Arkansas legislators have more than a dozen topics to consider for the 2024 ballot after the Feb. 8 filing deadline for constitutional amendments passed with 33 different resolutions filed.

They can only refer three constitutional amendments to voters, plus one about their salaries.

Rep. David Ray filed the first proposal for the 2024 ballot and Rep. Vivian Flowers filed the last proposal.

Some of the resolutions we have seen before, such as putting the highway department under state control rather than continue as an independent agency, eliminating personal property taxes, enacting renters rights, and requiring that state prisoners be compensated for working. None of those proposals have made it to the ballot in the past.

Some proposals were similar to past ballot issues, such as ranked choice voting and creating a redistricting commission (both kicked off the ballot in 2020), and increasing the percentage of votes required to pass constitutional amendments (rejected by voters in 2022). A half-cent state sales tax is among the mix, though for a different reason than what voters approved in 2020.

Other proposals would undo past constitutional amendments by putting salary increases back in front of the legislature for a vote and reaffiliating judicial offices with political parties.

Topics we haven't seen in recent years included victim rights, allowing governments to fund water utility assistance programs, establishing a Board of Pardons, a right to reproductive freedom, not being denied the ability to buy or sell items or services based your personal or religious beliefs, and creating a recall process for statewide offices.

Legislators were under a self-imposed deadline to file 2024 ballot proposals by Feb. 8. Several legislators filed shell bills as a spot holder with more details expected at a later date.

Both the House and Senate have a State Agencies & Governmental Affairs Committee that will be tasked with narrowing down the proposals from their chambers. Committee chairs will soon set dates to review the proposals.

Traditionally, legislators have alternated which chamber refers two amendments versus one amendment. In 2021, the Senate referred two amendments. That means it would be the House's turn this year to have two proposals on the ballot if this trend continues.

Senators filed 20 proposed amendments for the 2024 ballot and Representatives filed 13. Three of those proposals were companion bills, meaning a senator and representative filed the same bill.

Constitutional amendments from the legislature must be voted on and approved by both chambers before they can be on the ballot. The legislature is expected to meet through April 7, recess, and then come back May 1 to wrap up loose ends with constitutional amendments and other bills.
