In the month of April, PBPA has been working on regulatory actions at eight different agencies at the state and federal levels. We've also been working on legislative and legal advocacy in further support of your right to operate in the Permian Basin. However, we are also planning our next membership event! The annual PBPA Sporting Clay Shoot & Oil Patch Pit King Challenge registration is now open. While we are looking forward to busting some clays, we wanted to make sure we are keeping you updated on the number of other actions PBPA is taking on your behalf.

HSE Benchmarking Survey
The PBPA Health, Safety, and Environmental (HSE) Committee is conducting our fifth HSE benchmarking survey to allow PBPA member companies to compare their safety incident, spill performance and environmental, social and corporate governance (ESG) statistics to blinded data obtained from peer-companies.  
 
If you are a PBPA member, but are not a member of the HSE Committee, you can still participate in the survey. While our deadline for submissions was Friday, April 22nd, if your company is still interested in participating in the survey, but wasn't able to make the deadline, please email or call Stephen (stephen@pbpa.info, (432) 684-6345). Please note that if you do not participate, you will not have access to the information submitted by other companies. Benchmarking data will only be reported / distributed to PBPA member companies that participate in the survey. All data obtained during this study will be held confidentially and blinded by PBPA staff so that company names cannot be identified by any other participant.

Thank you for your participation in this effort to continually improve performance in the Permian Basin.
Western Caucus Visits Permian Basin

During the week of April 18-22, 2022, members of the Congressional Western Caucus, including Caucus Chairman Dan Newhouse (R-Washington), Congressman August Pfluger, Congressman Jodey Arrington, Congressman Fred Keller (R-Pennsylvania), Congressman Jason Smith (R-Missouri), Congresswoman Michelle Fishbach (R-Minnesota), and Congressman Tracey Mann (R-Kansas) participated in the Western Caucus West Texas Agriculture and Energy Field Tour.

The West Texas tour included visits to operations being conducted by PBPA members Fasken Oil and Ranch and Diamondback Energy as well as a lengthy discussion with PBPA staff and members regarding current operations in the Permian Basin and the challenges facing our industry. The tour gave each member of Congress a first-hand look at the work being performed in the Permian Basin that produces freedom. We hope it was an invaluable experience for these members, who learned how the Permian Basin produces energy safer and more efficient than anyone else.

Thank you to Congressman Pfluger and Congressman Arrington for not only making the tour possible, but for including so many members of the PBPA. And, thank you to all those PBPA members, including current and former board members, who participated in the tour.
RRC v. Opiela

This week, PBPA submitted an amicus curiae brief to the Third Court of Appeals of Texas (Austin) regarding the case Railroad Commission of Texas and Magnolia Oil & Gas Operating, LLC v. Elsie Opiela and Adrian Opiela, Jr. (RRC v. Opiela). The case, originally heard in the 53rd Judicial District Court of Travis County, concerns the Commission's ability to grant permits for allocation and production sharing agreement (PSA) wells.

The PBPA Legal Committee saw need to submit a brief in support of the Commission and to detail the harmful implications to state agencies if the District Court's determinations (which were in opposition to actions take by the Commission) were affirmed. Particularly, PBPA's position is that administrative law precedent supports the Commission's determination to grant permits for PSA wells without need of conducting an Administrative Procedure Act rulemaking. Celebrate West Texas Skies

Join McDonald Observatory Friday, April 29 and Saturday, April 30, 2022 for a celebration of the night sky!
 
This family-friendly weekend will feature a new exhibit, special tours, activities, guest speakers, telescope viewing, food and music, and more. Festival activities take place Friday from 3pm to 8pm, and on Saturday from 12pm to 8pm. Admission to daytime programs is free.
 
Reservations are required for the evening Star Party on the 29th and 30th. Star Party passes are $5 per person for locals and first priority is given to residents of our seven county West Texas community. This event and our new Dark Skies exhibit are made possible thanks to support from Apache Corp.
 
MOTRAN: Crypto Mining Luncheon

On May 4, 2022, 11:00 AM, at the Permian Basin Petroleum Museum, MOTRAN will host a luncheon presentation on crypto currency mining in the Permian Basin. Speakers will go through the basics of crypto and bitcoin mining and talk about how these endeavors can benefit the Permian.
There is no charge to attend and lunch will be provided but we do ask for your RSVP to ensure we can plan accordingly.

Energy Panel at MCRW Luncheon

On May 11, 2022, PBPA's Stephen Robertson will join the Honorable Jason Isaac, Texas Public Policy Foundation, and Kevin Sparks, Republican nominee for Texas Senate District 31, in a panel discussion on current issues facing the energy industry at the Midland County Republican Women's (MCRW) May Luncheon.

This is a seated luncheon that requires an RSVP, however, non-members of MCRW are welcome to join. Reservations are requested to be made by noon on Monday, May 9, 2022, by clicking here.
2022 PB Environmental Regulatory Seminar

The Midland College Petroleum Professional Development Center (PPDC) and the PBPA proudly present the annual Permian Basin Environmental Regulatory Seminar (PBERS). This seminar is a proactive approach for oil and gas industry professionals to keep current on the most recent environmental regulations and policy changes. This important one-day seminar will focus on the latest state & federal regulatory updates and their operational impacts on the petroleum industry. A highlight of the event will be the presentation of the Bruno Hanson Midland College Environmental Excellence Award to a Permian Basin operator.
