FEMA Assistan​​ce

Those impacted by fl​ooding in Breathitt, Clay, Knott, L​​etcher, or Perry counties can apply for individual assis​tance by calling 800-621-3362​,​ going online to DisasterAssistance.gov, or using the FEMA App (available on Google Play or in the Apple App Store).
Don't Wait to Clean Up​

Kent​​uckians affected by the s​​​evere storms, flooding and mudslides that began July 26 do not need to wait to begin cleanup efforts. Click here​ for more information.
Five FEMA mobile registration centers are now open in Breathitt, Clay, Floyd, Knott, Letcher, Perry and Pike counties to help Kentucky flood survivors who experienced uninsured loss from the flooding that began July 26.

Flood survivors who live in those counties can go to any of the centers to get help applying for FEMA assistance.

It is not necessary to go to a mobile center to apply for FEMA assistance. Homeowners and renters in Breathitt, Clay, Floyd, Knott, Leslie, Letcher, Magoffin, Martin, Owsley, Perry, Pike and ​Whitley​ counties can go online to disasterassistance.gov, call 800-621-3362 or use the FEMA mobile app. If you use a relay service, such as video relay (VRS), captioned telephone or other service, give FEMA the number for that service.

When applying for assistance, it's important to have some critical information in hand:
  • A current phone number where you can be contacted;
  • Your address at the time of the disaster and the address where you are now staying;
  • Your Social Security number;
  • A general list of damage and losses;
  • Banking information if you choose direct deposit; and
  • If insured, the policy number or the agent and/or the company name.


​Disaster resources are available for the deaf and hard of hearing in Eastern Kentucky and assistance for those who need an interpreter or captioner for communication with FEMA or the Red Cross.

If you wish to report a missing loved one in the counties of Breathitt, Perry, Knott, Letcher or Leslie counties, contact Post 13 Hazard at 606-435-6069​​.

If you wish to report a missing loved one in the counties of Magoffin, Johnson, Martin, Floyd, or Pike counties, contact Post 9 Pikeville at 606-433-7711.

If you wish to report a missing loved one in the counties of Jackson, Owsley, or Lee counties, contact Post 7 Richmond at 859-623-2404.

If you wish to report a missing loved one in the counties of Wolfe or Morgan counties, contact Post 8 Morehead at 606-784-4127.

If you wish to report a missing loved one in Harlan County, contact Post 10 Harlan at 606-573-3131.

Email: If you are unable to get through to the appropriate KSP post, you may report a missing loved one by sending an email to ksppubaff@ky.gov and include the following information:

  • Your name (first, last), Your phone number
  • Missing loved ones name (first, last), county of residence, loved ones description (gender, age, race, etc.), loved ones home address, and phone number (if known).
This information will be forwarded to the appropriate KSP Post for further investigation.​

​Disaster Recovery Centers (DRCs) are locations that provide both state and federal resources at one stop to best serve flood victims. More centers will be added below as they come online.

Unless otherwise noted, DRCs are open from 7 a.m. to 7 p.m. Monday–Saturday and 1 to 7 p.m. on Sundays.

How NEXT Distro was started
NEXT Harm Reduction, aka NEXT Distro was inspired by the work of Tracey Helton, author of The Big Fix and outspoken advocate for proactive drug user health resources and expanded naloxone distribution. During the 2016 National Harm Reduction Conference, Tracey gave a plenary talk called Radical Harm Reduction: Our Only Choice is Civil Disobedience. She discussed her work mailing naloxone to individuals across the United States that she had met through online recovery forums.
