Residential Development of the Tomoka Oaks Golf Course

Dear Neighbors,


The Staff Report prepared for the upcoming Planning Board hearing on January 11, 2024, recommends that the Planning Board deny the applicant’s request to re-zone the golf course property from PRD to R2 (Single-Family Low Density). Staff recommend maintaining the existing PRD (Planned Residential Development) zoning for the subject property (page 18 of the full Staff Report).


What does this mean?

It means the city's planning department staff recognize that the unique and special characteristics of the golf course land are not appropriate for an R-2 rezoning which would allow the developer to blanket the golf course property with approximately 317 homes. The report is clear that the current PRD zoning is the best option (see my previous explanation of PRD vs R-2).


Is the Planning Board required to also recommend denial of the R-2 rezoning?

No. The Planning Board will review the staff report, and then the Board will make their recommendation to the City Commission. Only the Commission can make the final decision on whether to approve the R-2 rezoning application.


Should you plan to attend the Planning Board hearing?

YES!! The R-2 rezoning application starts a new hearing process, and it is important the Planning Board sees our continued opposition. You can also testify at the hearing.
