Truss Engineering Hold Process Introduced
for Residential and Commercial Projects
Our customers have reported that the construction industry has been affected by supply and delivery issues affecting trusses and truss engineering documentation. In order to assist with project continuity, and avoid further delays in the permitting process, the Division of Building Safety has made modifications to our permitting management system to allow for construction to commence until the point where these documents would be required in order to conduct inspection(s). At that time, truss engineering documentation will be required.
 
During the Plans and Documents Upload process portion of the initial permit application process, you will now be asked if you would like to defer the submittal of the Truss Engineering documents.

If you would like to defer the submittal of Truss Engineering documentation, a Truss Engineering hold will automatically be placed on your permit and you will not be able to schedule a 190 Framing inspection until the Truss Engineering is submitted and approved.

It is our hope that this option will be helpful to the construction industry during this period of challenges within the supply chain.

Approved Roof Covering Materials Requirement
Orange County Division of Building Safety has noted increased frequency in discovering unpackaged or unwrapped shingles staged on-site at re-roof projects. Unwrapped or generically wrapped shingles are often sourced from wholesale or discount material supply stores and may not carry a manufacturer warranty or Florida Product Approval. Florida Product Approval verification ensures that the end customer receives a product designed and approved for our climate. 

2020 Florida Building Code 7th Edition section R904.4 requires roof covering materials to be delivered to the project in packages bearing the manufacturers identifying marks and approved testing agency labels.
R904.4 Product Identification
Roof covering materials shall be delivered in packages bearing the manufacturer’s identifying marks and approved testing agency labels required. Bulk shipments and/or site manufactured materials shall be accompanied by the same information or issued in the form of a certificate or on a bill of lading by the manufacturer.

In the interest of protecting residents and customers, the Division of Building Safety has revised the Re-roof In-progress inspection procedure. Inspectors will now require all approved materials to be on-site as well as continue to verify the deck nailing, underlayment and installation of materials. 

If roofing materials are not on-site or unapproved materials are found, a correction notice identifying observed deficiencies will be issued. A re-inspection will be required once approved materials are on-site. As before, Re-roof In-progress inspections shall take place after work has commenced and prior to 75% of the roof covering in-place. This gives inspectors the best opportunity to visually inspect the project and minimize impact to our customers.
REMINDER: Revised File Naming Requirements and Version Tracking Launched on Fast Track
Vertical Permitting Plans Submittals Enhancements
Orange County Government, Development Services and the Division of Building Safety are consistently working to make strategic enhancements to Fast Track Online Services. We heard our customers' requests for a simpler plan file naming system and are pleased to announce two major changes have launched.

Revised File Naming Requirements
The biggest change is that files must now be named starting with the sheet number assigned by the design professional, then a short description of that sheet’s content. If the design professional assigned the number A5.13 to the sheet containing the floor plan for the third floor, the sheet should be named A5.13-Third-Floor-Plan.pdf.

An index page is now required if more than 30 plan files will be uploaded. The Site Plan filename must contain the words "site plan", "plot plan" or "survey" and the index page filename must have the word "index". Please see the Naming Conventions Fact Sheet for more information.
Uploaded File Version Tracking
An automated version tracking and file replacement feature has been launched to assist with submitting Corrections and Revisions without having to ensure that each page file name is exactly the same. As shown in the screenshot, once a plans submission has been reviewed you may now use the "Upload New Version" feature to replace any single uploaded file. When using this feature, you do not have to match the filename to the previous version, the system will automatically rename the file and keep a record of the previous version. Use "View previous versions" to access these records.

Please note, if using the main file upload link instead if using the upload new version feature, any new version submissions (new layer) must continue to use the same exact filename as the previous submission. If a file name is rejected, you must use the main file upload link to replace that file - do not use the Upload New Version feature in this case as it will rename the new file to the rejected file name.
