicate the impact of local chamber membership on small businesses is very powerful. If a consumer knows a small business is a member of its local chamber, the business enjoys a 44 percent increase in its consumer favorability rating, a 51 percent increase in consumer awareness, a 57 percent increase in its local reputation and a 63 percent increase in the likelihood that consumers will patronize the business in the future.

Research indicates that chamber membership stimulates business-to-business commerce in the local community. Other businesses in town are more likely to do business with you and your company if you are a member of the local chamber. Because a major part of a small business typically comes from business-to-business services, it is essential to maintain a positive standing within the local business community.
