As we sprint toward summer, we are proud to announce the return of the Sherman Oaks Neighborhood Council Summer Movie Series in the Park, which will kick off this year at Van Nuys Sherman Oaks Park on June 24 with Guardians of the Galaxy, presented by SONC in partnership with the Council District 4 and LA Rec & Parks departments. Thanks to the SONC Outreach Committee for its work in preparing this community event.
This will also be the final summer for 2nd Vice President and Outreach Committee Chair Harold Shapiro, who is retiring from the board. If you are interested in serving on this committee, please contact us!
Last month, the Neighborhood Council adopted several motions pertaining to homelessness issues, including a requested expansion of emergency homeless shelter notification requirements and the Community Assistance, Recovery, and Empowerment (CARE) Court Program. We also explored the issue of Democracy Vouchers for local elections and voted to support LAPD’s Diversion and Recidivism programs, an alternative and proven approach to public safety and crime reduction that is both supported by law enforcement and complies with existing legislation and policy that discourages incarceration for certain low-level offenses.
During our board meeting on Monday, June 12 at the Louis Armstrong Middle School auditorium, SONC will consider amending and modernizing the city’s outdoor and al fresco dining ordinance to support our businesses while also standardizing quality, welfare, and safety rules. We will also consider motions to address expansion concerns at the Van Nuys Airport, LAFD fire health & safety, and environmental protections.
June’s meeting will also feature a Candidate Forum for the 2023 elections. Come and hear from the candidates before you cast your ballot, or join us online via our limited hybrid option. The vote-by-mail application period closes soon, at 11:59pm on Saturday, June 3. Applications can be filled out online via an Angeleno Account on the city clerk's website, or via paper form (be sure to postmark it by June 3). Election Day itself is Thursday, June 22, with in-person voting taking place between 2pm-8pm at the Sherman Oaks East Valley Adult Center on the west (Van Nuys) side of Van Nuys Sherman Oaks Park. Virtual SONC Meetings – Some Hybrid Now Offered
In May 2020, the Sherman Oaks Neighborhood Council began to hold virtual meetings by way of video teleconferences using the Zoom platform, in response to the COVID-19 pandemic. The Zoom platform allowed the Neighborhood Council to conduct its meetings and keep operating and interfacing with the community via the Internet and/or via standard telecommunications technology during that time. The City of Los Angeles announced the resumption of in-person meetings effective March 30th, 2023.
All SONC meetings will now take place in-person. The monthly Board Meetings will be conducted at the Louis Armstrong Middle School, 5041 Sunnyslope Ave, Sherman Oaks, CA 91423. Most committee meetings will be conducted at the Sherman Oaks Martin Pollard Branch Library, 14245 Moorpark Street, Sherman Oaks, CA 91423. Other meetings will be conducted at the L.A. City Council District 4 Field Office, 14930 Ventura Boulevard, Suite 210, Sherman Oaks, CA 91403.
At the discretion of each SONC Committee Chairperson, and for the Board meetings, an attempt will be made to facilitate a hybrid meeting format. This means that some SONC meetings will still be conducted with a remote access feature enabled, so that the Public and Community Stakeholders can still participate and comment on agenda items utilizing the Zoom video telecommunications platform. For information on specific times and locations for each meeting please consult the SONC website calendar page:

The Neighborhood Council system enables meaningful civic participation for all Angelenos and serves as a voice for improving government responsiveness to local communities and their needs. We are an advisory body to the City of Los Angeles, comprised of stakeholder volunteers who are devoted to the mission of improving our communities.

The June 22, 2023 Neighborhood Council election day is fast approaching. SONC has secured 21 stakeholders to run for the 9 council seats across areas 2, 4, and 6 that will be on the ballot. Please refer to the Area boundary map below and the area boundary descriptions that appear here to determine if you live in an area of Sherman Oaks that will have open seats on the 2023 ballot. As a Sherman Oaks community stakeholder you are only entitled to vote in the elections if you reside in one of the 3 areas that has candidates currently running for office.

The Office of the City Clerk administers Neighborhood Council elections, while the Department of Neighborhood Empowerment (DONE) – which serves as the primary support agency for LA’s Neighborhood Council system – oversees elections outreach and education.
Ballots And Voting Options
In 2023, the City Clerk will be using a hybrid election model for NC elections that provides for both in-person polling place voting as well as the option to Vote-By-Mail. The minimum voting age is 16. Voters can only cast their ballots for candidates that are running in their respective area of Sherman Oaks. This means that only eligible certified voters associated with Areas 2, 4 and 6 will be voting in the 2023 election for candidates running for open positions in those areas. Participation to vote is open to those who live, work, or own property or a business within a specific area. The certification process to receive a ballot will require voters to attest to qualification via written documentation (California driver's license or ID, property tax statement, paycheck, City of LA issued business license, etc.).
Viewing The List Of Candidates
Now that all the candidates are certified by the City Clerk's Office, their bio's and candidate statements are published on-line. To view candidate information for stakeholders who filed an application, visit the Candidate Statements page on the City Clerk's website. The Official List of Certified Candidates will remain posted and viewable on the website through Election Day.
Voting Deadline
The voting deadline for SONC elections will be Thursday, June 22, 2023, with official results released on July 6, 2023. Newly elected council members will be officially sworn in and seated at the July 10th, 2023 SONC board meeting.
Obtaining A Vote-By-Mail Ballot
Sherman Oaks stakeholders were given the option to submit an application to receive a Vote-By-Mail(VBM) Neighborhood Council Elections ballot up until June 3rd. The City of Los Angeles City Clerks office is accepting these applications to receive ballots after that date, so long as they are postmarked by June 3rd. The Department of Neighborhood Empowerment (DONE) distributed the paper versions of the Vote-By-Mail application and ballot request form to resident and business stakeholders in the 3 Sherman Oaks areas for which they have valid mailing addresses contained in the city's records system recently. You can fill out that form and return it to the clerk in the accompanying postage paid envelope as late as Saturday, June 3rd.
Stakeholders can also apply on-line to receive a ballot so long as they apply prior to 11:59 PM on June 3rd. You will need to create an Angeleno Account prior to submitting an online VBM ballot application. However, no Angeleno Account is needed if you are using the paper application form to request a Vote-By-Mail ballot. If you would like to email your completed ballot applications, send them to:

Applications to obtain a ballot are reviewed by the City Clerk's Office to ensure stakeholders meet the NC voter requirements. Once the ballot applications are approved, the Vote-By-Mail ballots are mailed to the voters who have submitted ballot request forms. The deadline to submit an application to request a Vote-By-Mail ballot is June 3, 2023 (19 days prior to the election).
Returning Your Completed Ballot
Voted/completed mail-in ballots can be returned by mail using the included postage-paid envelope or can be dropped off at the polling place on Election Day (June 22, 2023). Completed NC ballots must be postmarked by Election Day and received no later than ten (10) days thereafter.
In-person Voting - Polling Location
The in-person polling location for the 2023 Sherman Oaks NC Election will take place at the Sherman Oaks East Valley Adult Center (SOEVAC), 5056 Van Nuys Blvd., Sherman Oaks, CA 91403, in Building C, Back Division. Voting hours will be 2:00 PM to 8:00 PM on June 22, 2023. If you intend to vote in-person, you do not need to apply online or submit a paper ballot request form to obtain a VBM ballot. At the polling place, you will need to provide paper documentation that clearly attests to your stakeholder status, identity, and area participation to establish and confirm your eligibility to cast your vote.

Current city zoning and planning guidelines fail to properly identify or sensibly prioritize opportunities to develop beneficial public transit/affordable housing planning frameworks that are financially feasible and economically realistic. As a result, what housing is being built continues to be higher-priced, market-rate units with only a modicum of "affordable" units (defined as anywhere from 80% to 120% of median income) and tragically few low-income units (defined as ranging from 30% to 50% of median income).
At the same time, new housing development regulations dramatically reduce parking requirements and, in some cases, eliminate requirements for any parking for new housing development located within one-half mile of "public transportation." Unfortunately, most Los Angeles and particularly San Fernando Valley public transportation is inefficient, inconvenient, unreliable, and unsafe.
We are reaching a critical tipping point. And it is essential to have comprehensive transit-oriented/affordable housing development planning in place, as soon as possible.
Therefore, we are proposing to undertake a broad-based reassessment of existing regulations, zoning, infrastructure, public transportation, and physical and socioeconomic assets to inform a new, comprehensive, integrated, transit-oriented housing opportunity master plan to incentivize public and private investment in affordable housing, increase public transit viability, access, and ridership across all demographic groups, and reduce dependency on automobile travel, particularly for the typical one-to-three-mile car trip around town and the first-mile/last-mile link to regional transit – which will all support combating climate change and greenhouse gas emissions.
We are also fighting two State Senate Bills, SB 423, and SB 4, that would diminish the quality of life in Sherman Oaks and all of California. Details of both bills are in the April Ziff Flyer.

Here Comes The SONC Summer Movie Series
Please join us on Saturday, June 24th as we kick off our Summer Movies in the Park series with a free alfresco screening. These family-friendly summer evening outdoor events typically have fun activities for the kids, community information booths, and some available refreshment options. The Summer Movie Series this year will include film titles that will appeal to the whole family.
The movie to be screened this month is "Guardians Of The Galaxy" the initial film from the popular Marvel Universe & Comics series about a team of extraterrestrial criminals who go on the run after stealing a powerful artifact. First released in 2014, it features an ensemble cast including Chris Pratt, Zoe Saldaña, Dave Bautista, Vin Diesel, and Bradley Cooper, along with Lee Pace, Michael Rooker, Karen Gillan, Djimon Hounsou, John C. Reilly, Glenn Close, and Benicio del Toro. It is rated PG-13 for intense sequences of Sci-Fi special effects violence and action, and for some language. Total running length is 122 minutes.
On Saturday evening July 22nd SONC will screen "Mamma Mia!" a 2008 jukebox musical romantic comedy film starring an ensemble cast, including Christine Baranski, Pierce Brosnan, Dominic Cooper, Colin Firth, Amanda Seyfried, Stellan Skarsgård, Meryl Streep, and Julie Walters. This film is rated PG-13 for some sex-related comments. Film running time is 99 minutes. Attendees are encouraged to 'sing along' as the movie is based on and features some very popular songs written by the group Abba.
For Saturday August 26th, SONC will be presenting "The Super Mario Bros. Movie". This is special since it is a very popular 2023 computer-animated adventure film based on Nintendo's Mario video game franchise and is currently screening in theaters, having been released just last month. The ensemble voice cast includes Chris Pratt, Anya Taylor-Joy, Charlie Day, Jack Black, Keegan-Michael Key, Seth Rogen, and Fred Armisen. This film is rated PG and runs 1 hour and 32 minutes. Attendees are encouraged to come to this screening dressed as their favorite Mario Bros. character.
These movie screenings are held at the Sherman Oaks Van Nuys War Memorial Park, 14201 Huston St., Sherman Oaks, CA 91423. Look for the giant inflated movie screen as these films are projected outdoors on the softball field on the east side of the park under the stars in the evenings once the sun sets, and it is dark enough (typically around 7:30 or 8:00 PM). Bring your own folding lawn chairs or blankets to sit on and a picnic basket with your own snacks. The pre-movie activities begin at 6:00 PM. This summer schedule will surely be fun with an entertaining series of SONC Movies in the Park.
I would personally like to take a moment to thank all the SONC elected council members and volunteer SONC committee members who have devoted their time and efforts to working along with me to provide the Sherman Oaks community with an Outreach program this past year and a half. A program that, based on community member feedback, and from my perspective, has been very successful in informing the neighborhood, raising awareness and gaining stakeholder interest on all the important issues that impact Sherman Oaks. This newsletter will be my last as editor, as my 4-year term of office on SONC as the Community Interest Advocate for Area 6 comes to an end on June 30. Serving on the neighborhood council these past 4 years has allowed me to obtain an in-depth and up-close education on local city politics and government.
I sincerely hope that other concerned residents, business owners, and community interest stakeholders will be more engaged and involved with their local Sherman Oaks government representatives, and perhaps even volunteer to take an active role in SONC as a committee member or even as a committee chairperson in the not to distant future. SONC needs caring and educated participants in the local government process to ensure that the voices of the community are not ignored by LA City Council or the mayor's office on the issues that effect us greatly. At its May 17th meeting the Airport Committee passed a motion for consideration by the SONC Board at its upcoming June meeting to approve and submit a Community Impact Statement (CIS) that identified flaws with the Los Angeles World Airports (LAWA) Vision Study for Van Nuys Airport (VNY) and recommended steps that should be taken to address these flaws. The content of the motion follows.
MOTION REGARDING VNY VISION STUDY AND CALL FOR MORATORIUM
Whereas,
A. The LA City Council in CF 22-1127 requested the Department of City Planning in consultation with Los Angeles World Airport (LAWA) create a Specific Plan and/or other land use tools for Van Nuys Airport (VNY) to replace the existing Van Nuys Airport Plan and zoning ordinance. As the initial step in this process LAWA is conducting a "Vision Study" to identify what land uses at VNY should be incorporated into the Specific Plan.
There have been two rounds of open house public meetings seeking community input. Both open houses however were severely flawed and require a reset of the Vision Study for it to be truly responsive to community concerns, and to develop real land use alternatives rather than the one-sided options that LAWA presented which all involve the continued conversion of VNY to a major jetport for the very wealthy.
Flaws with Vision Study.
- LAWA hasn’t earned the trust from impacted communities. Feel like we’re being manipulated.
- No real dialogue with stakeholders, including the VNY Citizens Advisory Council (CAC) ad hoc committee in Vision Study process to date. The process has been top down driven with the appearance that LAWA is just checking boxes to meet the City Council’s mandate.
- Putting cart before the horse by asking us to comment on alternative land use plans without giving us any background data on existing land use allocation and forecasts of future demand by aircraft type.
- Never asked for our big picture goals for VNY's future before giving us limited choice alternatives to react to.
- The alternative land use plans appear to be thrown together at last minute and lack any definition of what goals they are trying to solve.
- Also, alternatives don’t allow for different futures based on known unknowns such as impact to VNY of Santa Monica (SMO) airport potentially closing.
- Process schedule seems fast-tracked to meet some undefined deadline with limited opportunities to provide input.
- Missing many steps on how you get to asking for input on alternative land use plans.
- Opportunity to comment on Alternatives removed from LAWA website after 6 days.
- Vision Study process is being rushed when Council District 6 has no elected Council person to represent the neighborhoods nearest to VNY and therefore could shoulder some of the most adverse impacts of any proposed land use changes.
B. Many people have spoken at the Vision Study Open Houses and at VNY Citizens Advisory Council about the serious flaws of the Vision Study and the need for a moratorium on any Request for Proposals (RFPs) and pending leases that will allow for an increase in aircraft operations until an updated Airport Plan and/or Specific Plan is adopted by the City Council.
The Sherman Oaks Neighborhood Council (SONC) believes the Vision Study could still be a valuable first step towards an updated Airport Plan if the following is done:
- For people to provide informed opinions on land use alternatives they need context and they need data that we know LAWA has but has not shared with us. LAWA needs to provide spatial and tabular documentation on how the acreage at VNY is currently allocated to each aircraft category (prop plane, helicopter, small jet, medium jet, and large jet) and non-aviation uses by location; and for each property the lease status, facility condition and the percentage occupancy. This should allow an overlay of potential redevelopment sites in selected time frames.
- We also need to see the 20 year and interim year forecasts of demand by type of aircraft that LAWA has prepared. These should include alternative forecasts to reflect known unknowns (e.g. with and without the closure of SMO, and possibly Whiteman airports).
- To help define alternative land use concepts LAWA should elicit input from stakeholders on what their "big picture" vision of VNY should be in the future.
- Using this information alternative land use plans should be prepared as a collaborative and iterative, bottom-up process not a top down process that includes input from all stakeholder groups.
- LAWA should then use Consensus building workshops to obtain buy-in by the different stakeholder groups on what alternative or alternatives should advance into the Specific Plan/Airport Plan Update.
Therefore,
Since the fate of each redevelopment site will not be known for certainty until the Vision Study and subsequent Specific Plan are adopted, there needs to be a moratorium on any RFPs and pending leases for redevelopment at VNY until the process is completed.
Additional topics discussed at the May Airport Committee meeting were:
The size and composition of the committee. It was decided to keep the committee at seven members for now.
Burbank Airport Environmental Assessment (EA) Status. The FAA has yet to provide an indication of when their Environmental Assessment (EA) of possible changes to departure procedures at Burbank Airport will be completed, nor what alternatives they are analyzing.
The next Airport Committee meeting will be held on Thursday June 8th at 6:30 pm at the Sherman Oaks Martin Pollard Branch Public Library.

The SONC Public Safety Committee had our first "in-person" meeting for 2023 on May 27th and it was a great success! The meeting was held in front of Starbucks in the Gelson's Plaza. Starbucks generously supplied us with refreshments and reserved seating! Neighbors and area businesses connected with SONC and our LAPD Senior Lead Officers. It was a great way to start the day and reconnect with our Sherman Oaks Community! The minutes from the meeting, including info from the Senior Lead Officers will be posted to the SONC website.
We had the honor of seeing our very own SONC Board Member, and PSC Member, Christy Adair being named as Honorary Fire Chief of the Valley Bureau. Christy teaches the Community Emergency Response Team (CERT) program, which is an all-risk, all-hazard training. These classes prepare us to respond to a multitude of crisis situations, including a "Stop the Bleed" course. Christy is a dedicated public servant who works diligently to ensure we're prepared to survive, and help others in almost any situation. We're lucky to have her ~ Congratulations Christy!

The SONC Public Safety Committee traditionally meets on the second Tuesday of each month. And we're looking forward to meeting again soon and hearing from even more Sherman Oaks community members. However, due to conflicting schedules, we do not have a confirmed date or time for the next Public Safety Committee Meeting at this time.

SONC’s Neighborhood Purposes Grants
The Sherman Oaks Neighborhood Council (SONC) works in various ways to support and benefit the Sherman Oaks community. SONC is authorized to make monetary grants to certain non-profit 501(c)(3) organizations and public schools for programs that benefit our community through SONC’s Neighborhood Purposes Grant (NPG) program.
Over the past few years SONC has provided grants to support educational gardening projects at Kester and Chandler elementary schools; a STEAM based program at the Sherman Oaks public library; the Sherman Oaks Chamber Foundation’s utility box painting program; the Hope of the Valley and Valley of Change programs that serve the unhoused and needy; as well as other grants that supported disaster preparedness, the LA City East Valley animal shelter, and neighborhood clean-up programs, among others.
These grants are small and limited by SONC’s available funding. The grants often focus on seed funding to get programs started – SONC doesn’t provide ongoing operational funding for these organizations but hopes to provide funding that gets a program started and encourages local community members to participate and support these locally focused organizations that provide local public benefits.

Hear from Mayor Karen Bass, City Council President Paul Krekorian and others, learn about the city budget, city services and engage in regional breakout sessions to discuss and have input on issues in your region.
On May 31st, the City of Los Angeles and the Jewish Community celebrated Jewish American Heritage Month at City Hall and unveiled the "Being Deborah" exhibit there. The exhibit is to honor Jewish women who have made exceptional contributions to Los Angeles. Deborah is a very significant woman in the Bible. The only female judge, the only one to be called a prophet and the only one described as performing a judicial function.

What Is A Neighborhood Council?
The purpose of neighborhood councils is to promote public participation in City governance and the decision-making process so that government is more responsive to local needs and requests. Neighborhood Councils will advise the Mayor, City Council and City Departments on the City budget and will give local residents greater say over the decisions that affect our lives.
