Thank You for Your Hard Work at ICANN74!

Thank you to everyone who attended ICANN74. Your participation is necessary for advancing ICANN’s work and for achieving our mission of one, global Internet.

On behalf of the ICANN organization, I’d like to thank the ICANN community for your work on planning this Policy Forum, and for advancing discussions on DNS security threats and other matters during the meeting. Your support, hard work, and flexibility made this hybrid meeting possible.

Just as we continuously adjust our goals to meet new challenges, so too we will continue to hone and improve the hybrid meeting format. I look forward to seeing you all again soon at the ICANN75 Annual General Meeting in September.

2022 Community Excellence Award Honors Vanda Scartezini
ICANN is honored to announce that Vanda Scartezini is the recipient of the Community Excellence Award 2022. Scartezini is a long-time member of the ICANN community.

The selection panel recognized her commitment to the multistakeholder model and her leadership in various ICANN community groups.

The ICANN Community Excellence Award honors members of the ICANN community who have deeply invested in consensus-based solutions and contributed in a substantive way to policy-making within the ICANN ecosystem.

Scartezini has been an active member of the ICANN community since 2000. To learn more about Scartezini's service over the past 22 years, read the published announcement.
Apply Now for NextGen@ICANN at ICANN75!
ICANN is calling for applications for the NextGen@ICANN Program at ICANN75.

We want to hear from university students living and studying in the Asia Pacific region who are interested in the future of the Internet and participating in the ICANN75 Annual Meeting. ICANN75 is scheduled to take place 17–22 September in Kuala Lumpur, Malaysia. If ICANN75 is held virtually, the NextGen@ICANN Program will also be held virtually.

The application window will remain open until 1 July. Successful candidates will be announced on 15 July on the ICANN website. For more information about the program and to apply, please visit the NextGen@ICANN website.

Select ICANN74 sessions will be livestreamed on YouTube as part of ICANN's efforts to increase accessibility. These view-only livestreams provide a low-bandwidth alternative for attendees.

SESSION HIGHLIGHTS
RSS Governance Working Group
The ICANN Board convened the Root Server System (RSS) Governance Working Group (GWG) to develop a final model of RSS governance and root server operator accountability based on RSSAC037. To inform the development of the final model, the Root Server System Advisory Committee published success criteria for RSS governance. Since then, the GWG has dedicated its work sessions to reviewing the success criteria. The GWG will have four work sessions today focused on: applying the success criteria, reviewing the affiliate organization model, reviewing the Supporting Organization model, and determining its next steps.




At-Large Leadership Round-Up
The At-Large Wrap-Up Session will review the highlights of ICANN74 and will feature a discussion with both ICANN President and CEO Göran Marby and members of the ICANN Board. The session will conclude with a preview of ICANN75.

ccNSO Council Public Meeting
The Country Code Names Supporting Organization (ccNSO) Council will hold a public meeting to adopt the FY22–FY24 ccNSO work plan, which details the expected duration of the ccNSO’s policy development processes, community work, and administrative tasks. In addition, the ccNSO Council is expected to appoint new leadership teams for the ccNSO Internet Governance Liaison Committee and the Meetings Programme Committee. The ccNSO Council is expected to adopt the timelines for the ccNSO ICANN Board Seat 11 and the upcoming ccNSO Council elections. Additional topics for the ccNSO Council meeting will be made available on the ccNSO Council workspace.

Updates on Geopolitical, Legislative, and
Regulatory Developments
With this plenary session, ICANN org’s Government Engagement team seeks to share information with the community about Internet-related public policy issues, including legislative and regulatory proposals that may impact our technical mission, policies, and processes. Our goal is to continue sessions of this kind as an opportunity for regular interaction with the community during ICANN meetings.

SESSION RECAP
ccNSO: ccPDP4 Working Group on Selection IDN ccTLD Strings
This session took place on Tuesday, 14 June. If you missed it, visit the schedule for the session materials and recordings.

Agenda

The fourth ccNSO policy development process (ccPDP4) continued its development of policy recommendations for the (de-)selection of Internationalized Domain Name (IDN) country code top-level domains (ccTLDs) associated with countries, territories, or other areas of geopolitical interest listed in the International Organization for Standardization 3166-1 standard. During this session, the working group evaluated input received during the ICANN74 ccNSO Policy Update session and began to stress test draft policy recommendations, which include:

  • Root Zone Label Generation Rules shall be used for the validation and selection of strings as variants.
  • Similar to the selected IDN ccTLD string, its variants should be limited to meaningful representations of the name of the territory in the designated language and related script. 

Highlights

The ccPDP4 Working Group completed its review and discussion of the 2013 policy proposals for the IDN ccTLD string selection process and formed three subgroups:

  • Variant Management: The variant management subgroup works in close coordination with the Generic Names Supporting Organization (GNSO) Expedited Policy Development Process (EPDP) on IDNs. The variant management subgroup continues its review of the IDN TLD recommendations.
  • (De-)Selection of IDN ccTLDs: The (de-)selection of IDN ccTLDs subgroup is tasked with defining the trigger event(s) that will start the retirement process for an IDN ccTLD and its variants. The proposal complements the ccNSO-recommended policy on the retirement of ccTLDs.
  • Confusing Similarity Review: The confusing similarity review subgroup was convened in March 2022 and is running in parallel with GNSO EPDP IDNs efforts in this area. 

Next Steps

There are areas of potential overlap between the work by the Variant Management subgroup and the ccPDP4 Working Group that need to be clarified. The outcome of ccPDP4 will eventually replace the current IDN ccTLD Fast Track Process.

ICANN CEO Engages With the Pacific Islands Community
at PITA 2022
ICANN President and CEO Göran Marby gave a virtual keynote address at the Pacific Islands Telecommunications Association (PITA) annual gathering, PITA 2022, which took place 24–26 May in Fiji.

PITA members represent a broad spectrum of interests from across the Pacific region, from Internet and telecom service providers, to ccTLD registries and regulators, to government ministries. 

In his remarks, Marby noted that service providers are in a unique position to guide the Internet end users in their countries. Marby pointed out that ICANN is working to localize the Internet and continues to engage with the Pacific region by delegating 29 ccTLDs and providing root server instances in 13 countries in the region. He also emphasized the need to continue building close working relationships with all parties involved to ensure the Internet is secure, stable, and interoperable in the future.
