Housing Action Package
Homes for All of Us is Mayor Todd Gloria’s package of initiatives aimed at producing more homes across the City that San Diegans of all income levels can afford. As part of Homes for All of Us, the City’s Housing Action Package includes programs and initiatives to increase the production of housing, implement Senate Bill 9 allowing for more housing in single-family zones, and amend the City’s Accessory Dwelling Unit ordinance to respond to community feedback.  

The Housing Action Package was heard by the Land Use and Housing Committee on Jan. 13 and was unanimously recommended for approval. The City Council is scheduled to consider the Housing Action Package on Tuesday, Feb. 8.  
Environmental Justice Element
Environmental justice ensures people of all races, cultures and incomes are equally and equitably valued, protected and served by laws, regulations and policies that impact the environment around us. Over the past months, City staff have been collecting first-hand knowledge of environmental issues directly from community members. Information collected will be analyzed to inform environmental justice policies and priorities within the City of San Diego General Plan.  

A review of existing information on environmental justice-related conditions has been prepared, and a report of findings is now available on the Environmental Justice Element webpage. The Background Review Report of Findings provides information on conditions in the entire City since Environmental Justice communities within the City have not yet been identified. Stay tuned for many more ways to provide input and feedback about your priorities for environmental justice for this plan in the months to come.  
De Anza Amendment to the Mission Bay Park Master Plan:
De Anza Natural is the De Anza Cove Amendment to the Mission Bay Park Master Plan. De Anza Natural is a comprehensive proposal to balance local and regional recreational needs while also restoring natural habitats and preparing for the impacts of climate change at De Anza Cove.  
 
On January 11, the Notice of Preparation (NOP) for the Program Environmental Impact Report for De Anza Natural was released. A virtual scoping meeting was held on Jan. 24, where public comments were taken. 

On Saturday, Feb. 5, the UC Natural Reserve System and San Diego Audubon Society are organizing a Love Your Wetlands Day event. Come stop by the Planning Department’s table at this event between 10:00 a.m. and 12:00 p.m. to learn more about the De Anza Natural plan and share your input about the future of this important area of the City!   
Build Better SD
Build Better SD is a citywide initiative to enable the faster and more equitable delivery of public spaces across San Diego. This initiative sets clear policies intended to create more opportunities for innovative, culturally relevant and interactive public spaces (like libraries, parks,
and streets) by prioritizing investments in areas where the needs are the greatest.   

Planning Department staff attended the Community Planners Committee meeting on Jan. 25 to share an overview of the initiative and planned engagement opportunities. Community Plan Updates
Clairemont Community Plan Update: City staff are working toward making a revised draft of the Clairemont Community Plan available this spring. Staff will continue working with the Clairemont Community Planning Group and community members on its review. Staff expects to return to the Planning Commission later this spring to present the newest revisions to the plan since the Planning Commission workshop last fall. Learn more about the Clairemont Community Plan Update: https://www.clairemontplan.org/  

College Area Community Plan Update: The College Area Community Plan Update Committee met on Dec. 1 to review mobility concepts for the plan update. The Committee expressed support for the mobility concepts that included an expanded pedestrian realm, dedicated transit lanes and active mobility infrastructure. The Committee will meet again in late February to review updated land use and urban design concepts that will be included in an upcoming online community survey. Stay up to date on the College Area Community Plan Update: https://www.sandiego.gov/planning/community/cpu/college-area 

Hillcrest Focused Plan Amendment: The Uptown Planners Subcommittee met on Jan. 20 for a presentation and discussion on Land Use and Building Form within the Medical Complex Subarea of the Plan Hillcrest boundary. The Subcommittee will meet on Thursday, Feb. 17 for another meeting on Land Use and Building Form for the Hillcrest West Subarea that builds upon the discussion from January’s meeting. Mira Mesa Community Plan Update: City staff are working on a Community Discussion Draft which outlines the goals, vision and draft policies for the Mira Mesa community. The Community Discussion Draft is expected to be released in the first quarter of 2022. Staff expects to return to the Planning Commission later this spring to present and discuss the Community Discussion Draft. Learn more about the Mira Mesa Community Plan Update by visiting https://www.planmiramesa.org/  

University Community Plan Update: The University Community Plan Update is currently working to draft proposed land use scenarios that will be presented at an upcoming University Community Plan Update Subcommittee meeting.
