Fuel for Thought: Automotive Supply Chain and Technology Themes for 2023 | The end of cheap capital – combined with worsening macroeconomic conditions, the war in Ukraine, raw material uncertainties, and the continuing chip shortage – will combine to mark 2023 as the beginning of an era when demand-side considerations replace the current supply-side fixation. Already, we are seeing these conditions impact the burgeoning mobility startup ecosystem. Arizona Legislative Proposal Would Ask Voters to Ditch the State’s Right-to-Work Status | A worker’s right to choose whether to join a labor union is in doubt, as progressive Democrats in the Legislature have introduced multiple bills aimed at repealing Arizona’s right-to-work status. SCR 1030, sponsored by state Sen. Juan Mendez, D-Tempe, and a companion bill in the state House of Representatives, HCR 2008, sponsored by Rep. Athena Salman, D-Tempe, would send to the 2024 statewide ballot a measure asking voters whether to rescind Arizona’s more-than-75-year-old status as a right-to-work state. See more here. COVID-19 Prevention Non-Emergency Regulations to Protect Workers from COVID-19 in Effect | The COVID-19 Prevention Non-Emergency Regulations requiring employers to protect workers from hazards related to COVID-19 are now in effect, following their approval on February 3, 2023 by the Office of Administrative Law. The new regulations will remain in effect through February 3, 2025, with recordkeeping requirements in effect through February 3, 2026. For notable provisions see here. Private Employers in California Can Choose Whether to Observe/Pay for State Holidays | California will have three new state holidays in 2023: Juneteenth, the Lunar New Year, and Genocide Remembrance Day. Are we required to give employees days off and pay them for these holidays? Several new state holidays were created by the California Legislature in 2022 and approved by Governor Gavin Newsom. For example, the State Assembly and Senate passed a resolution declaring April 24 a “statewide holiday” known as Genocide Awareness Day. But the designation of these new holidays in California is largely symbolic. They are not paid days off for state employees. Meal break requirements in California are determined by the number of hours an employee actually works each day. California Emissions Regulations and the Rest of the Country |
Increasing engine emissions regulations, aggressive sustainability targets and the path toward zero emissions that is being blazed by California all contribute to what Ann Wilson, senior vice president, government affairs, MEMA, dubbed the “Year of Fuel Efficiency” from a regulations and legislations standpoint, during her Heavy Duty Aftermarket Dialogue presentation. “Fuel efficiency [regulation] is going to come at us like a hot knife through butter,” she said. “They have to finalize those regulations before mid-point next year or else a new congress or president can overturn it.”
Wilson delved into what’s driving increased emissions regulations at the D.C. level, and what she thinks this Congress and president can actually get done. So, here’s Wilson’s take on… “The California Air Resources Board has proposed new regulations for heavy vehicles; they want to see zero emissions by 2040 from fleets operating in the state,” she said. “If you go back to what the president said, he wants California and the EPA to work together. Now, we’re all in favor of that because we don’t want one set of regulations for 49 states and one set of regulations for California. “Now look at how the California rules are spreading. “One thing I would point out,” she continued, “is that there seem to be two different camps: Those states that are following what California is doing on light vehicles and those who are willing to follow it for commercial vehicles. According to Wilson, she sees these regulations transforming the commercial vehicle industry “worldwide.” “Not just in the United States; not just in California; not just in Virginia–worldwide.

Five Employee Handbook Essentials for 2023 | An employee handbook is one of the most important tools for communicating your company policies to employees — and for protecting yourself against legal challenges. An effective employee handbook not only communicates your company’s policies and “rules,” but it also can help you efficiently communicate your company’s values and culture. While the law does not require employers to have an employee handbook, employers are required to create and maintain by law certain policies, including a harassment, discrimination and retaliation prevention policy and a lactation accommodation policy, for example. Tell Your Local High School Teacher - The Motorcar Parts of America – Selwyn Joffe Scholarship Award Program - Awards for Automotive High School Teachers – Apply Now | The oftentimes forgotten individuals in educating and training students in preparation for automotive careers is the high school automotive teacher. Whether it’s their use of personal funds to keep their programs going or their need for certification to keep their instructor and program status, CAWA wants to assist them in achieving success. The Association has established a scholarship program to help these teachers in several ways, including financially. CAWA represents manufacturers, distributors and retailers that could supply these high school automotive teachers with products, tools and other resources for classroom use to assist them in providing relevant, up to date and quality education and training for their students. Access to industry training being conducted by CAWA members could be made available to the automotive high school teachers for their own knowledge and development.
