2022-23 Winter Weather Storm

On December 27, 2022, a series of powerful storm systems bringing high winds and extensive rainfall began impacting Mendocino County. At that time, the Mendocino County Office of Emergency Services (OES) activated the Emergency Operations Center (EOC) at a virtual level and began hosting daily coordination calls both internally and with Operational Area (OA) Partners. The coordination calls allowed OES to facilitate the sharing of information, gather intelligence for daily situation reports, address OA partner concerns, and assess unmet needs. OES also participated in Coordination meetings organized by the California Governor’s Office of Emergency Services (CalOES) for both the Coastal Region OA and the statewide OA. During this period, OES received daily briefings from the National Weather Service, monitored local weather forecasts and river levels throughout the County and shared relevant information with the public via social media, local radio and press releases. In May 2022, the Mendocino County Board of Supervisors approved the first five-year strategic plan that will help guide the critical decisions the Board of Supervisors will face over the next five years with the ultimate goal of improving the quality of life for County residents. The CEO report will align with the 4 priority areas that include; An Effective County Government, A Safe and Healthy County, A Thriving Economy, and A Prepared and Resilient County.

BHRS, Mental Health Services Act (MHSA) is engaged in the CalMHSA Workforce Education and Training Regional Partnership which offers loan repayment for employees that work in the public behavioral health workforce for a minimum of one year. Read more...

Human Resources


Human Resources recently implemented new and updated online forms to aid in efficiencies of personnel processes through technology. The timesaving measures of online forms and processes created through DocuWare results in increased productivity for all involved. Human Resources is currently working with the Information Technology department to create additional online forms and processes for personnel transactions, special request forms, and pre-employment appointment requests. Munis Employee Self-Service is now live and available to county employees. This addition to our MUNIS Enterprise Resource Planning application allows employees to view and update important employment information, such as emergency contacts and phone numbers, as well as retrieve paystubs and W2s. Employees can expect more useful features to come online in the near future.

The County’s architect team is completing the Facility condition assessment (final phase of the space and condition analysis); these reports and recommendations will be presented to the Board in February 2023.

Planning & Building


PBS provides training opportunities for Planning, Building and Code Enforcement Divisions through dedicated funds. Training and certifications for the Building Division has resulted in a new Insurance Service Office (ISO) rating of 2 for the County, which reduces insurance rates within Mendocino County. In addition, in 2022 Code Enforcement partnered with the California Association of Code Enforcement Officers (CACEO) to organize the hosting of three week-long training modules in Ukiah during 2023. During 2022, the PRRM department competitively procured a grants consultant and a grants management software for the Grants Division.

Public Health


The fiscal team developed a training (Budget 101) which will start being used as a Fiscal Manager's Workshop in February 2023.


PH collaborated with the Department of Social Services in addressing needed improvements to the 2-1-1 Mendocino system, a 24/7 call center, and website https://211mendocino.org that responds to inquirers’

Cultural Services Agency


Walk, stroll, or roll with other adults as we share & reflect about what we’re reading. Amble & Ramble meets at Perkins St. near the old Train Depot on the last Saturday of each month at noon. The Great Redwood Trail is ADA accessible. This program fulfills the goal of a safe and healthy community by providing outdoor activity and an opportunity to interact with neighbors, which helps mental health. Every Wednesday at 10:30 a.m. at the Coast Community Branch Library staff and children talk, sing, read, write, and play. Read more...

General Services Agency


Facility staff coordinated efforts with a local arborist to combat the discovery of catastrophic failure of the body of one of the prized Magnolia trees in front of the Ukiah Courthouse.


Due to the recent inclement weather event, staff has been responding to downed trees, loss of power to report public safety sights, leaking roofs, and overflowing roadway drains. Read more...

PBS and Environmental Health share a front counter and have for many years assisting in providing more of a one door approach to services. PBS also collects fees for other departments, including Department of

Transportation, Environmental Health, Assessor and Clerk of Board. This allows for applicants to pay one fee that is then disbursed between the applicable departments. Read more...

The Health Care Program for Children in Foster Care (HCPCFC) is a Public Health Nurse program serving foster children under the state Child Health and Disability Prevention (CHDP) program involving case management of a sensitive population. Healthy Families Mendocino County - functions under the umbrella of the MCAH Program serving vulnerable families with children, from pregnancy through age 5. This critical early support focuses on child/caregiver bonding and family relationships. Face to face services continued throughout the pandemic with a 58% increase in referrals in 2022, and an annual total of 85 families served, with a 6-month retention rate of 80%. Read more...

Behavioral Health & Recovery Services

BHRS expands the behavioral health system of care through mental health services and grant-funded activities. Mental Health Services Act (MHSA) has nine Requests for Proposals open for each of the sub-components of the MHSA Three Year Program and Expenditure Plan for 2023-2026. The Requests for Proposals close on 1/27/23. One of BHRS' grant-funded programs is the Dual Response Mobile Crisis program which is a collaboration with Law Enforcement to jointly respond to 911 calls that have a behavioral health component. Live Oak Apartments is a collaboration between multiple County departments. Live Oak Apartments provides housing to individuals, couples, and families who are experiencing homelessness or are at imminent risk of homelessness. Since the project opened in April 2020, Live Oak Apartments has provided housing to 86 individuals (including 25 children.) Roughly 37 households have exited the project - 95% of them have left for a better permanent housing option. Read more...

Broadband Update


The California Public Utility Commission (CPUC) unanimously approved a resolution that extends the North Bay North Coast Broadband Consortium (NBNCBC) 3-year grant, along with 14 other regional consortia. The NBNCBC management team met on January 13th to begin planning, scheduling, and prioritizing regional coordination activities.

The Point Arena Fire Safe Council meets monthly in the Coast's Community Room to cover different topics to help the community be more fire-safe, including creating a go-bag, evacuation routes, hardening your home, and more. Read more...

The bid opening for the rebid of the Fort Bragg Justice Center HVAC system replacement project is scheduled for January 20, 2023.


The Psychiatric Health Facility at the Whitmore Lane site is in design with the initial demolition project due to be out to bid in early 2023, and new construction bidding by the end of this year. Read more...

Information Technology


County IT successfully completed the migration of Covelo Library's network from radio to fiber-optic, increasing Library internet speeds from 20Mbps to 500Mpbs. County IT has applied for the State and Local Cybersecurity Grant Program (SLCGP). The SLCGP is a $1.2b federal grant program to shore up cybersecurity at the local government level. One of the provisions of the grant is that the state must form a California Cybersecurity Task Force Cybersecurity Investment Planning Subcommittee to plan how the money will be spent.

PBS has dedicated several employees to be available to provide immediate support in the event that the Emergency Operations Center is opened and requires our support. In addition, Building Division staff is available to perform Damage Assessments. PBS staff participates in all Emergency Operations Center trainings.

Public Health


In 2022, Public Health Emergency Preparedness & Hospital Preparedness Program took delivery of 68,000 individual COVID tests which were distributed to Mendocino County clinics and skilled nursing facilities to boost testing capacity during the Delta surge. PHEP oversaw the distribution of over 26,000 over-the-counter COVID tests for the general public- 17,000 of them since October. PHEP also oversaw the distribution of over 75,000 pieces of Personal Protective Equipment to Mendocino County healthcare facilities and dialysis centers in support of COVID safety for staff and patients.   • Activated and managed the Emergency Operations Center for the Winter Storms
  • Daily messaging regarding safety, storm updates, and preparedness to the public via social media, press releases, and local radio broadcasts during the Winter Storms
  • Translated safety messages on social media in Spanish
  • Participated at community engagement events to distribute preparedness materials, registered residents for emergency alerts, and assisted in finding evacuation zones
  • Conducted Emergency Operations Center trainings
  • Coordinated with facilities and IT staff to successfully transition the Emergency Operations Center to the new location under the Executive Office

Prevention, Recovery, Resiliency, and Mitigation


During the 2022 year, the PRRM department successfully submitted a $50 million grant application for the fuels reduction project in the Brooktrails area, secured over $6 million in recovery and resiliency grants, completed Phase I of the Ignition Resistant Project and completed Phase I of the Redwood Valley Sirens Project. 2022 Department Overview

Animal Care Services


For approximately the last six months the animal population at the Animal Shelter has been close to maximum capacity. The high population is due to a combination of variables such as coming out of covid and inflation. Hundreds of Animal Shelters across the country are experiencing the same hardship. Animal Shelters are facing the harsh reality of having to euthanize dogs for space or not accept stray dogs. At this time we are not accepting stray dogs and doing everything we can to get dogs back to their homes through our resources like social media, rescue groups etc. We ask that the community understand the decision to not euthanize for space at this time and to reach out to us if they are wanting to adopt a dog at this time. 

CEO - Contracts Unit


  • Executed over 100 agreements and amendments for PG&E settlement funds
  • Processed over 1,000 agreements and amendments for departments Countywide
  • Initiated or expanded internal processes to facilitate better tracking of contracts related to COVID-19, GASB 87 lease reporting requirements, PG&E settlement funds, Public Projects, and Project Homekey
  • Provided over 20 trainings (including both individual and group sessions) on the County’s contract review and approval process
  • Initiated or assisted with over ten RFPs for the Executive Office and other County departments

Information Technology


In October 2022, the County of Mendocino was awarded a $500,000 Local Agency Technical Assistance grant. This grant program provides funding to assist in the development of planning work that will facilitate high-speed broadband infrastructure projects for unserved and underserved areas in Mendocino County. Planning efforts are expected to begin in early 2023.
