Section 5310

FMCSA 49 CFR Part 382 Drug & Alcohol Webinar

Tuesday, May 23rd

9:30 a.m. – 11:00 a.m. CDT


Section 5310 sub-recipients are those agencies serving senior citizens and persons with disabilities.


A mandatory Drug and Alcohol webinar is targeted for Section 5310 agencies who have a 16 passenger or more (including the driver) capacity vehicle. This vehicle capacity requires a Drug and Alcohol Program under the Section 5310 program and is subject to Federal Motor Carrier Safety Administration (FMCSA), Drug and Alcohol regulations under 49 CFR Part 382.


MoDOT will be hosting a mandatory webinar on Tuesday, May 23 from 9:30 a.m.-11:00 a.m. CDT covering Drug & Alcohol under 49 CFR Part 382. Here is a link to register for the webinar: REGISTER NOW!

Note: Public transit providers, under the Section 5311/5307/5309 programs, are subject to FTA Drug and Alcohol rules under 49 CFR Part 655 and are not required the attend the Part 382 webinar. A mandatory training covering Part 655 was held on March 29, 2023.

Agency/Employee Spotlight

Doreen Harkins will be retiring on April 29 from Missouri University of Science and Technology (Missouri S&T) where she has served as the program specialist for the Missouri Rural Transit Assistance Program (RTAP). She has been employed at Missouri S&T for nearly 22 years after proudly serving her country and retiring from the United States Air Force with 20 years active-duty service. She began her career on campus in August 2001 in the Development Office before transferring to the School of Engineering Dean’s Office in 2003 and then the Missouri Transportation Institute in 2007. The following year, 2008, Doreen joined the Missouri Local Training & Resource Center. She was instrumental in the success of the RTAP program when it was first contracted to Missouri S&T in 2012, assisting in development and program planning. She has been responsible for scheduling all RTAP trainings with rural transit agencies and working closely with the training instructor, John Rice, to coordinate the entire RTAP training schedule. She has also been responsible for reviewing all scholarship reimbursement requests, assisting with customer service, and processing resource requests. She has coordinated the Missouri RTAP quarterly eNewsletter and website to share content that benefits the State’s rural transit providers. She has been instrumental in ensuring a high level of training and technical assistance to transit providers over the past 11 years. Every fall, she looked forward to attending the Missouri Public Transit Association conference where she had an opportunity to visit with the transit providers she so passionately supported. Doreen has been a great asset to the RTAP program, and she will be greatly missed. Congratulations on your retirement and best wishes on your next adventure!
