Youth Program Success!

Norwich CDO Workforce Career Center
In the spring of 2022, 19-year-old “M” came to a CDO Workforce Career Center, never having had a job, and was subsequently enrolled in the Out of School Youth Program. Career interests were explored, and work at a library appealed to “M” as they read a lot and were working on a novel. A work experience at a library in a nearby town was created for them. Supportive Services helped to provide clothing appropriate for the interview. As the youth had no transportation, supportive services also provided bus tokens for the 20-mile round trip. “M” initially had a lot of anxiety about using public transportation and needed encouragement to get on the bus on the first day. By the end of the work experience, “M” became completely at ease riding the bus and knew each driver by name.
“M” received nothing but positive feedback from their worksite supervisor, who stated they became an asset to the library, learning quickly and taking the initiative to ask questions and ask for more work. At the request of the library director, the work experience was extended for “M” to stay on to help with the library’s summer reading program. “M” repeatedly expressed their enjoyment of the work and their gratitude to the Youth Program. In July of 2023 “M” took the Library Clerk Civil Service Exam offered by the small city in which they live and was the only one to pass the exam. Supportive Services helped in this by providing a Library Clerk test preparation study guide. However, as there were no openings at the time, “M” started a job search. Their resume was updated, and they applied to a few jobs. They were soon hired by Walgreens in September of 2023 as a Customer Service Associate and quickly gained increasing responsibilities, including closing most nights.
In late January of 2024, a part time library clerk position opened at the library near to where they lived. Their resume was updated again, they wrote a cover letter, filled out the application and dropped the application off at the City Clerk’s Office. After a few weeks, they were called in for an interview, and subsequently hired for the position, starting the job in mid-March. They have worked only a few weeks, but state they continues to learn more daily about the workings of a library and is greatly enjoying the job.
With the help of the Out-of-School Youth Program (OSYP), “M” transformed from a shy youth with little to no self-confidence to a self-assured young person with plans of attending college, possibly for library science. “M” has recently been exited from the Youth Program, but during the year of follow-up services, the plan is to explore colleges, and help “M” with the admission process.
Helping youth on a path of identifying job-related goals, gaining work experience, and launching them into careers is what the Youth Program is all about, but it does not happen overnight. “M” is an example of what is possible within the program.

CDO Workforce Announces New Career Center Satellite Offices in Delaware County: Focus on Youth Services
Delaware County is a vast, isolated, and rural county with a lack of Public Transportation. Providing efficient and effective Employment and Training Services and resources, along with HSED Preparation classes is challenging.
In an effort to establish greater access to employment and training resources and HSED Preparation, CDO Workforce is re-establishing Career Center Satellite Offices in Margaretville, Hancock and Stamford, with focus on out-of-school youth (16–24-year olds).
CDO is partnering with local libraries in Margaretville, Stamford, and Hancock for use of their space at no cost to CDO. The Career Centers will be located at Public Libraries, (Stamford Village Library, the Margaretville Fairview Library, and the Hancock Louise Adelia Read Memorial Library) and will be staffed Monthly with a CDO Youth Employment and Training Counselor.
From these new locations, the Employment and Training Counselor will foster community partnerships with youth, local businesses, organizations, and leaders, which will be needed to establish consistent, visible, and accessible services in underserved communities. Appointments can be made with the Youth Counselor for times when it is most convenient for them to meet. Connections have been made with local HS Administration, specifically Guidance Counselors, to let them know our Library Schedule in case they have a referral. Flyers and posters have been provided for display as they see fit. Posters have been placed at the participating libraries and at some local establishments.
Our goal is to provide career development opportunities and HSED Preparation for youth in addition to continue providing established career services in Sidney and Delhi.

2024 Youth Practitioner’s Conference
Five CDO Workforce staff members who work with youth attended the 2024 Youth Practitioner’s Conference on March 11-13th where we were presented with speakers from other Youth Programs across the state, best practices and networking events with our peers.
