WHAT REDISTRICTING MEANS TO DISTRICT 4
Every 10 years, the City of San Jose must redraw its council districts to make sure population is balanced within a maximum range of 10%. Since the last redistricting in 2011, District 4 has been the fastest growing district in the city. According to the 2020 census, District 4 has 118,000 residents and the average district size is 102,000. That means that we had to find a way to move 12,000 people from District 4 into neighboring districts 3 and 5. While we love serving every neighborhood in the district, some of our residents will find themselves in other districts as of this year’s election cycle.
In order to minimize the geographic area affected by the process, the new maps involved moving some of the higher density neighborhoods near the southern border into new districts. This includes the Townsend Park neighborhood west of Lundy Ave. and the Orchard community east of Oakland Rd. This area will become part of District 3. District 4 continues to include the Berryessa BART Station, Flea Market, and the North Flea Market neighborhood south of Sierra Rd.

In addition, all neighborhoods south of Mabury Rd. near 680, along with the Gilchrist neighborhood between 680 and Capitol Ave will become part of District 5. All other neighborhoods north of Mabury Rd. out to White Rd., including the Penitencia neighborhood will remain in District 4. Alum Rock Park is also fully contained in District 4.
Both Districts 3 and 5 are up for election in 2022. Their current council members are termed out this year, so they are open seats. Residents in the affected neighborhoods will have an opportunity to vote for their new council representatives in June and November this year.

These new lines were officially approved this week at the January 11 City Council meeting. While officially the new district lines take effect in February, I continue to be here for all of the residents who were in District 4 as of January 1. 101 MABURY-BERRYESSA-OAKLAND ROAD CORRIDOR PROJECT
The City of San José, in partnership with Caltrans and VTA, is proposing a Mabury-Berryessa-Oakland Road Corridor Project to improve mobility and accessibility for all users between US 101 and local roadways, and to make the new BART station more accessible. The leading proposal is a new interchange at 101/Berryessa, which would allow for ramps at Oakland Rd to be removed, and includes upgrading the Berryessa/Hedding/Commercial car/bike infrastructure.
There will be a scoping meeting next Wednesday, January 19 at 6 pm. We are looking for members of the community to be actively engaged and to participate in the scoping meeting. If you are interested in being part of the group, please email my office at District4@sanjosece.gov.

VACCINATION EVENT AT MORRILL MIDDLE SCHOOL - REGISTER NOW
There will be a vaccination event on Saturday, January 29, from 9-12 pm & 1-3 pm at Morrill Middle School. First, second and booster shots will be available. This event is open to everyone so please share with your family and friends. 

For those unable to attend the Morrill Middle School event, booster shots are available through both appointments and drop-in at many pharmacies, clinics, and mass vaccination locations throughout the County.
Everyone 16 and older who is six months out from their second Pfizer or Moderna vaccine, or two months out from their Johnson & Johnson vaccine, is eligible for a COVID-19 booster shot. 
The full list of vaccine sites can be viewed here, and testing sites here. Please note that the sites listed below are drop-in only and have varied schedules. All sites have boosters available. Keep in mind that vaccination capacity may be limited at some vaccination sites. We encourage residents to make an appointment, if possible.

George Mayne Elementary School Vaccine Clinic

We are excited that our office is bringing a vaccine clinic to students at George Mayne Elementary School in Alviso next Thursday Jan 20, after school. All students age 5-11 will be offered doses of the Pfizer vaccine. 
School Site Testing
 
Again, we encourage school staff and families to register for weekly school site testing, especially during this winter season. Schedules vary by site. Please contact your school to learn your weekly testing day. This registration process also provides permission for your students to be tested when they are considered a close contact for school exposure if response testing is available and helps expedite that process. As a reminder, if you are notified to pick up your child from school for exposure, please be sure to check them out from the office. Additional information for testing and isolation will be provided at that time.
New Booster Mandate
 
This week, the City Council recognized the continuing dangers posed by the COVID-19 virus. The omicron variant is spreading rapidly, but those who are unvaccinated are a far greater risk of infection and hospitalization. In order to keep our health care system from being overwhelmed, we encourage all residents of San Jose to get the booster shot when they are eligible. Anybody age 12 and up is eligible. Beginning February 4, all attendees of events at large San Jose venues, including SAP Center, Center for Performing Arts, and the Convention Center, will be required to show proof of vaccination, including the booster (if eligible). Please take advantage of the vaccination locations listed above to get you and your family members up to date.

TIPS TO PREPARE FOR POSSIBLE FLOODING
1. Create an emergency plan: The first step toward being flood ready is preparing for an emergency. Discuss with members of your household what to do during a disaster.
 
2. Put your 3-day emergency kit together: Create an emergency kit with tools, supplies, non-perishable food and water.
 
3. Download disaster and emergency apps: You can register for Santa Clara County’s emergency alerts by downloading the free preparedness app “ReadySCC” on your smartphone.
 
4. Know your flood risk: Visit valleywater.org/floodready to find out if you live in a high-risk flood zone. 
 
5. Get flood insurance ahead of time: Most home insurance policies will not cover you in case of a flood. Visit floodsmart.gov to learn about homeowner’s and renter’s flood insurance policies.
 
6. Protect your home from flood threats: Valley Water offers free, filled sandbags for residents of Santa Clara County. For a list of locations visit valleywater.org/floodready or call 408-630-2650.
 
7. Keep creeks clean and flowing: Healthy, flowing creeks reduce flood risks by carrying stormwaters away from properties and roads. Report blockages like wood or debris and dumping in creeks at 408-630-2378.
 
8. Avoid floodwaters – Turn around, don’t drown: Never walk or drive through flooded areas, no matter how shallow.
 
9. Build responsibly in floodplains: Construction within flood zones require special permits. Learn more at valleywater.org/floodready.
During the winter season, it’s important to remember that flooding can happen any time it rains. The extreme drought conditions that Santa Clara County has endured over the last year have hardened the ground. This hardening can increase run-off to streams and creeks during the first few days of heavy rain, elevating the risk of flooding.
