HB22-1013 | Microgrids for Community Resilience Grant Program
BILL DESCRIPTION LINK | Creates microgrids for the community resilience grant program created to provide grants for cooperative electric associations and municipally-owned utilities to purchase microgrid resources for eligible rural communities located within their service territories.

HB22-1018 | Electric And Gas Utility Customer Protection
BILL DESCRIPTION LINK | Changes the date on which Energy Outreach CO disburses to the department of human services, a portion of the energy assistance system benefits charges collected by investor-owned electric and gas utilities. It also requires the PUC to adopt rules prohibiting electric and gas utilities from disconnecting a customer's service on certain days/times/federal holidays. And it establishes 3 income standards for determining a household's eligibility for utility assistance.

60-DAY NOTICE: Q4 2021 DSM
Xcel Energy received one set of comments from Energy Outreach Colorado on the Income-Qualified Beneficial Electrification Notice issued in November. After discussing EOC’s concerns and carefully considering their comments, the Company determined that changes to the original Notice are warranted. This email is serving as notification of the Company’s responses to comments received and resulting modifications to the original Notice. All other Q4 60-Day Notices were implemented without comment from stakeholders.

The Q4 Notices are summarized below:
  • Income Qualified Beneficial Electrification In compliance with the 2021-22 DSM Plan Settlement Agreement and in coordination with Energy Outreach Colorado, the Company is implementing an income-qualified beneficial electrification pilot designed to fund the full cost of heat pumps for participants in the existing Multifamily Weatherization, Non-Profit, and Single-family Weatherization products.

  • Lighting Efficiency The Company is eliminating three-way A-line lamps from the Business LED Instant Rebate offering in order to comply with standards established in House Bill 19-1231.
