Member Spotlight: Sharon Lane Health and Rehabilitation -Shawnee, KS

Sharon Lane Health and Rehabilitation is located at 10315 Johnson Dr. in Shawnee and is a 78-bed nursing home facility, founded over 60 years ago. The owners are Harry and Connie Baum and they have been in the Long-Term Care Business for more than twenty-eight years. Angela Moore is the Administrator, Angela is also on the KHCA Board as the Facility Standards Vice President.

Their mission is focused around a resident-centered concept that attempts to accommodate the resident’s individual needs and gives them the freedom to continue to, as much as possible, make their own choices and decisions in life.

Biden Administration Plans To Implement Minimum Staffing Requirement For Nursing Homes

The Washington Post (11/15, Rowland, 10.52M) reports that following "decades of accumulated evidence that residents suffer more complications, such as bed sores and falls, in nursing homes with inadequate numbers of front-line nurses and nursing assistants," the Biden Administration "has set in motion plans for a federal minimum staffing requirement for the nation’s 15,500 nursing homes." The nursing home "industry contends minimum staff mandates of 4.1 hours per resident per day would cost up to $10 billion per year and are unworkable because of a shortage of workers willing to do the job." AHCA President and CEO Mark Parkinson said, "It’s one thing to announce we are going to get all these workers in all these buildings, but are we as a society willing to pay for it? So far the answer has been no." Imposing such "a broad mandate does not make sense, he said." Parkinson added, "The administration can propose it and may require it to be done...but the workers are not there and it will not happen."

CMS Posts Medicare Program Integrity Manual Updates -
Changes Affect SNF Enrollment, CHOWs, and Reenrollment Beginning January 2023

CMS posted a display copy of updates to the calendar year (CY) Final Rule for the 2023 Medicare Physician Fee Schedule (PFS), other Medicare Part B policies, and Medicare and Medicaid provider enrollment policies. Many of these updates impact skilled nursing providers. 

Most notably – effective January 6, 2023 – SNFs that are initially enrolling or undergoing a change in ownership (CHOW) fall within the “high” screening category under 42 CFR § 424.518. SNF revalidations are processed at the “moderate” screening level. These changes include the addition of site visits for all SNF providers and fingerprint-based criminal background checks for 5 percent or greater direct and indirect owners at specific times. 

The Federal Register version of the Final Rule will be posted on November 18.

SNFs Must Stop Underutilizing DNSs In Order To Thrive In Value-Based Care

In an opinion piece for Provider Magazine (11/1, 151K), Alexis Roam, a curriculum development specialist for the American Association of Post-Acute Care Nursing (AAPACN), said "the director of nursing services (DNS) plays a pivotal role in the success of a skilled nursing facility (SNF)." Roam wrote, "The health care system is transforming to value-based care, and this means SNFs must be innovative in the methods used to consistently produce quality of care and life outcomes as efficiently as possible." Roam said the underutilization of DNSs "does not position a SNF to thrive in value-based care, because the DNS needs to be at the heart of managing clinical care and services so that the facility can produce the best outcomes in nursing care." Roam concluded, "Underutilization of the DNS is not new, but SNFs that want to thrive in value-based care must change this practice."
