Days to Sine Die - 107


A ton of excitement this week at the Capitol, the Senate Finance Committee held meetings every day this week to fully review Senate Bill 1 (the state budget bill) and the Speaker of the House announced committee assignments including quite the public education committee shake up.



Some quick updates:


  • Commissioner Morath testified in front of the Senate Finance Committee on Monday for close to four hours. He covered a ton of issues including commenting on the how attendance-based funding was significant "incentive" for schools to find students. He also suggested there are ways to base elements of the school finance system on enrollment to lessen the inequitable impacts of ADA funding. This may be the first hint at what we think will be viable on the Senate side. You can watch the full hearing here.


  • It is worth sharing again - there is a strong possibility that the House could support moving from attendance to enrollment OR a significant raise in the basic allotment BUT not both. Additionally, this week it was shared that state leadership has earmarked around $4 - $6 billion for public education (separate from property tax reduction)


  • During the Region 20 cluster meeting, it was suggested for BCEC to submit a letter to Commissioner Morath asking for a report-only year for the new CCMR cut points. I will be drafting a letter for you all to review early next week. If you all have any "what if" reports on how the changes will impact you, please send them over.


  • City Education Partners released "San Antonio STAAR Results Report" consisting of STAAR results from last October divided into San Antonio council districts. There seems to be little consideration for differences in demographics or funding or where the students' served at the campus actually live.   • Friday, March 10, 2023 - 60-day deadline for bill filing
  • Saturday, April 15, 2023 - First day that a senator may place up to five bills or resolutions on the Senate Notice of Intent Calendar and also Julia's Birthday :)
  • Monday, May 8, 2023 - Last day for House committees to report House bills and House joint resolutions 
  • Tuesday, May 9, 2023 - Deadline for the House to distribute its last House daily calendar with House bills and House joint resolutions
  • Wednesday, May 10, 2023 - Deadline for the House to distribute its last House local and consent calendar with consent House bills
  • Thursday, May 11, 2023 - Last day for the House to consider 2nd reading House bills and House joint resolutions on the daily or supplemental calendar
  • Friday, May 12, 2023 - Last day for the House to consider consent House bills on the local and consent calendar on 2nd and 3rd reading and all 3rd reading House bills and House joint resolutions on the supplemental calendar
  • Wednesday, May 17, 2023 - Deadline for the House to distribute its last House local and consent calendar with local House bills
  • Friday, May 19, 2023 -  Last day for the House to consider local House bills on the local and consent calendar on 2nd and 3rd reading
  • Monday, May 22, 2023 - Deadline for the House to distribute its last House local and consent calendar with Senate bills 
  • Thursday, May 25, 2023, before midnight - Deadline for the House to distribute Senate amendments
  • Friday, May 26, 2023 - Last day for the House to act on Senate amendments (concur or request a conference committee), Before midnight: deadline for the House to print and distribute House copies of a conference committee report on the general appropriations bill, Before midnight: deadline for the Senate to print and distribute Senate copies of conference committee reports on tax, general appropriations, and reapportionment bills
  • Saturday, May 27, 2023, before midnight - Deadline for the House to print and distribute House copies of all conference committee reports on joint resolutions and on bills other than the general appropriations bill, Deadline for the Senate to print and distribute Senate copies of all conference committee reports on joint resolutions and on bills other than tax, general appropriations, and reapportionment bills
  • Sunday, May 28, 2023 - Last day for the House to adopt conference committee reports or discharge House conferees and concur in Senate amendments
  • Monday, May 29, 2023 - Last day of 88th Regular Session (sine die).
