I received lots of beautiful photos from community members this past weekend with one common theme: The Village of Ossining's Public Works Department did a great job clearing snow from the recent Nor'easter. As always, our staff did an excellent job in both the pre-treatment of the roads and keeping up with the storm. Our staff is always doing their best to maintain safe roadways – and we cannot thank them enough for a job well done!
We are looking for volunteers for the newly formed Ossining Youth (OYB) Bureau’s Youth Advisory Board. Are you a passionate Village of Ossining resident where your goals align with the OYB’s mission of connecting youth to positive services and programs that will help promote education, physical and emotional health, civic engagement, economic security, healthy choices, and a sense of belonging to the community? If so, the Youth Advisory Board’s (YAB) focus is to meet local youth needs through advocacy and recommendations on policies and plans to promote positive youth development.

Today marks the beginning of Black History Month, celebrated in America and worldwide. We take this month to honor the contributions, achievements, and the legacy of African Americans and their impact on American history.
 
I’m proud to share the following events taking place in Ossining that will further inform us about our shared history and show how humanity can grow when we learn from our past. Today is the first day of the Chinese  New Year.  I wish all in our community who celebrate this occasion, a joyful and prosperous New Year.  The year 2022 is slated to be the year of the water tiger which comes up every 60 years and represents strength, clearing away evil and bravery. 
The New York State Office of Cannabis Management officially invites New Yorkers to attend Cannabis Conversations, a series of 11 regional discussions across the state about cannabis legalization – including one in Spanish. This is the first step in their public outreach and an opportunity to start the conversation to inform the community about the legalization law, health and safety, and goals to build an inclusive, equitable new industry. During these discussions, NYS will be responding to questions as well. The registration link is available here: https://ocmeventsny.eventbrite.com. Most of the laws regarding the use, growth, cultivation, and sale of cannabis are legislated at the State government level. Having said that, at the local government level, the Village and Town of Ossining have both taken action to allow for the sale of cannabis via regulated dispensaries but not lounges. 
This week’s Legislative Meeting will take place on Wednesday, 2/2/22, at 7:30PM over Zoom.

Some items of note:

  • The BOT will have 2 resolutions regarding budget adjustments for Capital Projects, as explained by Treasurer Brennan at last week’s Work Session. Items included in the 2022 projects funded from 2021 surplus are police vehicles, police car cameras, the Lion Fire Safety Training System, a radio upgrade and the Cataract Generator for OFD, the design and engineering of the Lakeville Water Tank project, the conversion to Microsoft 365, various park improvements, and three work vehicles (one for Buildings, two for Water). The second resolution contemplates a $60K transfer into Capital projects for the Roller Hockey Rink and Snowden Park fencing.
  •  A resolution calls for a Public Hearing to take place on Wednesday, February 16th, for Proposed Local Law #1 (CPCRB Amendments).
  • With much work completed in our process to turn the DPW site into affordable, residential units, we will see in front of us an updated resolution for the 30 Water Street Land Acquisition and Development Agreement (LADA), which identifies all (5) parcels involved in this initiative.

Under New Business, we have added the (2) Work Session agenda items we did not get to this past Wednesday, including the Business Expenses Reimbursement Policy and the Procurement Policy. All documents for these discussions are embedded in the agenda.

Today’s Last word: It's nice to get some positive press coverage every once in a while. Here is an article that might be of interest to the community as it highlights the Village for its own merit and as part of the larger region. In addition to what is stated in the article, I wish to make the community aware that our staff and elected officials, along with the team from New York State, are planning to coordinate some efforts with our neighbors across the river.
