January is the month of fresh starts, new beginnings and, for this year, snow days. January will mark my fresh start with my first full month as the City of Poulsbo Planning and Economic Development Director. Prior to this role, I served 14 years at the City of Bainbridge Island in many capacities, including my most recent role as the Planning and Community Development Director.
During this time of year, it’s nice to snuggle up with a good book and I have been using my first few weeks to do just that while reading the Poulsbo Municipal Code, Comprehensive Plan, and the many documents the PED Department put out last year under Karla Boughton’s leadership, including the Housing Action Plan, Commercial Land Analysis and the Buildable Lands Report.
Additionally, I have been spending my time getting to better know the members of this great community beginning with my new boss, Mayor Erickson and the members of the City Council. While I have lived in the region for 14 years and spent the last 3 in Poulsbo, having the opportunity to live and work in this great community has provided me an opportunity to feel truly settled and ready to plug in.
Poulsbo has many development projects on the horizon and the Department will soon begin their work on the 2024 Comprehensive Plan update. As the dates are firmed, we will be looking for opportunities for you to get involved and have your voice heard on how you want to see Poulsbo grow forward into 2044.

A Pre-Application Conference is a meeting between a project team and staff conducted prior to the submission of a detailed application. Nearly all projects change after the pre-application conference and prior to application submittal. Typically, projects at this stage are very preliminary. The following pre-app conferences are scheduled for January:

Jackson Short Plat. Short plat from 1 lot into 3 lots.

The Many Roles of PED Staff
|

Did you know? On top of the larger land use applications, the PED Department staff also responds to public records requests, business license applications, sign permits, tenant improvements, deck permits, grading permits, and code enforcement requests.
For the month of December PED staff reviewed/responded to:

- 3 Commercial Tenant Improvements
- 2 New Commercial Buildings
- 1 Single-Family Remodel
- 1 Zoning Verification Letter

2022 Comprehensive Plan Amendments
|
|
At the January 19 City Council meeting, the PED Department will be presenting the docket for the 2022 Annual Comprehensive Plan Amendment process.
Chapter 36.70A RCW provides that comprehensive plan amendments can occur no more than once a year with limited exceptions. Any interested person, property owner, citizen and city staff may submit a comprehensive plan map, policy or text amendment. Poulsbo Municipal Code (PMC) Chapter 19.40.050.B sets forth the procedure for docketing and reviewing proposed comprehensive plan amendments. The PED Department prepares a list of proposed amendments to present to the City Council. The City Council shall review the list at a public meeting and determine which, if any, of the proposed amendments shall be processed further.
When selected by the city council for further processing, a comprehensive plan amendment shall be processed as provided for Type IV application permits per PMC 19.40.050. When not selected by the city council for further processing, the proposed amendment shall be removed from the docket, and any amendment fee submitted (not including any preapplication fees) shall be refunded. Resubmittal of an application removed from the docket may be made at the next annual review cycle.
The City received three applications for the 2022 amendment cycle:

Application P-11-15-21-01 | Site Specific. This application includes a site-specific amendment to the City’s Land Use (Figure LU-1) and City’s Zoning Map. The request is to re-designate and rezone parcel 102601-4-022-2009 (21195 Viking Ave NW) from Residential Medium (RM) to Residential High (RH).

Application P-11-12-21-01 | Text Amendment. Replace Appendix B-5, and associated sections of the Comprehensive Plan (Chapters 8 and 12), to reflect the updated 2021 Parks, Recreation, and Open Space (PROS) Plan.

Application P-11-12-21-02 | Text Amendment. This application includes a text amendment to Chapter 12, the Capital Facilities Plan, to update Table CFP-4 (the City of Poulsbo 6-Year Capital Improvement Projects) to reflect the proposed projects listed in the 2021- 2027 Capital Improvement Projects.

Minor Fee Schedule Update

Also at the January 19 City Council meeting, PED staff will be presenting a minor update to the "Planning Fee Schedule." The two minor amendments include:
- Clean up a discrepancy with "Additional Submittal Review Fees" and have the additional fees apply to all land use applications; and
- Increase the deposit amount for tree retention peer review to represent current costs.
The last major update to the "Planning Fee Schedule" was approved by City Council in early 2021. The next major update will be early 2023.
